About this file
This is a Technical Specification for plate fabrication components supporting the United States High Performance Research Reactor (USHPRR) project, which is converting research reactors to High Assay Low Enriched Uranium (HALEU) fuel. The project requires U-10Mo foils encapsulated in aluminum cladding and diffusion bonded using a hot isostatic pressing (HIP) process. Battelle Memorial Institute, Pacific Northwest Division, is seeking an offeror to fabricate components for both a surrogate study and anticipated future production orders.
The offeror must perform non-recurring engineering and tooling design for two HIP can tooling sets (one for draw quality steel, one for stainless steel), then produce first article components per Table I quantities, which include 25 shims (various thicknesses) in 1018 carbon steel, 50 pocket plates in 6061-T6 aluminum, 25 thick foils in Haynes 214, 250 strongbacks in 1018 carbon steel (various gauges), and 25 MITR HIP can lids and bodies (in both DQ steel and stainless steel). Components must be pre-coated with Neolube 1.1 debond agent at 0.4 mils thickness with a 75°C bake-out step. Pocket plates must be fabricated by conventional or CNC milling. All components require individual vacuum sealing, packaging on 4,000-pound maximum skids, material certification from ISO/IEC 17025:2017 accredited laboratories, certificates of conformance, and inspection reports. No welding or weld repair is permitted. The offeror must present tooling design prior to fabricating intermediate products. National Aerospace and Defense Contractors Accreditation Program certification is strongly preferred. Final acceptance requires shipment of intermediate products and disposition of all vendor data submittals and non-conformance reports.

Appendix A – Technical Specification
MITR HIP Can Study and Plate Feedstock
Revision 0, September 16, 2026
I. GENERAL
A. Background
Battelle Memorial Institute, Pacific Northwest Division (Battelle), operator of the Pacific Northwest National Laboratory (PNNL) for the U.S. Department of Energy, is seeking an offeror to Plate Fabrication components. The United States High Performance Research Reactor (USHPRR) project is focused on converting the few remaining research reactors in the United States to High Assay Low Enriched Uranium (HALEU). This conversion requires a new high density fuel form. The selected fuel is U-10Mo foils encapsulated into aluminum cladding. The cladding is diffusion bonded to the fuel foil with a hot isostatic process (HIP).
Historically, the process used draw quality (DQ) carbon steel with carbon steel strong backs.
Substantial resources were required to clean the carbon steel prior to use. Therefore, the project would like to transition to stainless steel (SS) cans. Another challenge is the application of the debond agent (Neolube 1.1). Manual application via paint brush resulted coatings that were not uniform. To address both these challenges, the desire is to evaluate both stainless steel components and getting the components pre-coated with the debond agent.
Prior to placing steady state orders, Battelle will be performing a surrogate test of the improved cans and intermediate products.
