About this file
This document outlines a bench stock management plan for Stryker vehicle maintenance programs at Anniston Army Depot. The plan defines procedures for designating, stocking, issuing, and accounting for bench stock parts used in Stryker maintenance. It establishes processes for monitoring point-of-use bins and reordering parts when inventory reaches minimum levels. Consumption data will be reported by project and task, not vehicle identification number. Training records must be maintained for all personnel authorized to access point-of-use bins.

STRYKER BRIGADE COMBAT TEAM Bench Stock Management Plan – W56HZV-16-D-0035 P00005; Attachment 0021
1. Purpose: To establish a process for Bench Stock material management support for the Stryker maintenance programs at ANAD.
2. Scope: This document defines the procedures for designation, stockage levels, issuance, and accountability for Bench Stock in supporting the Stryker Maintenance Programs at ANAD.
3. References:
| a. FAR 52.245-1 | Federal Acquisition Regulation for Government Property | |
| b. AR 7-10-2 | Supply Policy below National Level | |
| c. DA PAM 710–2–2 | Supply Support Activity Supply System: Manual Procedures | |
| d. SP 6-194 | Reorder Point (ROP) Parts |
4. Definitions:
a. Reorder Point (ROP) Parts - Items that are not planned discretely through the Enterprise Resource Planning (ERP) system but are ordered when the inventory reaches a designated reorder point (ROP) level (also known as min-max).
b. Bench Stock - Bench stocks are low cost, high use, consumable items used by maintenance personnel at an unpredictable rate. Bench stocks consist of common hardware, resistors, transistors, capacitors, wire, tubing, hoses, ropes, webbing, thread, welding rods, sandpaper, gasket materiel, sheet metal, seals, oils, grease and repair kits.
c. Bench Stock List - Includes the date prepared, unit/activity, and UIC. List the stock number, unit of issue, item description, stockage quantity, and location of each bench stock item. List is approved by the Contracting Officer’s Representative (COR) or designee.
d. Min/Max Levels - The minimum and maximum number of parts placed in point of use bins is determined by reviewing historical consumption data and current requirements. This data is compiled and the average consumption for a 30 day period is determined. This 30 day average is the maximum number and 15 days is the minimum.
e. Stryker Program of Instruction (POI) – Training document used to train affected personnel on a specific process or procedure.
f. Contracting Officer’s Representative (COR) - Contracting Officer’s Representative (COR) is the person who is designated and authorized in writing by the contracting officer to perform specific technical or administrative functions on contracts or orders.
5. Procedure:
a. OVERVIEW – The Stryker Aftermarket Program (Reset and BDAR) is a partnership between Anniston Army Depot (ANAD) and General Dynamics Anniston Operations (GDAO). GDAO has the material support role in this partnership to support the build process.
Per AR-710-2, para. 2-24: Support maintenance facilities are authorized a limited amount of expendable supplies and repair parts [bench stock] required for efficient maintenance operations. Such supplies are issued from a stock record account and used for internal maintenance shop support and used by maintenance support teams (MSTs) and combat repair teams (CRTs) to facilitate their rapid repair/replace mission.
Per DA PAM 710–2–2, para. 23-2.b.: [Bench stock] items are stored near the work area. This storage gives maintenance personnel direct access to the supplies.
For the purpose of this procedure the terms Bench Stock and Reorder Point Parts are deemed to be the same and will be considered interchangeable.
b. STRYKER PROJECT PRE-PLANNING:
1) The contractor shall develop and maintain approved Bench Stock lists by location and Stryker Project. The Bench Stock lists shall include:
i. Date prepared;
ii. Stock number/item number;
iii. Unit of issue;
iv. Stockage quantity (Min/Max Qty); and
v. National Stock Number (NSN).
c. POINT OF USE BINS:
1) The Government will provide Point-of-Use bins for use in approved work areas.
i. The contractor shall label Point-of-Use bins by part number.
ii. The contractor shall place Point-of-Use bins in the areas provided by the Government per Attachment 0006 and stock accordingly.
iii. The contractor shall notate all applicable Stryker maintenance programs/projects on Point-of-Use bin sets for each location.
2) The contractor shall monitor and maintain approved inventory levels of the Point-of-Use bins.
3) Contractor and Government Maintenance personnel will pick material by Stryker Project from Point of Use bins as required to complete assigned tasks.
d. CONTRACTOR MATERIAL MANAGEMENT SYSTEM:
1) The contractor shall load discrete WIP (Work-In-Process) Jobs into the contractor’s material management IT system (e.g., Oracle, etc).
i. The contractor shall create WIP Jobs by Stryker Project (GFM Project and Task) and building location.
ii. The contractor shall determine inventory levels by analyzing historical consumption, cycle count and usage data.
2) The contractor shall monitor Point-of-Use bins, monthly at a minimum.
3) When the Point of Use bin in a facility has multiple Stryker maintenance programs/projects drawing from it:
i. PMO SBCT is responsible to provide to the contractor on a monthly basis the percentage allocations by Stryker program/project for that facility.
ii. For the purposes of consumption reporting, the contractor shall account for bench stock by program/project based on the percentage allocations provided by the Government.
4) When the Point of Use bin quantity is below the established minimum level (15 days), the contractor shall release material to the warehouse floor and place material in the Point-of-Use bins to bring the bin quantity up to the maximum level (30 days).
5) The contractor shall issue the material to the WIP Job, and the material will show as issued to the Stryker program/project determined by the project and task of the WIP job.
6) The contractor shall report consumption data as parts issued to the Point-of-Use bins and not by vehicle ID number.
e. PROCESS CONTROL:
1) The contractor will maintain an approved Bench Stock List and provide recommended stocking levels to COR for approval.
2) The contractor shall return any Bench Stock designated as being over the 30 day maximum level to the warehouse by Stryker Project (Project/Task), and placed in GFM stock. The contractor shall notify the PMO SBCT Sustainment POC for National Maintenance Programs so that disposition instructions can be provided by the Contracting Officer.
f. TRAINING – PROGRAM OF INSTRUCTION (POI):
1) The contractor shall train all of its employees authorized to work in buildings where the Point-of-Use bins will be in use.
2) The contractor shall conduct training using the approved PMO SBCT Program of Instruction (POI).
3) The contractor shall maintain training records. A memorandum certifying training of all affected personnel by name, must be provided to the PMO SBCT.
