PROPOSER'S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.
Q1 BIDDER INQUIRY: Reference the Section 00 10 00 CLIN Schedule. CLIN Item 0001 is titled as 'RUNWAY/AIRFIELD LIGHTING DEMOLITION' and states "All demo associated with the runway and airfield lighting system, and demo not captured in other CLINs..". CLIN Item 0004 is titled as 'RUNWAY PAVING EARTHWORK & DEMOLITION' and states "All demo associated with the runway and airfield paving, and demo not captured in other CLINs..".
Is CLIN 0001 intended to be just the primary CLIN for main runway lighting & electrical infrastructure demo as well as the other general airfield lighting & electrical infrastructure demo? Is CLIN 0004 intended to be the primary CLIN for all runway paving & shoulder paving demo? There seems to be potential overlap in the CLIN titles for paving related demo. Please further clarify.
A1 RESPONSE: Yes, CLIN 0001 is intended to be the primary CLIN for main runway lighting & electrical infrastructure demo as well as the other general airfield lighting & electrical infrastructure demo, and CLIN 0004 is intended to be the primary CLIN for all runway paving & shoulder paving demo. Paving demo should be captured under CLIN 004.
Q2 BIDDER INQUIRY: Reference the Section 00 10 00 CLIN Schedule. CLIN Item 0004 is titled as 'RUNWAY PAVING EARTHWORK & DEMOLITION' and states "All demo associated with the runway and airfield paving, and demo not captured in other CLINs..". CLIN Item 0005 is titled as 'RUNWAY PAVING CONSTRUCTION' and states "All work associated with the construction of airfield pavements, and other construction not captured in other CLINs.. ..The work includes (but is not limited to): excavation, restoration, airfield pavements, concrete batch plant, storm water treatment practices, as-built record drawings, and any other work associated with this CLIN".
Is CLIN 0004 intended to be the primary CLIN for all runway paving & shoulder paving demo, and not earthwork as implied by the title? CLIN 0005's description mentions 'excavation'. Is demo and initial excavation to be included with CLIN 0004, and is the remaining subgrade preparation / geotextile fabric / stone subbase / fine grading to be included with CLIN 0005? Please further clarify / confirm the intended breakdown of the scope of work between the two above CLINs.
A2 RESPONSE: Yes, demo and initial excavation are to be included with CLIN 0004, and the remaining subgrade preparation / geotextile fabric / stone subbase / fine grading are to be included with CLIN 0005.
Q3 BIDDER INQUIRY: Reference the Section 00 10 00 CLIN Schedule. CLIN Item 0002 is titled as 'RUNWAY/AIRFIELD LIGHTING CONSTRUCTION' and states "All work associated with the construction of the runway and airfield lighting system, and other construction not captured in other CLINs.. ..The work includes (but is not limited to): electrical and comms conductors, duct bank, conductor pathways, manholes, handholes, junction can plazas, fixtures, controls, excavation, restoration, storm water treatment practices, testing, commissioning, as-built record drawings, and any other work associated with this CLIN".
Please confirm that CLIN Item 0002 is intended to be the main item for all electrical related work, and associated excavation & restoration related only to the electrical work. Please confirm that CLIN Item 0002 is NOT intended to include any excavation and/or restoration related to the new paving sections.
A3 RESPONSE: That is correct.
Q4 BIDDER INQUIRY: The door schedule on A-603 calls out frame type B for doors LV-100.1, and LV-100.2 which have an opening of 7'-8", although this frame type scales out to a width of 3'-4". Please provide a frame type for doors LV-100.1, LV-100.2, AND LV-102.1.
A4 RESPONSE: The opening size listed in the door schedule is to be followed for opening sizes. Do not scale the frame type diagram. Frame types are listed in the door schedule. The frame type diagram (H8) provides links to jamb and head details that can be found on A-604. Doors LV-100.1, LV 100.2, and LV-
102.1 are all type B frames.
Q5 BIDDER INQUIRY: Per Dwg M-351 heat trace and double wall pipe is shown on the right hand side of the tank. Is the intention to heat trace and double wall pipe the discharge side of the pump skid to the generator as well? Is the intention to have heat trace and double wall pipe on the 3" fill line on the left hand side of the tank?
A5 RESPONSE: The intent of the documents is to heat trace all oil filled piping including the pump discharge and fill piping.
Q6 BIDDER INQUIRY: Per dwg M-351, the tank and piping is double wall for containment. Is the Pump base to feature a containment system / tray as well? If so, will a leak detection sensor be required?
A6 RESPONSE: The pumps will be located within a heated enclosure with leak detection sensors located on each side of the enclosure and the pump set is to be included with a leak detection switch as noted on drawing M-603.
Q7 BIDDER INQUIRY: Note 6 of FO Tank Schedule on dwg M-603 states tank to be appropriately sized for 72 hours of continuous run time at 100% load. Note 1 A on dwg M-703 states the consumption rate for 100% load is 71.9 gallons per hour. This roughly equates to 5,200 gallons. Note 2 B on dwg M- 703 states overfill valve shall close at 63% capacity or 5,040 gallons. This would not meet the 72 hour desired run time. Please advise if tank, as shown in basis of design, is adequate.
A7 RESPONSE: The overfill valve can be set to 72% capacity to achieve the full 5200 gallons and the 72 hours of continuous run time.
Q8 BIDDER INQUIRY: Specification Section 01 32 01.00 10, is the Project Scheduler to be an employee of the Prime or can the Project Scheduler be a 3rd party consultant?
A8 RESPONSE: See 01 32 01.00 10, 1.3 and 1.3.1 for Project Schedule Qualifications and Requirements, respectively. As long as the contractor's proposed project scheduler meets these qualifications and requirements, there is no specific requirement for the scheduler to be an employee of the contractor, or a 3rd party consultant.
Q9 BIDDER INQUIRY: Reference General Note #32 on Drawing GI006, "Contractor must mobilize a concrete batch plant at the location indicated on the drawings. The Contractor must batch all airfield concrete required on the project using the Contractor's onsite batch plant". Please confirm that Runway & Taxiway PCC paving material is the only material to be qualified as 'airfield concrete'. Please confirm that misc cast-in-place concrete at ductbanks, sidewalks/pads/exterior paving at the new lighting vault, and the lighting vault foundations are all excluded from the 'airfield concrete' definition.
A9 RESPONSE: Correct, all concrete per specification 32 13 14.13 is to be produced at the required on-site batch plant. All misc. cast-in-place concrete at ductbanks, sidewalks/pads/exterior paving at the new lighting vault, and the lighting vault foundations are excluded from the 'airfield concrete' definition, and thus are not required to be produced at the on-site batch plant.
Q10 BIDDER INQUIRY: Will the elevator be accessible by contractor for construction purposes in the control tower?
A10 RESPONSE: Yes.
Q11 BIDDER INQUIRY: Due to the control tower being occupied during construction, will there be noise restrictions in place?
A11 RESPONSE: Noise levels commensurate with work being performed in the ATCT are acceptable.
All work to be coordinated through USACE Construction Office.
Q12 BIDDER INQUIRY: Will government employed escorts be required in the control tower? If so, what is the ratio of contractors to escorts (ie 3:1 or 1:1, etc)?
A12 RESPONSE: Government will provide escorts.
Q13 BIDDER INQUIRY: Specification Section 01 35 26, 1.11 "Emergency Treatment" requires Contractors to arrange for their own emergency medical treatment. Government has no responsibility to provide emergency medical treatment". Please clarify as on all Ft Drum projects, Ft. Drum Fire Department typically provides emergency medical first response in the event of an accident.
A13 RESPONSE: In the event of emergency dial 911.
Q14 BIDDER INQUIRY: Can plans security setting be changed to allow printing? Can the password be provided? We offer to shred all plans printed after project take off is complete.
A14 RESPONSE: The password is amd3swpppdrum or amd3drumoct
Q15 BIDDER INQUIRY: Reference Scope of Work Summary Note #1 on Drawing GI005, "Civil:
Full-Depth Removal and Replacement of Portland Cement Concrete Including Subgrade, Subbase, Base Course and Geotextile Fabric on Runway 03-21 as Indicated on Drawings". The new typical reconstruction section details of Runway 03-21 (A13 & H13 on C-307) do not depict geotextile fabric as part of the new typical full-width runway section. Please further clarify / confirm that no geotextile fabric is required for the reconstruction of the full-width section of Runway 03-21?
A15 RESPONSE: Geotextile is not required under the Runway PCC pavement where there is a subbase course shown between graded crushed aggregate base and subgrade (as shown in H13 and A13 on C- 307). Geotextile is required under Runway PCC pavement where graded crushed aggregate base course is directly on top of subgrade (as shown in A2 on C-307).
Geotextile is also required between the subgrade and the graded crushed aggregate base course under the runway asphalt shoulder pavement (as shown in the typical section H13 on C-307). Refer to drawings for all areas where geotextile is required.
Q16 BIDDER INQUIRY: Please confirm that new geotextile fabric for the reconstruction of other PCC Paving areas, outside of Runway 03-21, is only required as per the current drawing details? Note that geotextile fabric is shown in select areas of Runway 03-21 (patch areas, see F5/C-305), Taxiway J (H2/C- 307), Misc Airfield Concrete Paving Areas (A2/C-307), and AFLV Concrete (E4 & E12/C-308).
A16 RESPONSE: Correct, refer to drawings for location where geotextile is required.
Q17 BIDDER INQUIRY: Section 01 00 00, paragraph 2.1.3; states minimum font size to be 12-point.
For the project schedule the output font is less than 12 point font. The typical font size used on an 11 x 17 barchart schedule is 8 point font to fit the 11 x17 format and still be legible. Will this be acceptable?
Section 01 00 00, paragraph 2.1.3; states minimum font size to be 12-point. For charts and graphics would a smaller minimum font of nine (9) be acceptable?
A17 RESPONSE: Yes, 8 size point font or more is acceptable for project schedule, charts and graphics.
Q18 BIDDER INQUIRY: Specification Section 01 50 00, 3.8.1 Resident Engineer's Office, requires high speed internet with no less than 1.0 gbps download/upload speed. Depending on the location of this office Starlink internet service may be the only service available and this speed is not available with the stated upload/download speeds. Please clarify.
A18 RESPONSE: Specification Section 01 50 00, 3.8.1 Resident Engineer's Office, "High speed internet must be supplied to each work station and the conference room (no less than 1.0 gbps download/ upload speed). Contractor shall pay all costs associated with this service including ISP fees. Contractor shall provide and install all required equipment (i.e., Switch, Hub, Ethernet NIC Cards, modems, etc.)" It is the contractors responsibility to provide high speed internet service.
Q19 BIDDER INQUIRY: Dwg E-502 detail A10, indicates a pole with antenna but no lightning protection is indicated. Is intention to install lighting protection aerial on this pole and tie into ground? Is intention to install lighting arrestor in line on CAT 6 cable?
A19 RESPONSE: Bond all metallic portions of roofing and metallic objects located within six feet of the lightning protection system to the LPS with Class II bonding conductors per Note C, Sheet EG102. In-line lightning arrestor to be installed per ALCMS Architecture Diagram, see Sheet EA801.
