About this file
This is a permit authorization request letter submitted to the New York State Department of Environmental Conservation (NYSDEC) for the Wheeler-Sack Army Airfield Runway 03-21 Airfield Lighting Repair Project at Fort Drum. The project involves soil disturbance exceeding five acres and requires prior authorization under General Permit II.D.3 (GP-0-25-001). The requestor, Jacobs Civil Consultants, Inc., is seeking departmental approval to proceed with the project, which is designed with phasing to minimize runway downtime on the active military airfield while limiting overall disturbance.
The erosion control and environmental protection measures outlined include: conducting qualified inspector site visits at least twice every seven calendar days while disturbance exceeds five acres with minimum two-day intervals between inspections; initiating soil stabilization measures by the next business day when disturbance ceases and completing them within seven days, in accordance with New York State Standards and Specifications for Erosion and Sediment Control; preparing a detailed phasing plan identifying maximum disturbed areas per phase with required cuts and fills; installing additional water quality protection measures as needed; and incorporating all requirements into the Stormwater Pollution Prevention Plan (SWPPP) and project drawings. The letter was prepared by Colin O'Neill, P.E., SWPPP Preparer at Jacobs Civil Consultants, Inc., dated April 17, 2026.

Subject: Wheeler-Sack Army Airfield – Runway 03-21 Airfield Lighting Repair Project
Authorization from the Department for a disturbance of greater than 5 acres
(General Permit II.D.3.)
To whom it concerns, The Wheeler-Sack Army Airfield – Runway 03-21 Airfield Lighting Repair Project at Fort
Drum may include > 5 acres of disturbance. Due to the nature of the site being an active airfield on an active army base, phasing has been planned around limiting the duration of the runway being taken offline, but disturbance will be limited as much as practical and no areas will be left disturbed with no active work for an extended period of time.
In accordance with Part II.D.3 of the General Permit (GP-0-25-001), the following erosion control measures will be implemented:
a. A qualified inspector will conduct at least two (2) site inspections in accordance with the Permit every seven (7) calendar days for so long as greater than five (5) acres of soil remain disturbed and will allow two (2) calendar days between inspections.
b. In areas where soil disturbance activity has temporarily or permanently ceased, the application of soil stabilization measures will be initiated by the end of the next business day and completed within seven (7) days from the date the current soil disturbance activity ceased. The soil stabilization measures selected will be in conformance with the techincal standard, New York State Standards and
Specifications for Erosion and Sediment Control.
c. Preparation of phasing plan that defines the maximum disturbed area per phase and shows required cuts and fills.
d. Installation of any additional measures needed to protect water quality.
e. Inclusion of the requirements above in the SWPPP and Project Drawings.
We are requesting prior authorization from the Department for this activity.
Sincerely, Jacobs Civil Consultants, Inc.
Colin O’Neill, P.E.
SWPPP Preparer
