Training, Simulation and Experimentation Characteristics of Need
What is a Characteristics of Need (CON)?
Streamlines how the Army buys and develops new systems
Early forward-facing Industry involvement at the onset and throughout the development process
Not a Rigid Requirements Document, Living Document that is broad enough for holistic solutions
Why a Training and Simulation and Experimentation CON?
Current L,V,C pipelines does not keep pace with current and emerging training gaps
We can no longer develop siloed L,V,C solutions
We seek Interoperable, Scalable, Cost-Effective Solutions

PRIORITIES
What are our Programmatic Priorities?
What are our Technological Priorities?
• Incremental funding due to CR limitations/constraints
• Continue to support sustainment efforts.
• Leverage Commercial Off-the-Shelf (COTS) solutions in lieu of extensive R&D efforts
• Continue using Other Transaction Authority (OTA) agreements to enable faster prototyping and fielding of critical technologies
• Leverage existing mature technologies (TRL 7-9) ready to be fielded in ~12 months.
• How do we incorporate AI into existing and new systems to improve the readiness and lethality of the Marines in the battlefield?
• What technologies will be available in the next 3-5 years that will enhance or modernize existing training capabilities across the Marine Corps?
• Emerging Requirements - Looking for potential solutions for Drone Trainers, Electromagnetic Warfare and Computer Generated Forces Simulators.

Project Description
Electromagnetic Warfare Ground Instrumented Range (EWGIR) provides Marines with realistic training in the contested electromagnetic operating environment (EMOE). This modular, scalable system simulates diverse EM threats like jamming and spoofing, creating degraded, disrupted, and denied conditions. EWGIR tracks unit EM footprints, enabling real-time feedback on emissions control. The system supports after-action reviews with visual playback and automated reports. Designed for deployment at home stations and remote sites, EWGIR prepares Marines to effectively counter pacing threats across the electromagnetic spectrum, information environment, and space domain.

Project Description
Live Fire Evaluation Tool (LFET) is a new upgraded capability which captures Marine live fire data through a small mountable high tech sensor suite and sensor target system to produce high-fidelity After-Action Review.
The LFET system records GPS positions of individual Marine maneuvers, has sensors to process live fire battlefield engagements, sensors to timestamp/record every shot on target, sensors to track who shot what target, and round counting for most of USMC small arms weapons.

Presenter Notes Presentation Notes PALT Talking Points:
RFI adjusted from 2QFY26 to 4QFY26 - Rationale FY26 funding profile impacted by Mark to STE - Insufficient funding to execute this FY Projected award shifted from 4QFY26 to 2QFY27 - Contingent on FY27 funds receipt Estimated value shifted from $350M to $250M to account for mission and funding profile changes (virtual focus)
Ancillary Notes:
Intent remains to leverage the NGC w/ STE-SW Multi Award OTA RFI will include updated PWS for Sections 3.2-3.4 (Core Services) and Section 3.5 (Virtual) in order to request updated price proposals with expanded technical volume Maintaining contractual connection with NGC has perceived benefits as we see L/V/C convergence occurring in the NGC “data layer” (Palantir) TSS/TMT will pursue this connection for Virtual much like STE-LTS is doing for Live Results in re-imagining of STE “execution” but still a means to achieve the intent

DIR IMO Topic: Test Resource Management Center (TRMC) Test & Evaluation (T&E) Science & Technology (S&T) Program
T&E/S&T Program is committed to advancing the Department of War's (DoW) mission by supporting projects with Technology Readiness Levels (TRLs) ranging from 3-6. Aligned with the DoW's Science and Technology and Test and Evaluation priorities, the program embraces a calculated acceptance of technical risk to drive innovation and achieve transformative technological breakthroughs. The T&E/S&T Program actively evaluates and invests in novel, unproven solutions that, while considered too high-risk for current DoW T&E methodologies, hold the potential to deliver significant operational and strategic advantages.
