About this file
This document is a comprehensive presentation from the U.S. Army Contracting Command - Orlando for their Hybrid PALT (Program/Project Acquisition Lead Time) Update Session on 8 April 2025. The presentation covers multiple contract opportunities across various divisions, including Training Devices (PM TRADE), Cyber, Test, and Training (PM CT2), Synthetic Environment (PM SE), and TADSS Support Operations (PL TSO). Key upcoming contract opportunities include the Bridge to Evolutionary STE TESS Multiple Award Contract (BEST-MAC) with an estimated value over $670M, Live Training Ranges and Combat Training Centers (LTRaC) contract valued over $1B, and Family of Maintenance Trainers (FMT) Product Line contract with approximately $395M. These contracts focus on procurement, tech refreshing, and sustainment of training systems, targeting areas like vehicle platforms, maintenance training, and synthetic training environments.
The presentation also highlights the Marine Corps Systems Command's training system programs, strategic planning for range and synthetic training systems, and includes information on small business programs. The Office of Small Business Programs, led by Tara Wagner, emphasizes that all small business programs remain active under the existing Small Business Act. An executive order dated 21 January 2025 aims to end illegal discrimination and restore merit-based opportunity, though it does not directly impact existing small business programs. The document provides detailed acquisition strategies, including contract vehicles, performance periods, and milestone timelines for various training and simulation system contracts across fiscal years 2025-2030.

Tara Wagner, Director
EXECUTIVE ORDER
ENDING ILLEGAL DISCRIMINATION AND RESTORING
MERIT-BASED OPPORTUNITY - January 21, 2025
“The purpose of this order is to ensure that it does so by ending illegal preferences and discrimination.”
An Executive Order is a signed, published directive issued by the President of the United States to manage operations within the federal government. These orders guide the actions of government officials and agencies, but do not create new laws or override existing federal statutes.
Statutes must be passed by Congress and signed by the president. Executive orders can't preempt this process.
EXECUTIVE ORDER
ALL Small Business Programs fall under -
SMALL BUSINESS ACT
[Public Law 85–536; Approved July 18, 1958]
[As Amended Through P.L. 118–159, Enacted December 23, 2024] [15 U.S.C. 631 et seq.; 72 Stat. 384 et seq.]
To make changes to the Small Business Act (1) you need to initiate a legislative process, which involves introducing a bill in Congress, (2) having it debated and voted on by both the House and Senate, and then potentially having it (3) signed into law by the President.
*This has not happened to date; therefore, all SB Programs remain in place and active as of this date.
