About this file

This document is an Amendment (Amendment 0007) to a solicitation for the Runway 03-21 Airfield Lighting Repair project at Fort Drum, NY. Key details include extending the proposal due date to December 10, 2025, and requiring an on-site concrete batch plant. The project involves airfield infrastructure improvements with a performance period of 760 calendar days and a planned award date around April 1, 2026.

The amendment includes several clarifications from bidder inquiries, such as: the performance period will be extended on a day-for-day basis if the Notice to Proceed occurs before April 1, 2026; the contractor is responsible for snow removal in active work areas; an on-site Wi-Fi network is required only in the government field office; and an unarmed contractor gate guard must be provided. The project requires specific access control procedures, including preapproved driver lists, badge obtainment, and restricted gate access. Notably, alternative means and methods for light base can installation can be proposed during construction, subject to government approval.

PROPOSER'S QUESTIONS AND GOVERNMENT REPLY

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.

Q1 BIDDER INQUIRY: The amendment 03 revised performance period per 01 11 00,1.1.a is 760 calendar days. The SF1442 has not been changed and the proposal review period of 240 calendar days (Block 13.d) remains. The Construction Schedule of the Phases shown on sheet GC100 indicates an award date of +/-1 April 2026 which reflects an award period of approximately 154 days. It appears that based on the amendment 03 revised Phase schedule on GC100 the start of the Phase 2 work is restricted to starting no earlier than 1 March 2027. Should the contract award be made earlier than what now appears to be 1 April 2026 and with the 1 March 2027 restriction the stated performance period would have to be increased due to the restricted start of Phase 2. With an earlier award the time period between the award and start of Phase 2 has been increased over the planned schedule outlined on GC100. Please advise how the performance period will be adjusted in the event of an award earlier than the currently planned award date of 1 April 2026.

A1 RESPONSE: In the event NTP occurs before 1 Apr 2026, the POP will be increased on a day for day basis. For example, if NTP occurs 60 days before 1 Apr 2026, 60 days will be added to the POP. The intent is to allow the contractor to begin work as soon as possible.

Q2 BIDDER INQUIRY: Section 3.7.6 of Specification 01 50 00 states "Contractor is responsible for snow removal in all areas required to perform work through the duration of the project. Coordinate snow removal with Fort Drum Public Works Roads & Grounds and WSAAF Base Operations for locations where snow removed is to be stockpiled at WSAAF. Contractor to transport all removed snow to either Mountain Ramp or Guard Ramp, depending on which area is closest to area snow is being removed from". If the Contractor does not plan on working through the winter, and plans on a winter shutdown in the schedule, please confirm that all snow removal operations throughout winter on the airfield will be completed by the Government.

A2 RESPONSE: Contractor is responsible for snow removal in their active work areas that have not been restored and turned back over to the Govt.

Q3 BIDDER INQUIRY: Reference Drawing GI101, the contractor staging area is shown to be across the tank trail road from the MATES facility, adjacent to an existing airfield perimeter gate. If the Contractor was to provide and set fencing around the staging area that matches the same physical security requirements of the existing airfield perimeter fencing (7' high, barbed wire above, 12" fabric buried), could the Government consider this as an extension of the airfield perimeter and allow for a temporary contractor gate to be put in the staging area to allow for direct access to the airfield

A3 RESPONSE: This is not allowed. Other staging areas are not permitted.

Q4 BIDDER INQUIRY: Amendment 03 added a 01 50 00 requirement to provide a standalone Wi-Fi network for Government personnel and states: "Network access must be available throughout the jobsite for the entire Contract period." This requirement needs to be clarified as there is not a Wi-Fi network that can be installed to cover the entire Ft. Drum airfield area. Would a mobile broadband hot spot device provided to each Government personnel assigned to the project be acceptable and is such a device compatible with the Government network?

A4 RESPONSE: Contractor is only required to provide the wi-fi network in the Govt field office for this project. This is in addition to the Govt field office requirements.

Q5 BIDDER INQUIRY: Reference General Note #2 on Drawing GI006, "...The Contractor must provide an ACP Guard, at the Contractor's expense, at all times while working on the airfield". Please confirm if this ACP guard must be a continuously stationed guard throughout the entirety of construction, or can this ACP guard be stationed just during times of contractor access to the airfield?

General Note #2 of Drawing GI006 regarding contractor vehicles leaving the project site states "...All construction traffic must leave WSAAF through the WSAAF ACP. At no times will construction traffic be authorized to leave WSAAF through the Gasoline Alley ACP".

Drawing GI101 states the WSAAF gate is 'RESTRICTED HOURS'. Please further define what the 'RESTRICTED HOURS' consist of? Please confirm that the WSAAF ACP is intended to be open during normal working hours for the entire duration of this contract?

A5 RESPONSE: All contractor deliveries and contractor personnel must enter and exit the installation through the gasoline alley ACP. All deliveries must be made during normal working hours. It is expected that the gas alley ACP will be closed during the 2026 construction season and all traffic will be routed to the WSAAF ACP during this time. Either the gas alley ACP or the WSAAF ACP will be open, but not both. Contractor access to the airfield can be achieved through gates 2 or the" airfield gate" identified on GI101. The contractor must man all gates used for access during times of use and must identify responsible employee(s) that will used for this requirement. The gates must remain closed and secured when not manned. The number of gates being used throughout a day should be minimized to the largest extent possible. Dump truck traffic for runway work will be allowed through gate 13. The contractor is required to develop a preapproved driver list with USACE and base security. The list of preapproved drives must be coordinated at least 30 days in advance. Drivers must pass the standard background check for access to fort drum. The contractor is only permitted to allow drivers on the preapproved driver list through the gate. At its' convenience, the govt will check the gates used by the contractor to verify they have been secured when not manned. If gates are left unsecured when not manned by the contractor, a letter of concern will be issued to the contractor noting the violation. After 3 violations, the contractor will be either be required to have a gate guard continuously stationed at any gate used for access during work hours, or be required to use the "airfield gate" identified on GI101, or both, at the govt's discretion.

Any added cost associated with contractor compliance will be the sole responsibility of the contractor.

Obtain badges for all contractor personnel through the visitor control center. Contractor to coordinate with installation through COR for required airfield driver training. The contractor's ACP guard must only permit the prime contractor and its subcontractor construction vehicles access to the airfield. Privately owned vehicles of the prime contractor and its subcontractor employees are not construction vehicles and are not allowed on the airfield. Requests to use other gates must be received a minimum of 14 calendar days prior to any planned deliveries. Request access through the COR. Approval will be based on the number of government personnel available, military operations or other situations and is not guaranteed.

Q6 BIDDER INQUIRY: General Note #2 on Drawing GI006, please confirm that the ACP guard is an unarmed Contractor gate guard?

A6 RESPONSE: Confirmed, the guard provided by the contractor is an unarmed guard.

Q7 BIDDER INQUIRY: Is Installation of on-site concrete batch plant a requirement? If there is an existing concrete batch plant in close proximity to the base, could that be utilized instead?

A7 RESPONSE: On-site batch plant is required.

Q8 BIDDER INQUIRY: Specification Section 32 13 14.13, paragraph 2.11.1.1 states "Water and electrical power are available on the project site" of the concrete batch plant. Please confirm that this statement is correct and provide detailed information about the availability of these utilities for use by the batch plant.

A8 RESPONSE: Drawing showing power and water connections is included in Amendment 7.

Q9 BIDDER INQUIRY: Request for an extension of the proposal due date.

A9 RESPONSE: Proposal due date is extended to December 10, 2025, in Amendment 7.

Q10 BIDDER INQUIRY: Specification Section 32 13 14.13, paragraph 1.4.1.a outlines the requirements for the Concrete Paving CQC Manager to be a graduate engineer with a New York State Professional Engineer registration. As this is a Federal project that is not subject to specific State licensure requirements will the Government accept the qualifications to be a graduate engineer with a National Council of Examiners for Engineering and Surveying (NCEES) recognized State Professional Engineering registration?

A10 RESPONSE: Yes, this is acceptable.

Q11 BIDDER INQUIRY: Drawings EA510, EA511 and EA512 show the means & methods / construction sequence for light base can installations in asphalt / concrete. Please confirm that alternative Contractor means & methods can be submitted and approved during the project for use in lieu of the presented means & methods / construction sequence details from the drawings (existing sandy soil conditions will not make the plan proposed details the most efficient for installation).

A11 RESPONSE: Alternative means and methods in lieu of those shown for light base can installation in asphalt/concrete on Drawings EA510, EA511 and EA512 can be proposed during construction at no additional cost to the Government but must be submitted as a variation and are subject to approval.

Please note all light and base can elevations and tolerances provided in the drawings and specifications apply for any alternative method used.
