About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base issued this Special Notice to announce the anticipated formal solicitation for the MJU-76B contract. Originally anticipated for January 9, 2026, the solicitation release date has been updated to on or before March 15, 2026. This Special Notice follows a pre-solicitation phase during which the USAF solicited and received feedback from industry stakeholders regarding draft Request for Proposal (RFP) requirements. The notice includes government responses to that feedback, as well as updated draft RFP documentation to clarify technical specifications and administrative requirements for potential contractors. The procurement is for explosives manufacturing and pyrotechnics, classified under NAICS 325920 and PSC 1370.
The primary objective of this Special Notice is to provide transparency regarding contract specifications and to address contractor questions before the formal RFP release. The USAF will issue an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with 5-6 potential ordering periods, with anticipated award in July 2026 and a 20-month performance period for each production order. Key requirements include CMMC (Cybersecurity Maturity Model Certification) Level 2 compliance, on-site quality assurance performed by DCMA, and adherence to technical specifications outlined in the Performance Requirements Framework regarding parts, variance classifications, lot acceptance testing, and case ejection testing methodologies. The contract incorporates multiple line items covering production, first article testing, and post-award activities, with pricing bands ranging up to 250,000 units. There is no set-aside restriction on this procurement, and contractors bidding successfully on the initial contract are contractually required to bid on subsequent ordering period requests.
