About this file
This document is a Request for Industry Feedback for the Fort Drum, NY Runway 03-21 Airfield Lighting Repair project (Contract W912DS25RA003), issued by the U.S. Army Corps of Engineers. The project involves a two-phase airfield lighting infrastructure upgrade with significant phasing modifications, including moving some originally planned Phase 1 work to Phase 2. Key constraints include: Runway 03-21 shutdown limited to one construction season, maintaining active runway lighting systems during construction, and coordination of directional boring and equipment staging.
The government is seeking industry input on four specific areas: 1) Minimum and suggested durations for Phase 1 and Phase 2 work, including site restoration, 2) Duration to switch the lighting system to a new Air Field Lighting Vault, conductors, and controls, and 3) Additional suggestions to improve efficiency and reduce project costs. Interested parties are requested to submit email responses to Jordan Moran and Andrew Mitchell by Friday, 02 January 2026. All responses will be anonymously posted on SAM.gov for all prospective offerors to review.

Fort Drum, NY Runway 03-21 Airfield Lighting Repair - WSAAF
W912DS25RA003
Request for Industry Feedback
Portions of work that were originally planned for Phase 1 are being moved to Phase 2. Reference the attached GC101 Phasing and Schedule market Research Sketch is attached with this notice.
Changes and constraints are noted below:
1- Trenching and duct bank work that is parallel to Runway 03-21 is being moved into Phase 2.
2- Any work identified for Phase 1 can occur anytime during the contract period of performance.
3- Work in Phase 2 will require that Runway 03-21 be shut down and the closure of Runway 03-21 is limited to one construction season/year.
4- The runway lighting system on active runways and taxiways must remain functional until the contractor is ready to switch the system over to the new electrical infrastructure.
5- All directional boring that occurs under taxiways and runways could be executed during Phase 1 work as long as the work is coordinated in advance.
6- New available haul routes are shown.
7- For Phase 1 work, the contractor must gather equipment into a single group at the end of each workday. Equipment must be marked/lit in accordance with the contract documents. The location of the group must be coordinated on the FAA forms and is the contractor’s responsibility.
The schedule that can be accomplished will be dependent, among other things, on the available work force and contractor’s means and methods. The Government would like Industry Input on the items below. Send email responses to Jordan Moran (Jordan.K.Moran@usace.army.mil) and Andrew Mitchell (Andrew.J.Mitchell@usace.army.mil) NLT Friday, 02 January 2026.
1- Minimum and suggested duration to complete Phase 1 work inclusive of site restoration.
2- Minimum and suggested duration to complete Phase 2 work inclusive of site restoration.
3- Minimum and suggested duration to switch the lighting system over to the new Air Field Lighting
Vault, conductors, and controls.
4- Any other items or suggestions related to phasing and the Runway 03-21 shut down that would improve efficiency and/or reduce cost.
Note: Responses (without attribution) will be posted on SAM.gov and will be visible to all prospective offerors.
