About this file
This document is a presentation deck for a Hybrid Procurement Administrative Lead Time (PALT) session held on February 17, 2026, by the U.S. Army Contracting Command - Orlando. The session convened representatives from multiple Army program managers and procurement offices to brief industry on upcoming contract opportunities and acquisition strategies across test, training, and simulation capabilities.
Key Opportunities and Acquisition Strategies: PM TRASYS (Marine Corps Systems Command) is pursuing OTA agreements for the Electromagnetic Warfare Ground Instrumented Range (EWGIR), expected to award in 2QFY26, with market research ongoing on the Live Fire Evaluation Tool (LFET) for FY27 effort. Synthetic Training Systems under PM TRASYS includes the Advanced Small Arms Lethality Training (ASALT) service contract with RFP release in March 2026 and award June-September 2026, structured as a small business set-aside IDIQ. PM Cyber, Test, and Training offers three primary opportunities: Persistent Cyber Training Environment (PCTE) Cyber Innovation Challenge with RFS releases in 4QFY25 and 2QFY26 for estimated $100M in RDT&E funding; Threat Systems Operations, Maintenance Integration Support (TSOMIS III) for $489M recompete with RFP in 3QFY26 and award 4QFY26-1QFY27; and Test Enterprise Network Modernization (TENM) for $400M through GSA Alliant 2 with RFP in 3QFY26 and award 4QFY26. Additional opportunities include Training Simulation Software/Training Management Tool (TSS/TMT) for $250M estimated value with RFI in 4QFY26 and award 2QFY27; Soldier Virtual Trainer (SVT) RFS in 2QFY26 for estimated $50M; Games for Training (GFT) RFP in 1QFY27 for $33.9M; STE LTS Increment 2 Technology through TReX II OTA; and Live Training Ranges and CTCs (LTRaC) with two MACs totaling $704M in ceiling value. Project Lead TADSS Support Operations manages Medical Simulation Training Center MIOSS ($75M, industry day 31 March 2026, RFP 2QFY26, award 3QFY26) and Artillery and Chemical Training ($13.4M over five years, RFP 3QFY26, award 1QFY27).
Contract Vehicles and Strategic Priorities: The Army emphasizes accelerated commercial preference through COTS solutions, direct-to-supplier procurement, flexible contracting via Other Transaction Authority and blanket purchase agreements, and multi-vendor teaming approaches. Multiple contracts employ small business set-asides and 8(a) certifications. Incumbent contractors include Cole Engineering Services (TSS/TMT), Phoenix Logistics (MIOSS), Test LLC (TSOMIS III current), Valient (ASALT current), and Ahtna (ACT current). The acquisition strategy prioritizes speed of capability delivery, integration with Army ecosystem platforms (NGC2, Vantage, CIO Cloud), data-centric approaches with AI enablement, and embedded training capabilities aligned with new platform systems. All hybrid sessions are scheduled for 1100-1200 EST with virtual participation via MS Teams, with registration monitored on SAM.gov.

What are our Programmatic Priorities?
What are our Technological Priorities?
• Incremental funding due to CR limitations/constraints
• Continue to support sustainment efforts.
• Leverage Commercial Off-the-Shelf (COTS) solutions in lieu of extensive R&D efforts
• Continue using Other Transaction Authority (OTA) agreements to enable faster prototyping and fielding of critical technologies
• Leverage existing mature technologies (TRL 7-9) ready to be fielded in ~12 months.
• How do we incorporate AI into existing and new systems to improve the readiness and lethality of the Marines in the battlefield?
• What technologies will be available in the next 3-5 years that will enhance or modernize existing training capabilities across the Marine Corps?
• Emerging Requirements - Looking for potential solutions for Drone Trainers, Cyber Trainer and Kill Webs.

Project Description
▪ Electromagnetic Warfare Ground Instrumented Range (EWGIR) provides Marines with realistic training in the contested electromagnetic operating environment (EMOE). This modular, scalable system simulates diverse EM threats like jamming and spoofing, creating degraded, disrupted, and denied conditions. EWGIR tracks unit EM footprints, enabling real-time feedback on emissions control. The system supports after-action reviews with visual playback and automated reports. Designed for deployment at home stations and remote sites, EWGIR prepares Marines to effectively counter pacing threats across the electromagnetic spectrum, information environment, and space domain.

Project Description
▪ Live Fire Evaluation Tool (LFET) is a new upgraded capability which captures Marine live fire data through a small mountable high tech sensor suite and sensor target system to produce high-fidelity After-Action Review. The LFET system records GPS positions of individual Marine maneuvers, has sensors to process live fire battlefield engagements, sensors to timestamp/record every shot on target, sensors to track who shot what target, and round counting for most of USMC small arms weapons.
