About this file
This document is a Request for Information (RFI) containing responses from the government regarding a federal contract opportunity for the Construction of a Corrosion Control Facility.
The key details are: The project is a 12,200 square foot Corrosion Control Facility to be constructed at Joint Base San Antonio - Kelly Field Annex for the Texas Air National Guard. It will include an environmentally controlled aircraft wash area, hangar space for corrosion treatment and paint work, as well as administrative and support spaces. The solicitation includes a base bid, four options, and several brand name items required for compatibility with existing systems. The project is set aside for small businesses, with a NAICS code of 236220. Questions and answers address issues such as drawing scale, funding, and sole source justifications. The RFI responses clarify that the drawings have been updated, funding is not tied to fiscal year end, and the sole source justification for the Falcon brand locks has been removed.

RFI # RFI Text Posted KO Response 1 -The two (2) project drawing files are not to scale even though they are drawn to scale. The current page size shows
8.5”x11” but these drawings are obviously larger drawing sheets that were PDF Printed on to 8.5”x11”. Our subcontractors need the original, to scale, drawings in order to bid. Can the government please send out the original drawings? We are fine with a DOD Safe link or even if you have to post the drawings in 6 different files.
Please review Attachment #1 re-uploaded on 15 August 2024, which includes higher fidelity drawings uploaded to SAM.gov.
2 -Is the funding for this project tied to fiscal year end? No, funding for this project is not tied to fiscal year end.
3 Plans downloaded from sam.gov are in 8.5 x 11 letter format and are not to scale, see snippet at the bottom of the email. The reprographics (printing) firm cannot print accurate full size plans when they are formatted to letter size.
Please provide to scale (original format) plan pdfs by amendment.

4 Attn: Mark A Green, Amamda Bogue, Kirk M Swiantek Subject: Sole Source Justification Notice ID W50S78-24-B-0002 The sole source justification for “Falcon” brand locks indicates that “utilizing other locksets or cores would impact the 149 FW ability to secure facilities, increase the time it would take to respond to emergencies, double the amount of keys required on the installation, and would cost XXXX to replace”.
This statement is not accurate.
Falcon is a brand of locks and cores manufactured by Allegion. The brand manufactures both locksets and cores in various industry standard formats. Keys and core formats for these locksets are available in industry standard Key in Cylinder (KIC), Small Format Interchangeable (SFIC) and Large Format Interchangeable (LFIC). The keying is available in A2 or A4 bittings, which again are industry standard formats.
Cores and keys from other manufacturers will function without alteration in the Falcon brand locksets, and other manufacturers can key into existing Falcon keying systems with no degradation to security or no additional cost.
The locksets, cores and keys at JBSA are NOT unique to Falcon. Industry standard formats are 100% alternate equals and completely interchangeable products from various other manufactures including but not limited to Corbin Russwin, Sargent, Accentra, Medeco, Dorma Kaba Best, PDQ and others. Within Falcon’s own catalog the manufacture identify that their locksets will work with various other manufactures keying systems, including those listed above.
FAR 36.202(b) notes that whenever possible, contracting officers shall ensure that references in specifications are to widely recognized industry standards or specifications”. Within the specifications of the solicitation, those standards are noted as “Grade 1”, “seven pin” “A4 bittings” and “F” keyway”. These are all industry standards that can met by virtually any locking hardware manufacture, completely interchangeable with existing hardware, at no additional cost to the Government. Again, these are in no way unique to Falcon.
A variety of additional manufactures can provide products essential to the Government’s requirements. We would ask that the Government allow fair and open competition on these industry standard products, which would be in the best interest of the Government.
Please review Amendment #1 which includes the Brand Name - Falcon J&A removed.
Deleted - ATTACHMENT 9 – Falcon J&A Added - Addendum 1 - SPECIFICATIONS VOL 1, SECTION 08 71 00 DOOR HARDWARE
5 What does SG1-3 stand for? I know they are colors but need to know what colors. SG1-3 are colors referenced in the drawings, however, the specifications have the colors and not the SG1-3 references to the drawings. The following provides the key to identify the colors - Listed signage items in specification 09 06 00 are assigned tags to correlate with the drawings. Specification sections 2.3.7.7 through 2.3.7.9 are the following: Signage Message Color is assigned SG1, Signage Background Color is assigned SG2, and Signage Frame is assigned SG3.
