Opposing Forces Mechanized Vehicle Replacement (OMVR)
The OMVR will consist of a common Army tracked platform that uses modular visual modifications (VISMODs). This capability will allow the Opposing Forces to replicate five of the six warfighting functions.
This replication will train Army units to synchronize all ISR assets available to the BCT, present threat representative tracked/mechanized vehicles and formations to the RTU across the depth and breadth of the training area and provide the OPFOR for the Army with a sustainable system that is safe for Soldiers to operate and maintain.
• RFS released on BIDS 27 Sep
• Vendor proposals received 17
Nov
• Technical evaluations completed and submitted to ACC-O on 8 Dec
• Pending receipt of FY24 funds, Target Award is Feb 2024
BFVS Cascade Plan slippage could negatively affect prototype and design effort, as well as delivery to CTCs.
EE PEG funding currently not resourced.
Program Future OpportunitiesChallenges
PM CT2 is pursuing a contract for modular VISMODS on a common Army tracked platform that will challenge the training units through replication of visual, thermal, electromagnetic, and aural signatures. This contract will provide research, development, testing and fabrication of VISMODs in addition to providing support for the preparation of host chassis to be reset and prepped for
VISMODS and integrated into the CTCs.

Aerial Target Systems 3
(ATS 3)
The Aerial Target
Systems support Army readiness and multi-domain operations through development, acquisition, operation and modernization of aerial targets. Multi-spectral Aerial Targets include realistic surrogates and actual high performance threat aircraft. Current and emerging weapons systems require test, evaluation, and training using threat representative aerial targets to assess weapons systems effectiveness in the operational environment.

Draft RFP – 1QFY24, W900KK-24-R-0005
Final RFP – 1QFY24, W900KK-24-R-0005
Target Award AUG 2024
The current ATS 2 contract expired in MAY
23.
Threat Systems Management Office (TSMO) requires back-stop coverage for unplanned Aerial Threat needs (Groups 1 – 5) that would otherwise prohibit execution of customer and congressional funds.
Program Future OpportunitiesChallenges
PM CT2 is pursuing a follow-on contract to the Aerial Target
Systems 2 (ATS 2) IDIQ . This follow-on effort is required to provide uninterrupted threat procurement and development.
Currently, ATS 2 IDIQ is the sole acquisition vehicle procuring the new MQM-185 to meet emerging customer requirements. It is also used for key developments related to Aerial Threats. ATS 3 will provide for a seamless continuation of support.

Training Simulation Software/Training Management Tools (TSS/TMT)
TSS/TMT provides 2 of the 3 core functions that instantiates a common synthetic environment:
• Training Simulation Software (TSS), is the foundational software framework including Computer Generated Forces
(CGF).
• Training Management Tools (TMT) is a set of tools to plan, prepare, execute, monitor, and assess multi-echelon training.
TSS/TMT challenges range from but not limited to:
• TSS must be scalable (squad to Echelon above Brigade).
• Represent Combat Arms, Combat Support, Combat Service Support.
• Providing training management services and authoritative data sources.
• Accessible over the DoD Information Network and operational networks from unit computers.
One World Terrain (OWT) OWT provides the remaining core function that instantiates the common synthetic environment:
• Supports collective training, mission rehearsal, and mission execution at the Point of Need.
• Cloud based data server.
• Automatically processes raw terrain data.
• Facilitates training multi-domain operations.
OWT challenges range from but not limited to:
• Evolution of open standards to meet simulation needs while allowing the widest community adoption.
• Automated feature extraction and attribution to support high fidelity simulation.
• High accuracy / precision 3D environment to support the future needs of the Live training environment.
• Conflating overlapping data sources to establish a unified training data set.
Reconfigurable Virtual Collective Trainer
(RVCT)
RVCT as part of the Synthetic Training Environment (STE) Family of Programs (FoP), represents the hardware for Air, Ground and Soldier platforms.
Period of Performance:
• Production OTA (MTA-RF): 13 Apr 2023 – 12 Apr 2026, $351M currently approved by AAE, $500M ceiling on OTA contract
• Follow-on Production MCA: 1QFY2026, projected ~$700M
