ACC-Orlando Opening Remarks
PEO STRI
Opening Remarks
Thank you for joining us today to discuss where the Army is headed across the Simulation, Training, and Instrumentation portfolio. I regret that I am not physically present with you in the room – but am joining the vast majority of our participants in the virtual space.
I want to encourage two-way dialogue between each of you and the contracting and PM team. We are looking very hard at how we are structing our contracts – we are looking at how we can decouple HW and SW refresh as we build these systems. We are very much in-synch with the Army’s Modular Open Systems Architecture for HW and the Unified Data Reference Architecture of our SW – but we need you our industry partners to help us identify the risks in what we are asking for and also where there are opportunities to standardize for maximum reuse of components for both HW and SW.
We understand that you have a fiduciary responsibility to your shareholders or investors / ownership – and that is important – we want to maximize your ability to help us develop at speed and then deliver at scale.
I encourage you to hold us accountable for answering your questions – really answering your questions – in a dialogue format not just via email and our SAM.gov RFIs. I encourage the government team to establish routine forums at the product and program level to have these conversations – perhaps over teams where we can record the engagement and then post or share the questions and answers back out on SAM.gov.
This event should not be the end of the dialogue but just the beginning. If you feel my intent is not being fulfilled – I encourage you to reach out to me directly. I ask you name names though – Program, contract, issue – my email is Christine.a.beeler2.mil@army.mil
Also don’t bring something to me that you have not worked at the APM, PM, KO level – don’t waste my time becoming your action officer – because I will quickly lose confidence in your ability to work at your level…I will also seek to make sure I bring the right corporate level in to discuss the issue.
Again thanks to each of you – government and industry - for being here today and I look forward to Rapidly developing, delivering and sustaining our testing, training and information operations capabilities so that we can enhance readiness today and transform in contact to defeat the threats of tomorrow.

Federal appeals court: 8(a) graduates are still "participants" for ownership waivers, subject to False Claims Act
The 11th U.S. Circuit Court of Appeals ruled Thursday that companies which have graduated from the 8(a) program but are still performing on 8(a) contracts remain subject to the program's ownership and control requirements. This decision expands potential False Claims Act exposure for 8(a) graduates and their business partners.
The court reversed a lower court's dismissal of a False Claims Act lawsuit against two companies accused of improperly taking control of an 8(a) graduate firm. In its ruling, the court clarified that 8(a) graduates performing on existing contracts are still considered "participants" under program regulations, and thus changes in ownership or control of these firms still require SBA approval via waiver request.
The decision emphasized that failure to obtain such waivers before bidding on new task orders under existing contracts may constitute False Claims Act violations. The court endorsed a "fraudulent inducement" theory of FCA liability related to 8(a) contract bidding, potentially broadening the scope of such claims.
In a notable procedural ruling, the court also held that plaintiffs alleging such violations need not specify details of individual bids or claims to satisfy pleading requirements, potentially easing the path for similar lawsuits in the future.

PdM CRT Topic: Persistent Cyber Training Environment (PCTE) Cyber Innovation
Challenge (CIC) #5
Objective
• Decrease Time to Produce and Present Training
• Increase Training Quality
Problem Statement The need for individual and collective Cyber training in OCONUS locations continues to grow as foreign Cyber partnerships mature. New requirements have been introduced by USCYBERCOM for the CIC5 effort identifying the need for Artificial Intelligence (AI) enabled cyber capability that can emulate the training environment.
Vision PdM CRT seeks the ability to provide stable and responsive individual and collective Cyber training content, including Cyber ranges, at global locations while reducing/eliminating the logistical & financial burdens associated with horizontal expansion.
Solutions will consider limited networking / bandwidth provisions available at point of need and be capable of supporting multiple classifications.

Reconfigurable Virtual Collective Trainer (RVCT)
The Reconfigurable Virtual Collective Trainer (RVCT) includes aviation (RVCT-A) and ground (RVCT-G) maneuver platforms, and dismounted Soldier sets that enable mission rehearsal, gunnery, and collective maneuver training. The RVCT represents a mobile, transportable, modular, and scalable training capability with the minimum hardware necessary to represent form, fit, and function to enable execution of collective tasks and essential training. This design allows RVCT modules to easily maintain concurrency at a cost significantly more affordable than the Army’s legacy collective trainers while also delivering a more realistic virtual training environment that will enhance the Army’s overall readiness. The RVCT architecture and design will support interoperability with the future Next Generation Constructive (NGC) and Live Training Environments, and other Synthetic Training Environments (STE) and operational capabilities.
