About this file
This document outlines a Program of Instruction for bench stock material utilization at Anniston Army Depot in Alabama. The instruction covers proper use and accountability of bench stock materials, including consumable items like hardware, resistors, tubing and welding rods, stored in direct access bins on the shop floor for Stryker vehicle maintenance programs. Only personnel working on programs listed on the bins may use these government-owned materials, and violations of proper use may result in penalties. Supervisors must brief all military and contractor personnel on these policies before bench stock bins are returned to the shop floor for Stryker programs.
The related federal contract opportunity is a sole source solicitation for a 5-year requirements contract for Stryker vehicle retrofit, reset/refurbishment, and damage repair services. The forecasted quote due date is September 30, 2018. The requirement is source controlled to General Dynamics Land Systems. The contracting agency is the Department of the Army Materiel Command Contracting Command Detroit Arsenal.

PMO SBCT
Program of Instruction (POI) for Bench Stock Material Utilization at Anniston Army Depot, AL (ANAD) W56HZV-16-D-0035 P00005; Attachment 0022
11 April 2016 (v1) Attachment 0022: Bench Stock Program of Instruction (BSPOI)
ELEMENT TO BE TRAINED: Individual USG and contractor mechanics, material management, and supervisory personnel for Stryker maintenance programs at ANAD.
TASK: Bench Stock Material Utilization (AR 7-10-2, Supply Policy Below National Level; DA PAM 710–2–2 Supply Support Activity Supply System: Manual Procedures; PMO SBCT Bench Stock Management Plan) CONDITIONS: Classroom environment
TASK STANDARDS: All trained personnel understand the use and misuse of bench stock material in direct access point-of-use bins for Stryker maintenance programs at ANAD.
PERFORMANCE MEASURES: Supervisors brief the following—
1. Bench stocks are low cost, high use, consumable items used by maintenance personnel at an unpredictable rate. Bench stocks can consist of common hardware, resistors, transistors, capacitors, wire, tubing, hoses, ropes, webbing, thread, welding rods, sandpaper, gasket materiel, sheet metal, seals, oils, grease and repair kits.
2. In order to return to the practice of having bench stock in direct access point-of-use bins on the shop floor for Stryker programs, all personnel must be briefed on the procedures and proper use of this material for Stryker maintenance programs at ANAD in order to ensure proper accountability.
3. Upon return to the shop floor of direct access bins for bench stock, the bins will be marked with the fiscal year (FY) programs the material may be used for.
4. Personnel may only use the bench stock for the fiscal year (FY) programs listed on the direct access bins.
5. Only personnel working on the programs listed on the direct access bins may use this material.
6. Note that there may be different sourcing of bench stock within the same program. If you are unsure which program the vehicle you are working on falls under, ask your supervisor.
7. If you need bench stock, and the program you are working under is not listed on the direct access bins, see your supervisor for the proper source of bench stock for that vehicle program.
8. Bench stock in direct access bins is Property of the United States Government.
9. Use of bench stock for purposes other than the fiscal year (FY) programs listed on the direct access bins is a violation of Federal laws and regulations. It is a violation whether the material is used on another government vehicle program, used by a contractor for other governmental contract purposes, or by employees for their personal use.
10. Violations of bench stock utilization as indicated on the direct access bins may subject the individual contractor personnel or USG employee to penalties in accordance with the pertinent Federal laws and regulations.
11. If you are unsure if you or anyone else accessing the bench stock point-of-use bins are authorized to be using the bench stock material, see your supervisor for clarification.
12. If you see any missing labels or incomplete data/signs, report them to your supervisor as soon as possible.
13. Report any violations of proper use of bench stock to your supervisor immediately.
