About this file
This document provides a tire inspection procedure for Stryker vehicles and a related federal contract opportunity notice. The tire inspection procedure outlines safety precautions and defines criteria for inspecting Stryker vehicle tires, including tread depth minimums of 5/32 inches and limitations on embedded objects and cuts. It also notes special considerations for reset vehicles depending on their intended operating environment. The federal contract opportunity is a notice that the US Army Contracting Command plans to issue a sole source request for proposal for a five-year requirements contract for Stryker vehicle retrofit, reset/refurbishment, and damage repair services with General Dynamics Land Systems as the incumbent. The forecasted quote due date is September 30, 2018.

1.
SAFETY PRECAUTIONS and WARNINGS for the TIRE INSPECTIONS
ALWAYS refer to the Safe Work Procedures, Operating Instructions for the Coates Tire Machine, Run flat Insertion Machine and the Wheel and Tire Assembly Repair and Overhaul procedures if they are to be used during this Tire Inspection Procedure.
ALWAYS remove all valve cores to deflate the tire before servicing.
ALWAYS keep all working surfaces clean and free of tire lube build-up.
ALWAYS keep your hands, feet and other objects away from moving parts while the machine is in operation.
ALWAYS apply an approved rubber lubricant to rim flanges and tire beads before demounting or mounting and seating of the beads. NEVER use antifreeze, silicones or petroleum base lubricants.
ALWAYS clean and inspect the tire.
ALWAYS ensure that the tire diameter exactly matches the rim diameter.
ALWAYS place the tire and wheel assembly inside an approved inflation chamber or cage before inflating.
ALWAYS use an approved remote inflation valve with hose and gauge.
ALWAYS keep all body parts out of the cage during inflation.
NEVER stand next to the inflation cage during inflation.
NOTE:
If there is any doubt during the review of the tire, it is best to scrap the tire just as a general safety standard.
FAILURE to follow these instructions may cause the wheel and tire assembly to separate with tremendous force, which may result in serious personal injury or death to the operator or bystanders.

3.
Special notes for RESET consideration:
RESET and the USG need to consider unique criteria regarding tire criteria as established in this document. All parties need to take into account the Garrison or Theater of Operation the vehicles will be assigned to directly after the completion of RESET. The tire criteria may not meet the standards based on the environment/ seasonal weather conditions the vehicles will be issued to.
Special consideration may be required and authorized by USG PM to indicate an increased tread depth for these locations.

4.
Inspect wheel and tire assembly and associated hardware to determine if the assembly is visibly serviceable.
Inspect rims and mounting hardware for missing or damaged items and for cracked or bent rims impacting operation of wheel assembly.
Inspect tires for wear, cuts, and damage. Ensure that there are no cuts in tires that extend the steel cable of radial casing or to the steel belting in the crown of tire.
Ensure that valve stems and CTIS connections are free of obstructions.
Ensure that there are no Class III leaks at any of the CTIS valves.
If the wheel and tire assembly is deemed serviceable it will be reused.
If the wheel and tire assembly is deemed non serviceable continue with the following instructions.

5.
After a tire has been dismounted from the rim and the run flat removed, the tire should be inspected with the following points in mind:
1. Is the tire serviceable?
2. Is it repairable?
3. Should the tire be presented to the original manufacture for warranty?
4. If none of the above applies, it is to be dispositioned as scrap.
These questions must be answered before the tire is placed in the scrap, any usable tire should be stored in a dry covered area.
6.
Tire Inspections Remove any water or debris from the tire and place on a spreader in a well lighted area. Open the compression jaws to grip the inside of the tire bead securely without undue distortion of the bead.
7.
WARNING:
EXCESSIVE STRETCHING OF THE TIRE
BEAD MAY CAUSE DAMAGE TO THE
BEAD AND BEAD WIRES SUCH AS
TORN, DISTORTED OR DEFORMED
BEADS. IF DAMAGE OCCURS TO THE
TIRE, DO NOT USE. SERIOUS INJURY
OR DEATH MAY OCCUR IF A TIRE WITH
BEAD DAMAGE IS INFLATED.
8.
For inspection purposes, the tire can be divided into the following areas:
1. Tread or Crown Area.
2. Upper Sidewall and Shoulder Area on both sides of the tire.
3. Lower Sidewall and Bead Area
4. Interior of tire on both sides.

STEP PROCEDURE GRAPHIC/ILLUSTRATION
9.
Begin by inspecting the complete interior of the tire for evidence of gear lube (blue petroleum color) caused by damaged CTIS hub seals.
Has the tire been contaminated with the lube? The contamination does not necessarily deem the tire unserviceable as long the as the tire wasn’t immersed in oil for an extended period of time and the petroleum product did not deteriorate the rubber.
Start inspection by looking for swollen rubber, bulges and abnormally soft rubber within suspected area, surface higher than the remaining of the tire (bulge, bump). If nothing is found, clean affected area with the soapy liquid.
10.
Inspect the tread area looking for punctures, cuts, foreign objects and any distortion in the tread. No tire shall have tread cuts or snags deep enough to expose the cords.
NOTE:
Is there any foreign objects imbedded in the tread? If no more than 3 objects present-remove objects, proceed to next step. If more than 3 embedded objects found- direct tire for level 2 (Tire Shop) assessment.
Use 3rd Line Maintenance approved tooling to probe the cut depth.
If previous criteria are met, and the tire holds air. The tire is serviceable.
Minor flat spots from excessive braking do not deem the tire N/S if the above criteria are met.

11.
Michelin tires have "Wear Bars" in the grooves of the tire tread which show up when only 2/32nds of an inch (1.6mm) of tread is remaining. At this stage, tires must be replaced. Tires worn beyond this stage are dangerous. Tread depth to be evenly worn around its circumference and to be min 5/32.
Flat tire, abnormal tread wear and/or tread depth <5/32= FAIL.
(Federal law requires that tires on front axles of a Bus, Truck or Truck Tractor to have at least 4/32nds of an inch of tread depth remaining.)
No tire shall be worn sufficiently that less than 3 millimeters of tread depth remains in any two adjacent major grooves at three equally spaced intervals around the circumference of the tire.
12.
Using a Tread Depth Gauge measure the tread depth at three equally spaced points around the circumference of the tire.
13.
Place the Tread Depth Gauge approximately 1.5 inches from the center line of the tire. Place contact bar of Tread Depth Gauge on the tread parallel with tire center line and press down plunger until tip touches the center of the tread groove, the gage will indicate the tread depth. The minimum tread depth for military tires is 4/32 inch.
For Stryker Centralized Reset, minimum tread depth is 5/32 inch.

14.
Stryker tire may experience symptoms of “Aggression” which is characterized damage across the tread. Aggression by itself does not render tire unusable as long as there is enough of the tire tread left directly under affected area. For the purpose of this inspection use 10/32 inch as a cutoff line for aggression. Note the new tire tread depth is approx 24/32 inch.
Aggression at tread depth:
Fail <10/32inch >Pass
Note:
Vehicle tire impediment is to be treated as Aggression, the above thread depth criteria do apply.
Aggression may however be localized across smaller area such as several tire tread lugs missing in one spot. No more than one lug can be missing in single spot and three lugs on the circumference of the tire. Missing lug is understood as a flap or missing lug to the depth of base of the tire.
More than 3 missing lugs = Fail

15.
Sidewall:
Proceed with the sidewall inspection; Are there any cuts in the sidewall? If there are any cuts, do they expose the steel belt of the sidewall? If the steel sidewall belt is not exposed by the cut the tire is serviceable /acceptable.
No tire shall have any abnormal visible bump, bulge, knot or deformation.
The thickness of the rubber protecting the sidewall steel belt on the Michelin tire is approx 7/32 inch (7 millimeter). The Michelin tires are equipped with the full – width belt protection and elastic protector to help protect the casing from bruising and penetrations.
Note:
Use 3rd Line Maintenance approved tooling to probe the cut depth. It is desired to have at least 2/32 inch of rubber left protecting the steel belt so if the sidewall cut is less then 5/32 inch deep the tire is serviceable. It should then be moved to a non steering axle.
Sidewall cuts <5/32 inch deep= Pass. If cannot determine the depth of the cut direct to Level II shop for inspection.
Move to the upper and lower sidewalls on both sides of the tire. Inspect these areas for separation between casing components.
This is usually denoted by cracks or bulges, damage to the bead and bead wires such as torn, distorted or deformed, beads and deterioration of rubber caused by oil and grease, weather cracking, cuts and penetrations.
16.
CAUTION:
Inspect both tire beads to assure that no damage has occurred. Any signs of out of roundness or actual cuts into the bead area will be reason for rejection.

17.
Examine both sides of the interior looking for wrinkling or corrugations in the inner liner caused by running flat or under inflated, blisters or lumps, cracks and looseness.
18.
Mark all damage, punctures, and separations with a paint stick as you find them. Rotate the tire as necessary for thorough inspections. Use a probe to determine the origin and extent of damage.
19.
Inspect the complete tire prior to determining the cause of failure (i.e., often a separation in a tire sidewall may be caused by a nail hole puncture in the tread or a failed repair that would only be noticed by inspecting the interior of the tire).

20.
Using a paint stick on the exterior of the tire, mark the final disposition based on your inspection; for example, serviceable, repair or scrap, etc.
21.
Inspection of run flats
Clean all grease, dirt, and foreign material from the run flat with soap and water and allow to air dry.
Inspect run flat for splitting, wear, cuts, gouges, delaminating from heat or excessive chafing.
Replace run flat if damaged.
For further information on run flat inspection, refer to TM 9-2320-280-2
NOTE
If no damage has occurred to the tire bead, the tire can be remounted.
NOTE
If puncture is of 1/4" or less, the tire can be repaired lAW the IETM's
