Answer: It is the offeror’s responsibility to determine whether the size of the projects submitted are comparable to the requirements of this solicitation. See Section 00120, paragraph 2.2.3.2, which states in part that the Government will evaluate the extent of related experience, and determine to what degree the offeror has the experience and capability to manage a complex multi-disciplined construction projects comparable to the work requirements of this solicitation. The offeror will be evaluated for experience in construction projects with hydrant refueling systems and ramp expansion equivalent facilities with similar characteristics to those identified in this solicitation.

Answer: See Amendment 0002
Question 4: Section 0110, Paragraph 2.5.2.2.1.2 States “If any portion of the work provided as demonstrated experience is subcontracted, clearly identify that work as such and provide the required experience of that subcontractor as it relates to work the subcontractor is to perform. In addition, a letter of commitment, using Exhibit D, from the subcontractor shall be submitted in order to consider their demonstrated experience.” Can the government clarify if the offeror is to identify the work that was completed by a subcontractor on the Exhibit A Performance Relevancy Questionnaire and if so, can the Exhibit D Letter of Commitment be excluded if the subcontractor that performed the work on the Prime Offeror’s Exhibit A Questionnaire is not going to be performing work under this contract?
Answer: A letter of commitment from the subcontractor will be required in accordance with Section 00110, paragraph 2.5.2.2.1.2 and Section 00120 paragraph 2.2.3.2.1.
Question 5: We would like to request a bid extension, due to the amount of documentation that is involved in this bid.
Answer: See amendment 0002.
Question 6: With reference to Exhibit A Performance Relevancy Questionnaire Specialized Experience, Item 2D - As terminations for a client’s convenience bear no reflection on a contractor’s performance on a project, please confirm that only Terminations for Cause or Default are to be included in this response.
Answer: Any type of termination is required. Per Exhibit A, 2d, a list is required of any projects within the last eight (8) years that have been terminated, for any reason.
Question 7: Section 00110, Paragraph 2.4.7 of the Solicitation document states that the prospective offerors should “Provide one (1) electronic copy of all of the Volumes proposal information.” Can the government clarify if you would like all volumes to be include on one CD or if one separate CD is required for each volume?
Answer: One CD for all volumes per the requirements in Section 00110 paragraph 2.4.7.
Question 8: Are letters of commitment required for all subcontractors?
Answer: See Section 00110 2.5.2.1.2 and 2.5.2.2.2 and Section 00120 2.2.3.1, 2.2.3.2.1 and 2.2.3.3.
Question 9: Reference Proposal Preparation Instructions, Paragraph 2.5.2.2.2 Sub-Factor 1, Sub-element 2, Key Personnel: The wording “In the event the intended person is not part of the offeror’s organization at the time the proposal is submitted then a completed Exhibit B, Subcontractor/Team/Key Personnel Information and Consent Form is also required or the information will not be considered. In addition, a letter of commitment, using Exhibit D, from the subcontractor key personnel shall be provided”. These sentences appear to be associated with utilizing a person from a subcontractor as part of the Prime’s Key Personnel. For a person the Prime intends to hire or has committed to be hired contingent upon award of the project (to the Prime), will a simple Commitment Letter (similar to Exhibit D) signed by the individual be acceptable? Will references also be still required, similar to the requirements of Exhibit B?
Answer: See Section 00120 paragraph 2.2.3.3. For any intended key personnel who are not part of the contractor’s organization at the time of proposal submission, the Government will verify submission and proper completion of Exhibit B, “Subcontractor Information and Consent Form”. The offeror will be also required to provide a letter of commitment using the format on Exhibit D from the intended key personnel who is not part of the contractor’s organization at the time of proposal submission.

Answer: See Section 0110 paragraph 2.5.2.3.1
Question 12: Is there any advantage to a more aggressive schedule in the RFP? 730 days is a comfortable schedule, just asking to see if this would make a proposal more advantageous to the Gov’t?
Answer: Proposals submission requirements and instructions are described in Section 00110. Proposal evaluation and basis for award are described in Section 00120. These sections explain how the Government intends to evaluate all proposals and what are the submission requirements.
Question 13: If the offeror has an existing Past Performance Questionnaire, can this be used in lieu of sending out the Exhibit C package?
Answer: No. However, in accordance with Exhibit C, “A Final” Construction Performance Evaluation that is created in CPARS and reported in PPIRS that is issued for a project may be included in lieu of sending out reference package for the project. "
Question 14: According to Exhibit G, the Small Business Subcontracting Plan Format requires that percentage goals be “expressed in terms of percentage of total planned subcontracting dollars.”
Furthermore, it is required per the Exhibit F, Extent of Participation of Small Businesses Format that, “Offerors must submit a subcontracting plan meeting the requirement of FAR 52.219-9….” Whereas, FAR 52.219-9(d)(1) states, that the Offeror’s subcontracting plan shall include,” (1) Separate goals, expressed in terms of total dollars subcontracted, and as a percentage of total planned subcontracting dollars…” However, there is a discrepancy in RFP Section 2.5.4 VOLUME 3, SMALL BUSINESS PARTICIPATION PLAN that states, “This factor includes a minimum Total Small Business Participation goal (for all types of small business combined) for this acquisition of 34% of total contract dollars (total proposed amount including options)..” In addition, goals specified in 2.4.3.2 are, “based on the total contract value.” Please verify that we are to provide our response in accordance with the FAR 52.219-9 and fill out Exhibits G and F as provided with goals that are based in terms of total dollars subcontracted.
Answer: It is unclear what is the discrepancy described in this question. The subcontracting plan is separate from the Small Business Participation Plan. A subcontracting plan is only required for large business. The requirements in FAR 52.219-9 are relative to the subcontracting plan. However, in accordance with Section 0110 last paragraph in 2.5.4.1, "The Subcontracting Plan will be based on subcontracted dollars rather than total contract dollars but shall reflect and be consistent with the commitments to small business firms outlined in the Extent of Participation of Small Businesses (i.e., dollars shown for each type of small business in each of the plans should match)."
Question 15: Section 00110, 2.5.2.1.1 - Please clarify the statement “Government acknowledges that the technical proposal will involve discussion of some of the same projects/contracts discussed in the Past Performance volume.” There is no separate Past Performance volume; is this reference to Part 1 and Part 2 within Volume 2?
Answer: Section 00110 paragraph 2.5.2.1.1 is explaining the differences between Factor 1, Sub-factor 1 and Factor 2. This paragraph is explaining that the Past Performance Factor (Factor 2, Volume 2, Part 2) examines how an offeror performed in the past while Factor 1, sub-factor 1, (Factor 1, Volume 2, Part 1) examines the offeror's experience with complex multidiscipline project management and execution and how the offeror demonstrates an understanding of the contract’s requirements taking this experience into consideration.
Question 16: Section 00110, 2.5.2.2.1.5 - Please clarify the instruction in paragraph 2.5.2.2.1.5, for Part 1, Sub-factor 1, sub-element 1. Is the requirement to include a completed Exhibit A for each project in this section, or just a “short summation” of each project?
Answer: Exhibit A is part of Volume 2, Factor 2 in accordance with Section 00110 paragraph 2.5.3.1.
What paragraph 2.5.2.2.1.5 in Section 00110 is indicating is that the Government intends to use Exhibit A Part 1 for evaluation of Factor 1, sub-factor 1. Therefore, in accordance with this paragraph, which is part of Factor 1 sub-factor 1, a reiteration of the information provided in Exhibit A is neither required nor desired. Offeror should reference this information by providing a short summation of their relevant experience to meet the submission requirements of this sub-factor, which is Factor 1, sub-factor 1.
Question 17: Please confirm whether offerors are permitted to use different projects for Part 1, Sub-factor 1, sub-element 1 and Part 2 – or whether these sections are required to describe the same projects
Answer: It is unclear if this question is referring to the Past Performance Factor as a specific factor was not mentioned. However, if this question is referring to Factor 2, Past Performance, Volume 2, Part 2, see Section 00110 paragraph 2.5.2.2.1.5 which states that the intends to use Exhibit A Part 1 information in the evaluation of demonstrated experience for Sub-factor 1, sub-element 1
