About this file
This document is a briefing slide deck for the U.S. Army Contracting Command - Orlando's Hybrid PALT (Procurement Assessment and Lessons Learned Technical) Session on September 9, 2025. The presentation covers multiple contract opportunities across various program management areas, including Training Systems, Synthetic Environment, Cyber Training, and Small Business Programs. Key contract opportunities include:
The Synthetic Training Environment (STE) has several upcoming contracts, such as the STE-SW/Next Generation Constructive (NGC) with multiple Other Transaction Authority (OTA) awards targeting areas like Core Services, Maneuver, Fires, Protection, and Intelligence. The Family of Maintenance Trainers (FMT) Product Line contract is seeking a multi-award IDIQ with a base year and four option years, estimated at $395M. The Persistent Cyber Training Environment (PCTE) Cyber Innovation Challenge #5 is pursuing OTA agreements to enhance training platforms using AI and machine learning, with an estimated $100M ceiling. The Office of Small Business Programs aims to foster acquisition opportunities across small business categories, supporting Army readiness and developing a robust industrial base, with strategic goals including promoting innovation, streamlining processes, and supporting technology collaboration.

• PdM CRT in support of the PCTE is pursuing CIC #5 for FY26 award
• We are seeking to enhance and address PCTE training platform needs through a continued multi-vendor best-of-breed integrated capability
• Capability gaps are currently being assessed by USCYBERCOM and the program office
Persistent Cyber Training Environment (PCTE) Cyber Innovation Challenge (CIC) #5
Objective
• Decrease Time to Produce and Present Training
• Increase Training Quality
Driving Requirements
• The PCTE platform needs to evolve by leveraging emerging technologies to assist in performing human-centric tasks, with minimal human intervention, considering all aspects of the platform. Applications of these technologies should streamline routine tasks, reducing processing time and increasing productivity. Additionally, it should enhance current capabilities and provide new insights about platform performance.
• Because of this, the PCTE program is seeking to improve the current training platform and introduce Artificial Intelligence and Machine Learning (AI/ML) solutions.
Vision
• Provide a highly advanced PCTE platform that enhances the user experience while minimizing the need for direct human involvement. By incorporating human-centric tasks, the platform could leverage advanced technologies such as advanced user emulation, automated help desk functions, user document creation, and resource utilization prediction to create a seamless experience. This will lead to a more efficient, user-friendly platform that enhances productivity, while reducing the workload on human operators.
• Research, Development, Test & Evaluation.
• Total Value: =$100M
• Current contract does not exist. Future contract will be an OTA with industry
• Initial RFS will solicit white paper solutions for Artificial Intelligence (AI) and Machine Learning (ML) concepts, with assessment events commencing in
