About this opportunity
Battelle Memorial Institute, operating the Pacific Northwest National Laboratory on behalf of the Department of Energy, seeks fabricated metal components for the HIP CAN Study, a firm fixed price procurement with proposals due November 13, 2026, at 4:00 p.m. Pacific Time and an intent to propose due November 9. Questions close November 6. No set-aside applies.
Place of performance is Richland, Washington. The scope comprises 19 line items of metal components supporting high isostatic pressing of uranium fuel cladding, including carbon steel shims (0.001" to 0.010" thickness), aluminum pocket plates, Haynes 214 foils in three thicknesses, carbon steel strongbacks in multiple gauges, and DQ steel and stainless steel HIP can lids and bodies, with quantities ranging from 1 to 250 units per line item. Completion is June 30, 2027.
All components require pre-coating with Neolube 1.1 debond agent at 0.4 mils thickness followed by 75°C bake-out, individual vacuum sealing in 5-mil Mylar bags, thermal transfer labels with SAP and serial numbers, and electrochemical etching or laser engraving with SAP, lot, and serial numbers per specified formats. Pocket plates may be fabricated by conventional or CNC milling. The offeror must design and fabricate two HIP can tooling sets (draw quality steel and stainless steel) and deliver first-article components per specified quantities. No welding or weld repair is permitted. All components require material certification from ISO/IEC 17025:2017-accredited laboratories and certificates of conformance. National Aerospace and Defense Contractors Accreditation Program certification is strongly preferred.
Contractors must maintain quality programs compliant with NQA-1, ISO-9001, or ISO/IEC 17025 standards and provide Certified Material Test Reports. Award is to the responsive and responsible offeror providing the lowest price after satisfying all technical requirements. Payment is net 30 days, FOB Destination Prepaid and Allowed. The NAICS code is 332999; PSC is 9515. Contracting officer Chris Martin, christopher.martin@pnnl.gov, 509-372-6026.
