PROPOSAL EVALUATION

Best value is defined as an award based on the greatest overall benefit in response to the requirement. Award is based on price and other non-cost related factors.

Award in this process does not necessarily mean the lowest price wins

BEST VALUE

The evaluation factors are (1) Technical, (2) Past/Present Performance (3) Small Business Participation and (4) Price. To arrive at a Best Value decision, the Source Selection Authority will integrate the evaluation of all four (4) factors as set out in the solicitation. In terms of the relative importance of the factors, the Technical factor is somewhat more important than Present/ Past Performance and the Small Business Participation Factor is significantly less important than Past Performance. When combined however, the non-cost factors are approximately equal to the Price Factor.
