About this file

This is Standard Form 30, Amendment 10 to a solicitation for airfield runway and lighting construction at Fort Drum, New York. The amendment extends the proposal due date from February 4, 2026 to April 17, 2026 at 2:00 PM EST. The contracting activity is the U.S. Army Corps of Engineers (W2SD Endist, New York; KO Contracting Division), with solicitation number W912DS25RA003 dated September 16, 2025. The project number is PANNAD-25-P-0000 004048.

The amendment addresses industry feedback regarding project phasing and scheduling. Key construction milestones include Phase 1 work (airfield lighting vault and runway reconstruction) with a minimum 19-month duration for completion by October 31, 2027, Phase 2 runway concrete paving (8-9 months minimum), and lighting system cutover (1 month minimum). The amendment includes updated Davis-Bacon Act wage rates effective January 30, 2026, covering heavy and highway construction in Jefferson, Lewis, and St. Lawrence Counties, New York, with prevailing wage classifications for electricians, ironworkers, laborers, equipment operators, and other trades. The government notes a critical scheduling conflict between the 240-day proposal acceptance period (SF1442 Block 13d) and the assumed April 1, 2026 Notice to Proceed date, reducing the actual acceptance window to 33 calendar days. Long-lead electrical equipment procurement and concrete mix design processes must begin early 2026 to meet construction season requirements. Proposals must be submitted electronically to the Contract Specialist and Contracting Officer identified in the solicitation. The amendment clarifies access requirements for Fort Drum, including DoD identification credentials and security protocols for contractor employees.

Section 00 00 00 - Procurement and Contracting Requirements

The following changes have been made:

Response Due Date 04 Feb 2026 17 Apr 2026

Miscellaneous text in this section has been modified to:

Amendment 10

The following feedback was received in response to Amendment 9's request for industry feedback regarding project phasing.

1) Minimum and suggested duration to complete Phase 1 work inclusive of site restoration.

a) Our minimum and suggested duration for completion of Phase 1 work activities is 19 months, similar to the Gov's outlined duration in the amended GC001 Phasing Description Table. This duration is primarily driven by the amount of time necessary to submit all required preconstruction submittals, and procurement / installation / commissioning of the major airfield lighting equipment and cutovers.

2) Minimum and suggested duration to complete Phase 2 work inclusive of site restoration.

a) Our minimum and suggested duration to complete Phase 2 is 19 months total (overall window inclusive of preconstruction activities such as: PCC paving & HMA mix design development & approval, mobilization / demobilization of the on-site batch plant for production of the PCC paving mix, and Phase 2 physical work activities including site restoration).

Our minimum duration to complete Phase 2 physical work activities including site restoration at Runway 03-21, requiring closure of the Runway, is 8 months (minimum window of March 1 to October 31). Our suggested duration to complete Phase 2 physical work activities at Runway 03-21 is 9 months (suggested window of March 1 to November 30 work period).

3) Minimum and suggested duration to switch the lighting system over to the new Air Field Lighting Vault, conductors, and controls.

a) Our minimum and suggested duration for the lighting system cutover to the new Airfield Lighting Vault is 1 month.

4) Any other items or suggestions related to phasing and the Runway 03-21 shut down that would improve efficiency and/or reduce cost.

W912DS25RA0030010

a) Any changes that will extend the schedule past the 2027 construction season will impact project cost due to annual labor rate escalations, material cost increases

b) As was the subject of Amendment 007, Bidder Inquiry #1; the SF1442 (Block 13d) currently has a stated proposal acceptance period of 240 calendar days. Based on the current solicitation response date of 4 February 2026 the SF1442 stated acceptance review period of 240 calendar days conflicts with the construction schedule on GC001, with an assumed NTP date of 1 April 2026. With a 4 February 2026 solicitation response date and a 1 April 2026 assumed NTP, according to our schedule projection, the proposal acceptance period is reduced to 33 calendar days in order to maintain the 1 April 2026 NTP date.

The Government needs to resolve this conflict so there is certainty as to the planned NTP date for the following reasons:

Long lead electrical equipment (some with over 365 days lead time) needs to be ordered as early in 2026 as possible to allow lighting cutover and reopening of Runway 03-21 to occur in

To permit the 03-21 runway concrete and follow-on work to be completed in 2027 the concrete mix design process must be started as early in 2026 as possible to avoid any potential delays to the start of the 03-21 concrete paving in 2027. A later award date increases risk of not completing the physical construction and reopening of Runway 03-21 by the required contract completion date per Section 00 70 00 Schedule A and incurring deployment/redeployment costs, contingency costs that must be considered in pricing this project.

A later award date will adversely impact the cost of work due to increased need to work overtime hours to accomplish the Phase 1 work by the stipulated 31 October 2027 completion per the GC001 drawing.

A later award date will shorten the 2026 construction season, potentially shift some Phase 1 work into 2027 and potentially 2028 (assuming the GC001 stipulated date is changed), further increasing the cost of Phase 1 work and potential work crew resource constraints for the 2027 season.

A later award date increases the risk of not completing physical construction by 31 October 2027 making it necessary to further compress the schedule through additional overtime labor to meet the 31 October 2027 construction completion (GC001)

c) We would like to seek clarification of the intended use of Runways 08-26 and 15-33 during Phase 2. The issued GC101 Phasing and Schedule Market Research Sketch as part of AM 09 indicated that the 'Haul route via 15-33 will not be available during Phase work'. RFP Drawing GC109 (Overall Phase 2 MPT Plant) depicted Lighted Runway Closure Markers at both ends of RWY 08-26 and 15-33. If the runways are to be closed, what affects the availability of these runways to be used as haul routes? This would have a minor cost impact.

Other Input:

1) The current proposal due date is 4 February 2026, to allow sufficient time to make proposal and pricing adjustments any changes to the current Solicitation requirements need to be issued no later than 14 January 2026.

2) It is requested that the Government consider establishing a DX priority rating to this project to assist in expediting the long lead electrical equipment needed to meet the schedule requirements. DOC2 ratings do not carry the same priority weight as the DX rating.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the

Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Note: Executive Order 13658 generally applies to contracts subject to the Davis-Bacon Act that were awarded on or between

January 1, 2015 and January 29, 2022, and that have not been renewed or extended on or after January 30, 2022. Executive

Order 13658 does not apply to contracts subject only to the

Davis-Bacon Related Acts regardless of when they were awarded.

If a contract is subject to Executive Order 13658, the contractor must pay all covered workers at least $13.30 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in 2025. The applicable Executive Order minimum wage rate will be adjusted annually. Additional information on contractor requirements and worker protections under Executive Order 13658 is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses

(29CFR 5.5 (a) (1) (iii)).

The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.

Union Rate Identifiers

A four-letter identifier beginning with characters other than

""SU"", ""UAVG"", ?SA?, or ?SC? denotes that a union rate was prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.

0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.

Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.

Union Average Rate Identifiers

The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:

UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.

The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.

A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.

Survey Rate Identifiers

The ""SU"" identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007

6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.

?SU? wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).

State Adopted Rate Identifiers

The ""SA"" identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007

01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.

The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.

WAGE DETERMINATION APPEALS PROCESS

1) Has there been an initial decision in the matter? This can be:

a) a survey underlying a wage determination

b) an existing published wage determination

c) an initial WHD letter setting forth a position on a wage determination matter

d) an initial conformance (additional classification and rate) determination

On survey related matters, initial contact, including requests for summaries of surveys, should be directed to the WHD Branch of Wage Surveys. Requests can be submitted via email to davisbaconinfo@dol.gov or by mail to:

Branch of Wage Surveys

Wage and Hour Division
