About this opportunity

Army Contracting Command–Orlando is hosting a series of hybrid Procurement Administrative Lead Time (PALT) industry update sessions throughout 2024–2026, with the most recent session on 8 September 2026 at the Tech Grove Facility in Orlando, Florida. Sessions accommodate up to 125–150 in-person attendees and up to 300 virtual participants via MS Teams; registration closes 7–10 days before each event date through links provided in the notice or via SAM.gov.

The sessions convene representatives from ACC-Orlando, Program Executive Office Simulation, Training and Instrumentation (PEO STRI), Marine Corps Systems Command Program Manager Training Systems (PM TRASYS), and supporting project offices to brief industry on status updates and upcoming contract opportunities across Army and Marine Corps training, simulation, test, and instrumentation programs. Government presenters address pre-submitted questions first, then open the floor for additional inquiry; no source-selection-sensitive procurement information is disclosed.

Recurring opportunities across the briefing cycle include Synthetic Training Environment (STE) Live Training Systems Increment 2 Technology (multiple TReX II OTA requests with timelines under 12 months); Live Training Ranges and Combat Training Centers (LTRaC) Multiple Award Contracts (MAC 1 valued $360 million, MAC 2 valued $344 million, ordering periods through 2032–2033); Training Simulation Software/Training Management Tool (estimated $250 million, OTA, anticipated award 1QFY27); Soldier Virtual Trainer (estimated $50 million, anticipated award 4QFY26); Games for Training (estimated $33.9 million–$51.4 million, anticipated 1QFY27 RFP and 3QFY27 award); Persistent Cyber Training Environment Cyber Innovation Challenge #5 (estimated $100 million); Threat Systems Operations, Maintenance and Integration Support III (estimated $489 million, 5-year base plus 2 option years, anticipated 2QFY27 RFP and 1QFY28 award); and Medical Simulation Training Center support services (estimated $72–$77 million, small business set-aside, anticipated awards 4QFY26–November 2026). Marine Corps priorities emphasize Commercial Off-the-Shelf solutions, Other Transaction Authority agreements, and emerging requirements for drone trainers, electromagnetic warfare systems, and cyber training capabilities. Acquisition strategies employ small business set-asides, 8(a) certifications, competitive procurements, and flexible contracting vehicles including IDIQs and blanket purchase agreements, with anticipated release dates spanning 2QFY26 through 1QFY28.

Update #4 ·

UPDATE:  The 12 March 2024 Army Contracting Command - Orlando (ACC-ORL) PALT Update session has been postponed.  It has been replaced with a Program Executive Office Simulation, Training and Instrumentation (PEO STRI) led Technical Interchange Engagement with our Industry Partners. Note that this discussion will be more technically focused, vice PALT related. It will include representatives from PEO STRI and the USMC Program Manager, Training Systems (PM TRASYS).  It will be held from 1000-1200 in the Tech Grove facility, the same location as the ACC-ORL monthly PALT sessions.  It will be a focused discussion on upcoming contract opportunities. PEO STRI will announce upcoming opportunities with CIC-5 as well as future contract structure/language with modernization as it relates to PPP, Interoperability, and Exportability. The intent is to frame this two hours as a discussion with Industry and Government engineers.

In the interest of time, if you have already registered for the 12 March 24 ACC-ORL PALT session, either for in-person or virtual attendance, you can consider yourself registered for this PEO STRI session. Please note the earlier start time of 1000.

Specific questions regarding this session may be directed to PEO STRI POCs Ms. Christina Manol,  christina.i.manol.civ@army.mil or Mr. Richard Link, richard.a.link10.civ@army.mil.

The traditional ACC-ORL PALT sessions will resume on 9 April 2024.  Registration for this session will open on 13 March 24 via SAM.gov.
