About this file
This document is a Procurement Administrative Lead Time (PALT) Industry Update briefing presented by U.S. Army Contracting Command (ACC-Orlando) on July 14, 2026, covering contracting opportunities and program updates across multiple portfolio areas.
Army Contracting Command - Orlando Workload: ACC-Orlando manages five divisions (Alpha, Bravo, Charlie, Delta, Echo) with diverse training and simulation contracts spanning target systems, synthetic trainers, cyber training, ranges, and support services. Notable programs include TReX I & II, Synthetic Training Environment (STE), Live Training Ranges and CTCs (LTRaC), Mission Training Complex Capabilities Support (MTCCS II), and various training device sustainment contracts. The division chiefs coordinate responses to industry questions regarding these programs.
CPE ST3 (Capability Portfolio Executive – Simulation, Training, Test & Threat) Opportunities: Key acquisition efforts include Training Simulation Software/Training Management Tool (TSS/TMT) via competitive OTA with Cole Engineering Services (estimated value $250M, 1-year base plus 4-year options, RFS planned 4QFY26, award 1QFY27); Soldier Virtual Trainer (SVT) Marketplace via competitive FAR 12/13 PO for COTS and OTA 10 USC 4023, estimated value $50M, CFS issued 3QFY26, award 4QFY26; Games for Training (GFT) IDIQ with ONEARC as incumbent (estimated value $33.9M, RFP 1QFY27, award 3QFY27); and STE LTS Increment 2 Technology via OTA consortiums and BEST MAC seeking near-ready solutions with delivery timelines under 12 months. PM TRADE manages Synthetic Training Environment Live Training Systems (STE LTS) Increment 2 and Future Army Systems of Integrated Targets (FASIT) through multiple award contracts. Live Training Ranges and CTCs (LTRaC) MAC 1 and MAC 2 involve multiple vendors including InVeris Training Solutions, Riptide Software, Theissen Training Systems, and Shock Stream LLC, with a not-to-exceed ceiling of $360M for MAC 1 (ordering period May 2025 – May 2033) and multiple delivery orders planned through FY27 for basic Army target lifters (SITs, MITs, SATs, MATs) and down-range devices across 30+ ranges.
Marine Corps Training Systems (PM TRASYS): Pending programs include Range Training Systems (RTS) with focus on modernization incorporating improved instrumentation, after-action review technologies, and immersive training environments. Electromagnetic Warfare Ground Instrumented Range (EWGIR) is seeking mature capabilities via OTA awards (Q3FY26), with Phase 1 demo Q4FY26 and Phase 2 demo Q1FY27, developed via TReX II contract vehicle. Live Fire Evaluation Tool (LFET) is a new capability using sensor suites for high-fidelity after-action reviews; market research planned 4QFY26 with RFP release 4QFY26 and award projected 3QFY27 via Commercial Solutions Opening. Synthetic Training Systems programs include CCS (MCA operations and sustainment via service contract), TAEP (Training Analysis and Evaluation Products) via competitive 8(a) SAIDIQ with RFP 4QFY26 and award 2QFY27 (estimated value $72M base plus options), and multiple trainer developments (NMESIS, MADIS, MRIC, Aircraft Rescue and Fire Fighting) at pre-ACAT stage. Warfighter Training Support (PdM WTS) provides role players and MAGTF Staff Training Program via SeaPort NxG FAR Part 16 fair opportunity with award projected 1QFY27.
CPE ST3 TADSS Support Operations (PL TSO): Medical Simulation Training Center (MSTC) Instructor Operator Support Services (MIOSS) is a small business set-aside best-value contract (estimated value $72M, 6-month base plus 4 option years) with RFP 3QFY26 and award 4QFY26. Artillery and Chemical Training (ACT) contract provides worldwide life-cycle contractor support for air defense, field artillery, and chemical training systems under AR 350-38; small business set-aside, best-value, with industry day 2QFY26, RFP 4QFY26, and award 1QFY27.
Threat Systems Management Office (PL TSMO): Threat Systems Operations, Maintenance and Integration Support III (TSOMIS III) is a recompete for legacy and new threat types with support to Assured Positioning, Navigation, and Timing (APNT) missions. RFP scheduled 1QFY27 with award projected 4QFY27, 5-year base plus 2 option years (total value $498M), administered by ACC-Redstone. Current contractor is Test LLC.
Recurring Events: The organization conducts monthly PALT sessions (11 meetings scheduled for CY2026), Navy PALT sessions, CPE ST3 Tech Exchange meetings, TSIS 2026 (June 17-18), and participates in AUSA Annual Meeting & Expo (October 12-14, 2025) and I/ITSEC (November 30 – December 3, 2026). Tech Grove hosts multiple industry events including Army/Marine Corps PALT, USMC-WGC Wargaming, AFCEA TechNet Orlando, and Armed Forces Jam. Small Business Program office encourages small businesses to respond to SSNs, RFIs, and draft PWS with capability statements.

What’s Ahead at Tech Grove
ACC-Orlando Opening Remarks
MR. LEE JAMES, III
DEPUTY CAPABILITY PROGRAM
EXECUTIVE
Questions?
Training, Simulation and Experimentation Characteristics of Need
What is a Characteristics of Need (CON)?
Streamlines how the Army buys and develops new systems
Early forward-facing Industry involvement at the onset and throughout the development process
Not a Rigid Requirements Document, Living Document that is broad enough for holistic solutions
Why a Training and Simulation and Experimentation CON?
Current L,V,C pipelines does not keep pace with current and emerging training gaps
We can no longer develop siloed L,V,C solutions
We seek Interoperable, Scalable, Cost-Effective Solutions
Way Ahead
Posting Training, Simulation and Experimentation RFI on SAMs
TSIS 2026 Industry Discussion based on RFI feedback
Continuous Refinement based on Industry feedback

PRIORITIES
▲Programmatic Priorities
• PAE-MC programmatic execution
• Leverage Commercial Off-the-Shelf (COTS) solutions in lieu of extensive R&D efforts
• Continue using Other Transaction Authority (OTA) agreements to enable faster prototyping and fielding of critical technologies
▲Technological Priorities
• Leverage existing mature technologies (TRL 7-9) ready to be fielded in
~12 months.
• What technologies will be available in the next 3-5 years that will enhance or modernize existing training capabilities across the Marine Corps?
