T&E/S&T Program sponsors projects with Technology Readiness Levels (TRLs) 3-6. The T&E/S&T Program will accept a high degree of technical risk to fund innovations that could result in high-payoff technological advancements. The T&E/S&T Program will consider novel, unproven solutions that are deemed too risky to be adopted in current DoD T&E approaches.
Ten (10) Test Technologies are currently represented:
• High Speed Systems Test (HSST)
• Cyber Test Technologies (CTT)
• Electronic Warfare Test (EWT)
• Directed Energy Test (DET)

PdM FTS Topic: Opposing Forces Mechanized Vehicle Replication (OMVR)
Opposing Forces Mechanized Vehicle Replication (OMVR)
The OMVR will consist of a common Army tracked platform that uses modular, visual modifications (VISMODs) that will replicate visual, thermal, electromagnetic, and aural signatures. This capability will allow the Opposing Forces to replicate five of the six warfighting functions. This replication will train Army units to synchronize all ISR assets available to the BCT, present threat representative tracked/mechanized vehicles and formations to the RTU across the depth and breadth of the training area and provide the OPFOR for the Army with a sustainable system that is safe for Soldiers to operate and maintain.
PM CT2 is currently pursuing a task award under TReX II for the development, prototyping, and testing of VISMODS. In addition to developing and delivering VISMODS, CT2 will receive ODS-SAs and M2A3s to deliver alongside the VISMODS. The BFVs will be vetted through RRAD in order to reset the vehicles and prepare them for VISMOD installation at the CTCs.

Reconfigurable Virtual Collective Trainer (RVCT)
The Reconfigurable Virtual Collective Trainer (RVCT) includes aviation (RVCT-A) and ground (RVCT-G) maneuver platforms, and dismounted Soldier sets that enable mission rehearsal, gunnery, and collective maneuver training. The RVCT represents a mobile, transportable, modular, and scalable training capability with the minimum hardware necessary to represent form, fit, and function to enable execution of collective tasks and essential training. This design allows RVCT modules to easily maintain concurrency at a cost significantly more affordable than the Army’s legacy collective trainers while also delivering a more realistic virtual training environment that will enhance the Army’s overall readiness. The RVCT architecture and design will support interoperability with the future Next Generation Constructive (NGC) and Live Training Environments, and other Synthetic Training Environments (STE) and operational capabilities.

Contracting Precision
▪ Army Challenge - Capabilities required for the joint fight are software intensive and the Army is not currently delivering in a flexible and timely manner to meet the Nation’s deterrence needs as an enterprise.
▪ To enable broader adoption of modern software practices that rely on frequent, iterative deliveries with a goal of achieving continuous integration / continuous delivery (CI/CD), the Army is reforming key institutional processes - contracting being one of the areas.
▪ Changes as a result of this reform will better allow the Army to deliver software capabilities securely and rapidly to users.
▪ Modern software development requires speed and flexibility. Requirements processes must be tailored to allow for iterative refinement as software development progresses.
Change in Army’s Acquisition Approach
Scope of Directive
• Applies to all Army software development efforts. For the purposes of the directive, a “software development effort” is defined as: (a) development of a custom software solution; (b) customization, integration, or modification of a commercial software solution; or (c) software as a service.
• Applies to weapons and business software systems developed and acquired through formal acquisition processes.
• Applies to software solutions developed or acquired outside of formal acquisition processes by Army Commands (ACOMs), Army Service Component Commands
(ASCCs), Direct Reporting Units (DRUs), or other Army organizations.
• Low code/no code development activities conducted within Army-authorized data platforms are exempt from the directive.
• For the purposes of the directive, modern software development includes, but is not limited to, continuous integration/continuous delivery (CI/CD), agile, lean, and
Development, Security, and Operations (DevSecOps) practices.
Reform Initiative
★Initiative 4: Establish a Digital Capabilities Contracting Center of Excellence to Improve and Streamline Contracting for Software.
• The Army Contracting Command at Aberdeen Proving Ground (ACC-APG) will be designated as the Contracting Center of Excellence (CoE) for Digital Capabilities to streamline contracting for software.
• At IOC the CoE will be responsible for all new and select existing contracts for software development efforts executed by PEO Enterprise Information Systems;
o PEO Intelligence, Electronic Warfare & Sensors;
o PEO Command, Control, and Communications –Tactical;
o PEO Simulation, Training, and Instrumentation; and o Select contracts for the ACOMs, ASCCs, and DRUs
• The CoE will ensure its contracting personnel are trained in industry software best practices related to procurement of software, including cybersecurity considerations.
• For select software contracts under its purview, the CoE in coordination with the mission partner and cognizant contracting personnel, will assist in the development of contracting strategies, Requests for Information (RFIs) and Requests for Proposals (RFPs), source selection criteria, and will execute contracts and agreements.
Initiative Lead: AMC
Timeline: Reach IOC no later than 3 months (11 JUN 24) and reach FOC no later than 9 months
(11 DEC 24) from the date of the directive
