About this opportunity
The Naval Facilities Engineering Command is procuring comprehensive repair and renovation services for Bachelor Enlisted Quarters (BEQ) building AS4212 located at Camp Lejeune, North Carolina. The scope of work encompasses extensive interior and exterior repairs, including demolition, mechanical and electrical system upgrades, roofing replacement, fire protection system installation, plumbing and HVAC modifications, and architectural finishes across all three floors of the facility. Only General MACC (Multiple Award Construction Contract) contractors listed on the General Requirements cover page are eligible to submit proposals for this ROICC Camp Lejeune area project. The government will evaluate proposals on a lowest-price basis, with award decisions based on the sum of prices submitted across all eight Exhibit Line Item Numbers (ELINs) covering the base repair work, demolition of two additional structures, lightning protection installation, parking lot work, soil replacement, and provisions for unforeseen asbestos and lead remediation. The proposal deadline is October 23, 2025 at 1400 hours, with the contract completion period set at 730 days after award.
This solicitation is designated as a Total Small Business set-aside, and the estimated contract value ranges between $10 million and $25 million. The project includes repair and renovation of the three-story BEQ facility with standardized barracks accommodations, replacement of the standing seam aluminum roof system, comprehensive mechanical system upgrades including DOAS units and PTHP equipment, new fire alarm and mass notification systems, and complete interior finishes including flooring, wall treatments, and furnishings. Performance bonds and payment bonds are required for proposals exceeding $150,000, with liquidated damages assessed at $880 per calendar day for non-compliance. The work will be executed at Marine Corps Air Station New River and Camp Lejeune, North Carolina, with comprehensive technical specifications and 179 drawing sheets provided to guide construction activities. Davis-Bacon Act wage determinations apply to all work, and contractors must acknowledge all 21 issued amendments to the solicitation when submitting proposals or face rejection.
