About this file
This document contains a corrosion inspection checklist and federal contract opportunity notice. The corrosion inspection checklist provides a structured process for inspecting and documenting corrosion stages on Stryker vehicle hulls and appurtenances. Inspectors are to assess 64 hull components and 98 appurtenances, identifying corrosion stage on a scale of 0 to 4 using photos as evidence for stages 3 and 4.
The related federal contract opportunity is a sole-source award notice for a requirements contract for Stryker vehicle retrofit, reset/refurbishment, and damage repair services. The five-year contract valued at an estimated $1B is being competitively solicited from General Dynamics Land Systems with quotes due 30 September 2018. The US Army Contracting Command, Warren, is awarding this non-commercial contract for the Department of the Army Materiel Command.

| 1. PURPOSE AND SCOPE |
| The purpose of this document is to allow for a structured approach in collecting Stryker FBH corrosion data. All conclusions and findings from the assessment performed on the corroded hull and appurtenances will be submitted to PMO SBCT for further action. The document is intended to be used for ALL VARIANTS of the Stryker Family of Vehicles, despite depicting an Infantry Carrier Vehicle (ICV). |

| 3. INTRODUCTION |
| The Stryker Corrosion Assessment Program was implemented to provide a structured approach to understanding, identifying and documenting the stages of corrosion present on the Stryker FOV. Once collected, the data will be used to support the program goals of determining the extent of corrosion in the fleet, determination of trends, supporting trend analysis, and development of corrosion mitigation strategies (Recapitalization, etc.). |
| 4. STAGES OF CORROSION |
| The different stages of corrosion are described below in Table 1 are taken from the U.S. Army TACOM Corrosion rating System. Examples of the corrosion stages are also highlighted in several of the pictures contained in Figures 1-5 of this document. These figures are for informational purposes only and are not intended to be all-inclusive. The severity of corrosion shall be determined by the narrative for the five (5) stages of corrosion listed below. For the purpose of this corrosion assessment, corrosion stages are defined as follows: |
| STAGE | DESCRIPTION |
| 0 | No visible signs of corrosion or degradation due to corrosion. White, red, and/or black corrosion products are not present. No paint film defects due to corrosion. Discoloration of the coating system is acceptable provided it is not caused by corrosion and does not affect the infrared signature. |
| 1 | General surface corrosion and/or minor blistering is present. White, red, and/or black corrosion products are present on the component surface being evaluated, but no significant degradation due to corrosion. |
| 2 | Heavy corrosion products are visible on the surface of the component. Base metal loss is beginning, but does not yet impair part function. White, red, and/or black corrosion products are visible. Severe paint blistering may be visible. |
| 3 | Significant metal loss due to corrosion is present, reducing the cross-sectional thickness of the part/component. Voluminous white, red, and/or black corrosion products are present. The part may have lost its structural integrity. Pinholes or craters may have developed in the base metal. |
| 4 | The base metal is perforated and/or the part/component has lost structural integrity. |

5. Substrate Evaluation (Pitting)
| A. Substrate evaluation of plate metal will be conducted AFTER the hull has been blasted to check for pitting due to corrosion. The procedures and criteria |
| are outlined in the General Information, Equipment Description and Theory of Operation for Weld Inspection for Stryker Family of Vehicles document. |
| Work Package 0007 contains the procedures to conduct hull plate inspections and the hull plate tolerances. Work package 0008 contains the |
| acceptance criteria for substrate pitting. |
6. REPORTING CORROSION
A. Using the Preliminary Assessment below, the inspector will assess the specified vehicle section for corrosion using Figures 1 through 5, and Table 1 as a guide. The inspector will place an “X” in the appropriate box to document the stage of corrosion present in the respective vehicle item. If an item of the vehicle is not accessible, the inspector will place an “X” in the “E” block.
B. Using Figure 7 as a guide, the inspector will annotate the visibility of the area being inspected by placing an “X” in the appropriate block. There can be only one entry per item in the visibility code section.
C. Photographs must be taken to document Stage 3 and 4 corrosion. The inspector will take two pictures of the item inspected. The first photograph will be of the entire item and the second photograph will be of the area of the item that contains the corrosion.
| 1. The first photograph will be a wide angle view of the item number for a perspective of the corroded area(s). |
| 2. The second photograph will be a close up view to detail the corrosion. |
D. In the event of more than one area of stage 3 or 4 corrosion per item is found, the inspector will indicate only the most severe case of corrosion on the line item of the form. There can be only one entry per item. To document more than one instance of stage 3 or 4 corrosion on the same item, the inspector will photograph each area and annotate the level of corrosion in the Notes area at the end of each section of the Preliminary Inspection (Hull or Appurtenances).
E. The inspector will print and fill out the Photo Identification Placard, Figure 6, in block printing and place it next to the area being photographed to document the effort.
F. The inspector will use the following naming convention when saving photos:
Vehicle-serial-number-year-group_side_item number_stage_program_date_MMDDYYYY_XofY where X is Photo sequence # and Y is Total # of Photos. For example, the first photograph from an assessment of ICV-0001-05 with a corrosion issue in Item 12 that is Stage 4 on its exterior side, inspected in the Reset program, and completed on January 5, 2015 would be named: ICV-0001-05_exterior_12_STAGE4_RESET_01052015_1of2.jpg
G. The assessment and the photos will be attached to an email that will be sent to the following PMO SBCT mailbox: Usarmy.detroit.peo-gcs.mbx.stryker-corrosion-assessments@mail.mil.

7. PRELIMINARY ASSESSMENT
The preliminary assessment for Stryker Family of Vehicles (FOV) is divided into 2 sections; hull and appurtenances. Each section contains information about each plate within the hull, and each appurtenance. The inspector(s) are required to input corrosion assessment data for each plate and appurtenance that applies to the hull being inspected. (e.g., ALL items MUST have an entry.)
A. Stryker FOV Hull
B. Stryker FOV Appurtenances
Note: Corrosion assessments conducted under Overhaul and 30 mm Programs should be performed AFTER disassembly so that visibility is 100%
