About this file
This document is a Procurement Administrative Lead Time (PALT) session presentation from the U.S. Army Contracting Command - Orlando held on April 14, 2026, featuring updates from the Marine Corps Systems Command Program Manager for Training Systems (PM TRASYS) and multiple Army programs.
PM TRASYS priorities include leveraging Commercial Off-the-Shelf (COTS) solutions, using Other Transaction Authority (OTA) agreements for faster prototyping, and incorporating artificial intelligence into training systems. Key emerging requirements include Drone Trainers, Electromagnetic Warfare, and Computer Generated Forces Simulators. The Range Training Systems division is pursuing two major initiatives: the Electromagnetic Warfare Ground Instrumented Range (EWGIR) through TReX II OTA with an April 2026 award date, and the Live Fire Evaluation Tool (LFET), a new capability with an RFI planned for 3Q FY26 and FY27 program initiation. Synthetic Training Systems includes multiple programs transitioning to sustainment, with planned acquisitions for the Combat Control Station (CCS), Training Analysis and Evaluation Products (TAEP, competitive 8(a) SAIDIQ, Q3FY26 RFP release, 1-year base plus 4 option years), and various trainers (Drone Trainer, Cyber Warfare, NMESIS, MADIS, MRIC, Aircraft Rescue and Fire Fighting, CBRN). Warfighter Training Support (PdM WTS) is structured for flexible sustainment using MACs, SAIDIQs, and SeaPortNxG vehicles.
CPE ST3 programs include PM TRADE's Synthetic Training Environment Live Training Systems (STE LTS) Increment 2 Technology with multiple RFS releases and awards, and Live Training Ranges and CTCs (LTRaC) with Multiple Award Contracts—MAC 1 ($360M not-to-exceed, ordering through May 2033) covering 30 planned ranges with Stationary/Moving Infantry and Armor Targets, and MAC 2 ($344.1M not-to-exceed, ordering through November 2032) addressing live fire targets product line management including FASIT/BATL, logistics support, and human-type target replacement. PM SIM opportunities include Training Simulation Software/Training Management Tool (TSS/TMT, competitive OTA, 4QFY26 RFI, 2QFY27 award, $250M estimated value), Soldier Virtual Trainer (SVT, competitive Army Open Solicitation CFS, 3QFY26 release, 4QFY26 award, $50M estimated value, multiple awards), and Games For Training (GFT, market research ongoing, 1QFY27 RFP, 3QFY27 award, $33.9M estimated value). PL TSO is pursuing Medical Simulation Training Center Instructor Operator Support Services (MIOSS, SA IDIQ small business LPTA, 3QFY26 RFP, 4QFY26 award, $75M estimated value) and Artillery and Chemical Training (ACT, small business set-aside, industry day 2QFY26, 3QFY26 RFP, 1QFY27 award, $16.1M 6-year value). PL TSMO has two opportunities: Threat Systems Operations, Maintenance and Integration Support III (TSOMIS III, 1QFY27 RFP, 4QFY27 estimated award, $489M total value, 5-year base plus 2 option years) and Test Resource Management Center T&E/S&T Program (2QFY26 RFS release, funding under development, focus areas including AI, drone dominance, and hypersonics).

PRIORITIES
What are our Programmatic Priorities?
What are our Technological Priorities?
• Incremental funding due to CR limitations/constraints
• Continue to support sustainment efforts.
• Leverage Commercial Off-the-Shelf (COTS) solutions in lieu of extensive R&D efforts
• Continue using Other Transaction Authority (OTA) agreements to enable faster prototyping and fielding of critical technologies
• Leverage existing mature technologies (TRL 7-9) ready to be fielded in ~12 months.
• How do we incorporate AI into existing and new systems to improve the readiness and lethality of the Marines in the battlefield?
• What technologies will be available in the next 3-5 years that will enhance or modernize existing training capabilities across the Marine Corps?
• Emerging Requirements - Looking for potential solutions for Drone Trainers, Electromagnetic Warfare and Computer Generated Forces Simulators.

Project Description
▪ Electromagnetic Warfare Ground Instrumented Range (EWGIR) provides Marines with realistic training in the contested electromagnetic operating environment (EMOE). This modular, scalable system simulates diverse EM threats like jamming and spoofing, creating degraded, disrupted, and denied conditions. EWGIR tracks unit EM footprints, enabling real-time feedback on emissions control. The system supports after-action reviews with visual playback and automated reports. Designed for deployment at home stations and remote sites, EWGIR prepares Marines to effectively counter pacing threats across the electromagnetic spectrum, information environment, and space domain.

Priorities
▪ Looking for mature solutions.
▪ Upcoming RFI in 3Q FY26.
Project Description
▪ Live Fire Evaluation Tool (LFET) is a new upgraded capability which captures Marine live fire data through a small mountable high tech sensor suite and sensor target system to produce high-fidelity After-Action Review.
The LFET system records GPS positions of individual Marine maneuvers, has sensors to process live fire battlefield engagements, sensors to timestamp/record every shot on target, sensors to track who shot what target, and round counting for most of USMC small arms weapons.

DIR IMO Topic: Test Resource Management Center (TRMC) Test & Evaluation (T&E) Science & Technology (S&T) Program
T&E/S&T Program is committed to advancing the Department of War's (DoW) mission by supporting projects with Technology Readiness Levels (TRLs) ranging from 3-6.
