About this file
This document is an Interested Vendor Question and Answer file related to a pre-solicitation synopsis for an Infrared Countermeasure Flares contract. The Q&A clarifies that all unapproved vendors must fully satisfy the Justification for Qualification Requirements prior to contract award, and the government will not delay the award to allow vendors additional time to demonstrate qualification. The document confirms that all vendors who originally expressed interest in the sources sought synopsis have since been approved as qualified/approved sources.
The associated pre-solicitation synopsis indicates the Department of the Air Force plans to award a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year basic ordering period and 1-year optional period. The contract aims to procure approximately 500,000 replenishment spares of Infrared Countermeasure Flares, with award currently scheduled for July 2025. The solicitation is restricted to qualified sources in the Explosives Manufacturing sector (NAICS code 325920), with delivery locations including Crane, IN and China Lake, CA. The contract includes multiple line items for post-award conference, measurement system evaluation, first article testing, and production units for both U.S. Government and Foreign Military Sales (FMS) requirements.

Interested Vendor Question and Answer
Question: Our reading of the notice is that the interested vendor must satisfy all of the requirements of the Justification for Qualification Requirements before the award of the IDIQ contract. If this is the case, will the interested vendor be ineligible for award of an IDIQ contract if it has not demonstrated full qualification before award.
Answer: Yes, all unapproved sources must satisfy the requirements of the Justification for Qualification Requirements prior to award. The award will not be delayed to provide the contractor with an opportunity to demonstrate its ability to meet the standard specified in the source qualification statement.
Additional Information: All vendors whom expressed interest in the original sources sought synopsis have since been approved as qualified/approved sources.
