In addition to the revised drawings listed above, attached with this Scope of Work (SOW) are documents entitled “Explanation of Variances,” with one document attributed to the Fuel Storage Capacity project and one document attributed to the MultiModal Improvements project. These documents state the revisions which have been made to the project requirements and indicate how the revised drawings and associated narrative shall be incorporated into the remainder of the RFP package, to include the balance of the unrevised drawings and the Design Analysis.
ii.iii. A conceptual design accompanies this SOW as an attachment along with a Design Analysis and an Explanation of Variances document for each project (Multimodal Improvements and Fuel Storage Capacity). The contractor is required to develop and complete the remainder of the design through the approved 100% corrected final.

ii. Any failure of the Contractor to take the action described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the governmental agency involved.
Multi Modal Improvements Base contract: Clearing the site to rough grading.
The site shouldall be cleared to rough grade, excavated and, backfilled with clean suitable soil and compacted to the required level to complete the requirements of the design and construction of the base contract. The DB cContractor will have toshall verify the conditions of the site. The Ccontractor should haul any unsuitable debris found within existing excavationduring grading operations to work to an offsite location.
The contractor shall dig to the depth of no greater than 1.5 meters to the finished grade within the project footprint if required to bring the site to a rough grade. For the purposes of pricing, tThe Ccontractor shouldall assumed that account 10% of the soil required for excavation isexcavated soil to be potentially contaminated. Any contaminated soil should be contained and stockpiled to a designated location. This location will be designated by the Romanian MOD.
If the Ccontractor encounters contaminated soil, the Contractor shall excavate and stockpile soil that is identified as potentially being contaminated. Indication of contamination includes but is not limited to petroleum odors, staining or the visual presence of oils or fuels. Stockpiled soil must be stored in accordance with best management practices and local regulations, including any. This will included necessary testing. The sStockpile shall be place on a lined surface designed to limit stormwater runoff and covered in order to protect formfrom rain, snow and wind. The stockpiled soils should be separated in to ~250 cubic meter piles and subsequently labeled for sampling and analysis.
Option 1: Demolition of existing structures The CDB contractor shallould remove any existing structures that interfere with the location of the project footprint in the solicitation. Prior to demolition, the existing structures must be identified by the Romanian MOD as being on their real property list. The existing structure must then be removed from the list by the Romanian MOD before it can be removed from the site. Refer to attachedprovide site surveys for approximate location of existing structures. The Ccontractor will need toshall verify location during execution of site survey required in base contract. The existing structures also includes trees, and above ground electrical poles, concrete pedestals, fencing, or existing dilapidated building structures.
In the Ready Building footprint, the demolition includes but not limited to one storage shed located southeast of the existing pump house and approximately 500m of fence line.
In the Railhead footprint, the demolition includes but not limited to one maintenance pit located at the proposed loading ramp and approximately 100 square meters of concrete slabs and drainage structure.
Option 2: Relocating two above ground active fuel lines
The CDB contractor should relocate two (2) above ground active fuel lines located in the footprint of the Ready Building. Relocation should be coordinated with the Romanian MOD. The fuel network consists of two 100mm steel pipes which run above ground from a pump house in the West to a valve system at the western edge of taxiway Foxtrot. The Contractor is required to relocate the fuel lines to the North to prevent any interference with the proposed Ready Building. The work will include but is not limited to the following:
Dismantling of old pipes and supporting structures, Relocation of pipes and supporting structures (to include material needed), Refitting to existing fuel distribution systems.
Refer to provide site surveys for location of pipelines. The contractor will need to verify location during execution of site survey required in base contract.
Fuel Storage Capacity Base contract: Clearing the site to rough grading.
The site shall be cleared to rough grade, excavated, and backfilled with clean suitable soil and compacted to the required level to complete the requirements of the design and construction of the base contract. The CDB contractor shall verify the conditions of the site. The Ccontractor should haul any unsuitable debris found during grading operations to an offsite location.
Stockpiled soil must be stored in accordance with best management practices and local regulations, including any necessary testing. The Sstockpile shall be place on a lined surface designed to limit stormwater runoff and covered in order to protect fromform rain, snow and wind. The stockpiled soils should be separated in to ~250 cubic meter piles and subsequently labeled for sampling and analysis.
Option 1: Demolition of existing structures The Contractor shall remove any existing structures that interfere with the location of the project footprint in the solicitation. Prior to demolition, if any of the existing structures are identified by the Romanian MOD as being on their real property list, the existing structure must be removed from the list by the Romanian MOD before it can be removed from the site. Refer to attached site surveys for approximate location of existing
Formatted: Font color: Auto structures. The Contractor shall verify location during execution of site survey required in base contract. The existing structures also includes trees, above ground electrical poles, concrete pedestals, fencing, or existing dilapidated building structures.
In the Fuel Storage Capacity, the demolition includes but not limited to the storage structure located in the vicinity of the proposed drop-off tank and the existing railroad tracks located on the west side of the existing gravel access road. In addition the Contractor may need to demolish approximately 500m of fence line prior to the start of construction.
