FOR:
Monaco Fire Alarm and Mass Notification System
Runway 03-21 Airfield Lighting Repair, WSAAF (Wheeler-Sack Army Airfield), Fort Drum, NY
16 December 2024
Control No. TBD
The Runway 03-21 Airfield Lighting Repair project is a Military project consisting of runway and airfield lighting (AFL) infrastructure repairs and upgrades and the replacement of the Airfield Lighting Vault (AFLV), Building 2067, at Ft. Drum, NY. The runways and AFL infrastructures are showing signs of deteriorations and pose potential hazards of foreign object debris (FOD) that can damage aircraft and lead to significant mishaps. The existing AFLV building is not adequately sized or configured for its current purpose and the building arrangement does not meet the minimum United Facilities Criteria (UFC) and National Electrical Code requirements. Therefore, the existing building needs to be replaced and a FAMN system for the new building is one of the requirements.
B. Justification:
The Fort Drum base standard is a Monaco Enterprises, Inc. Fire Alarm and Mass Notification System. A Monaco system must be installed in order to be compatible and networkable with the current system installed throughout the base. Furthermore, in order to achieve seamless integration of the new FAMN system with the rest of the installation, the Monaco product must be used in the Runway 03-21 Airfield Lighting Repair project. Ft. Drum personnel must be able to have access to and manage the fire alarm and mass notification system. Due to compatibility issues with other systems, Monaco is the only product available that is compatible and networks with Ft. Drum standard of Monaco Enterprises, Inc. for FAMN systems. Failure to use a Monaco product will result in a lack integration and compatibility with the existing FAMN system throughout the base. This lack of integration can affect the ability to safeguard occupant safety and wellbeing in the event of a fire or other emergency. If a system of another manufacturer is installed, it will not be able to be networked with the existing systems installed throughout the base and will require additional training to maintenance the system.
C. Alternatives:
No viable alternatives will be acceptable to meet the mission requirements of a FAMN due to compatibility issues of the Monaco products with equipment from other manufacturers. Any FAMN other than a Monaco product will not be able to guarantee the operational effectiveness of the FAMN system.
fire alarm and mass notification system with the system used throughout the rest of the base would be to remove and replace the FAMN in every existing building with same system used in the Runway 03-21 Airfield Lighting Repair project. This would be a very cost prohibitive effort.
D. Impact:
If the J&A is not approved and a different FAMN is installed in this Runway 03-21 Airfield Lighting Repair project, the fire alarm and mass notification system would fail the mission requirement to provide an integrated FAMN system with the rest of the base. During an emergency or fire this could lead to confusion, injury, and even loss of life that could have been avoided if in the Runway 03-21 Airfield Lighting Repair project used the Monaco product that is used throughout the rest of the installation.
