About this file

Attachment 8 is a First Article Test (Contractor Testing) specification detailing the comprehensive testing requirements for a product sample before full production. The document outlines that the first article must be manufactured using the same processes, procedures, facility, materials, and packaging as intended for regular production, and must be produced by the contractor using the government-provided technical data package.

The first article must undergo extensive inspection and testing against all drawing, specification, and Quality Assurance Provision (QAP) requirements, with some exceptions for previously tested components or tests. The contractor is required to compile a detailed First Article Test Report documenting all inspection results, measurements, test data, and certifications. The Contracting Officer may require additional first article testing if there are major changes to technical data, production lapses over 45 days, or changes in manufacturing process, materials, or performance location. Any costs associated with such additional testing due to process changes will be borne by the contractor.
