About this opportunity

Place of performance is Richland, WA 99354. The requirement covers 50 units each of 0.009-inch, 0.012-inch, and 0.015-inch pocket plates in 6061-T6 aluminum, plus one tooling set per thickness (six line items), with a required delivery date of June 30, 2027. Terms are FOB Destination Prepaid and Allowed. Production may use photochemical milling, spark electro-discharge machining, or laser pocket etching. The contractor performs non-recurring engineering, presents tooling design and simulation results before fabrication (a hold point), and produces first articles for Battelle evaluation. Products must meet ASTM B209-14, have all sharp corners broken, be individually vacuum sealed, and ship in skids not exceeding 4,000 pounds. The quality program must comply with NQA-1, ISO-9001, or ISO/IEC 17025. Deliverables include Certificates of Conformance, ASTM/ASME-certified Certified Material Test Reports, Functional Test Reports, and unique item identification marking. Battelle technical staff may witness production, and the contractor should preferably hold NADCAP certification.
Award goes to the lowest-priced responsive and responsible offeror that satisfies all technical requirements. Offerors submit a technical proposal with capability statement, a firm-fixed-price proposal with unit price, extended price, and lead time for each item, and completed Representations and Certifications including Buy American Act certification. Submit by email to christopher.martin@pnnl.gov with the subject line "Proposal to RFP 964171." The successful offeror must hold approved PNNL Vendor Portal registration before award. Required insurance includes statutory workers' compensation, $100,000 employers' liability, and $1 million each for commercial general liability and business auto liability.
