About this file

This document is a presentation slide deck for the Army Contracting Command-Orlando's (ACC-ORL) Hybrid PALT (Program and Acquisition Lifecycle Tracking) Update Session on March 11, 2025. The session covers multiple contracting opportunities across various divisions, including significant upcoming procurements in training systems, synthetic environments, and support services. Key opportunities include the Bridge to Evolutionary STE TESS Multiple Award Contract (estimated over $670M), Live Training, Ranges, and CTCs (LTRaC) Multi-Award contract (estimated over $1B), Family of Maintenance Trainers Product Line (estimated $395M), and several other training and simulation-related contracts.

The document provides detailed acquisition strategies for each opportunity, including contract types (Multiple Award ID/IQ, Other Transaction Authority), estimated values, period of performance, and anticipated release and award dates. Notable procurement approaches include small business set-asides, full and open competition, and various contract types such as Firm Fixed Price, Cost Plus Fixed Fee, and mixed pricing structures. The presentation also includes top ten obligations for large and small businesses in FY24, with Lockheed Martin leading large business obligations at $441.50 million and Phoenix Logistics leading small business obligations at $47.6 million. The event is a hybrid session allowing both in-person and virtual participation, with specific registration instructions and guidelines for asking questions.

• PdM CRT in support of the PCTE is pursuing CIC #5 for FY26 award

• We are seeking to enhance and address PCTE training platform needs through a continued multi-vendor best-of-breed integrated capability

• Capability gaps are currently being assessed by USCYBERCOM and the program office

PdM CRT Topic: Persistent Cyber Training Environment (PCTE) Cyber Innovation

Challenge (CIC) #5

Objective

• Decrease Time to Produce and Present Training

• Increase Training Quality

Problem Statement

New requirements are being introduced by USCYBERCOM for the CIC5 effort identifying the need for Artificial Intelligence (AI) enabled cyber capability that can emulate the training environment.

Vision

Provide a highly advanced PCTE platform that enhances the user experience while minimizing the need for direct human involvement. By incorporating human-centric tasks, the platform could leverage advanced technologies such as advanced user emulation, automated help desk functions, user document creation, and resource utilization prediction to create a seamless experience. This will lead to a more efficient, user-friendly platform that enhances productivity, while reducing the workload on human operators.
