1 -The two (2) project drawing files are not to scale even though they are drawn to scale. The current page size shows 8.5”x11” but these drawings are obviously larger drawing sheets that were PDF Printed on to 8.5”x11”.

Our subcontractors need the original, to scale, drawings in order to bid. Can the government please send out the original drawings? We are fine with a DOD Safe link or even if you have to post the drawings in 6 different files.

Please review Amendment #1 which includes higher fidelity drawings uploaded to SAM.gov.

2 -Is the funding for this project tied to fiscal year end? No, funding for this project is not tied to fiscal year end.

3 Plans downloaded from sam.gov are in 8.5 x 11 letter format and are not to scale, see snippet at the bottom of the email. The reprographics (printing) firm cannot print accurate full size plans when they are formatted to letter size. Please provide to scale (original format) plan pdfs by amendment.

Please review Amendment #1 which includes higher fidelity drawings uploaded to SAM.gov.

4 Attn: Mark A Green, Amanda Bogue, Kirk M Swiantek Subject: Sole Source Justification Notice ID W50S78-24-B-0002 The sole source justification for “Falcon” brand locks indicates that “utilizing other locksets or cores would impact the 149 FW ability to secure facilities, increase the time it would take to respond to emergencies, double the amount of keys required on the installation, and would cost XXXX to replace”.

This statement is not accurate.

Falcon is a brand of locks and cores manufactured by Allegion. The brand manufactures both locksets and cores in various industry standard formats. Keys and core formats for these locksets are available in industry standard Key in Cylinder (KIC), Small Format Interchangeable (SFIC) and Large Format Interchangeable (LFIC). The keying is available in A2 or A4 bittings, which again are industry standard formats.

Cores and keys from other manufacturers will function without alteration in the Falcon brand locksets, and other manufacturers can key into existing Falcon keying systems with no degradation to security or no additional cost.

The locksets, cores and keys at JBSA are NOT unique to Falcon. Industry standard formats are 100% alternate equals and completely interchangeable products from various other manufactures including but not limited to Corbin Russwin, Sargent, Accentra, Medeco, Dorma Kaba Best, PDQ and others. Within Falcon’s own catalog the manufacture identify that their locksets will work with various other manufactures keying systems, including those listed above.

FAR 36.202(b) notes that whenever possible, contracting officers shall ensure that references in specifications are to widely recognized industry standards or specifications”. Within the specifications of the solicitation, those standards are noted as “Grade 1”, “seven pin” “A4 bittings” and “F” keyway”. These are all industry standards that can met by virtually any locking hardware manufacture, completely interchangeable with existing hardware, at no additional cost to the Government. Again, these are in no way unique to Falcon.

A variety of additional manufactures can provide products essential to the Government’s requirements. We would ask that the Government allow fair and open competition on these industry standard products, which would be in the best interest of the Government.

Please review Amendment #1 which includes the Brand Name J&A removed. Please note ATTACHMENT 9 – SPECIFICATIONS VOL 1, ADDENDUM SECTION 08 71 00 DOOR HARDWARE for the update.

5 What does SG1-3 stand for? I know they are colors but need to know what colors. SG1-3 are colors referenced in the drawings, however, the specifications have the colors and not the SG1-3 references to the drawings. The following provides the key to identify the colors - Listed signage items in specification 09 06 00 are now assigned tags to correlate with the drawings. Specification sections 2.3.7.7 through 2.3.7.9 are the following:

Signage Message Color is assigned SG1, Signage Background Color is assigned SG2, and Signage Frame is assigned

SG3.

11 The finish schedule calls for epoxy flooring in rooms 122,123,134,and 135. On the finish plan, these rooms are noted as Conc1 with ESD Coating. Please confirm finish. If ESD Coating, please provide appropriate specification.

The finish schedule has rooms with CONC1: Clear Penetrating sealer for Rooms 122 and 123. There are no rooms 134 and 135 on this project.

12 Sheet A-602 includes a color chip for “ESD1”; however, the Room Finish Schedule on this sheet does not indicate “ESD1” to be used in any room. The Room Finish Schedule does indicate a “SDT1”; however, there is no color chip provided. Please confirm that “ESD1” and “SDT1” are intended to be the same product.

The correct code is ESD1. Please note that color samples were not provided for all finishes, however major finishes were provided to make it easier to get an idea of the neutral color scheme.

13 Sheet A-602 Room Finish Schedule indicates “WC1” in Room 104 and Room 105. “WC1” is not listed in the A- 602 Abbreviation Legend, nor is a color sample provided. Specification 09 06 00 para 2.3.3.2 indicates this is a white, vinyl wall covering, magnetic and writable. Is the Specification the correct description for “WC1?”

The specification is the correct description for WC1. As noted, the color is white. Please note that color samples were not provided for all finishes, however major finishes were provided to make it easier to get an idea of the neutral color scheme.

14 Sheet A-602 Room Finish Schedule, Rooms 112 and 113 indicate “PRB1” for Base Finish while Rooms 114 through 117 indicate “PRCB1” Base Finish. The A-602 Abbreviation Legend does not indicate what “PRB” stands for. Is “PRB1” supposed to be “PRCB1?”

The correct code is PRCB1.

Construct Corrosion Control - RFI LOG W50S78-24-B-0002

15 Sheet A-602 Finish Schedule Note 8 states “Walls with areas of exposed gypsum wallboard in maintenance bay are to be painted with high performance paint.” Will the government clarify the minimum requirement specifications for this “high performance” paint?

Refer to specification section 09 96 00 High Performance Coatings.

16 Sheet A-602 Finish Schedule Note 11 states “Provide stainless steel corner guards for outside corners of gypsum board walls.” Will the Government clarify if this is every gypsum board wall corner and if the required height of the corner guards?

Yes, corner guards should be provided for all gyp board outside corners for protection. REFER SPECIFICATION 09 06 00: 2.3.7.5 Corner Guards CG1: Stainless Steel, 3 1/2-inch legs, 48 inch high, or equal

17 Sheet A-602 Finish Schedule indicates that the following rooms are to have exposed to structure with PT3 paint ceilings: 108 Break, 110 Comm, 111 Corr, 118 Maint Bay, 121 Mech, 122 Fire Prot, and 123 Elec.

Specification 09 06 00 para 2.3.4 states “apply ceiling colors to ceiling surfaces including… joists, underside of roof deck, and conduit and piping where joist and deck are exposed and required to be painted.” Will all conduit and piping be required to be painted the same color of the exposed structure in these rooms?

Yes per contract documents, Specification 09 06 00 para 2.3.4 states “apply ceiling colors to ceiling surfaces including… joists, underside of roof deck, and conduit and piping where joist and deck are exposed and required to be painted. Paint all conduit and piping PT3. Do not paint cables or cable trays.

18 Section 09 60 00 “Schedule for Finishes”, PARA 2.2.3 “Exterior Roof” lists snow guards as a required sample to include in the SID. Will the Government confirm there is no requirement to include snow guards in the required color board?

Snow guards are not required on the project.

19 Section 09 60 00 “Schedule for Finishes”, PARA 2.2.3 “Exterior Roofs” lists mechanical units, pipes, conduits and electrical appurtenances as required samples in the SID. The roof only has vent pipes, one hooded gravity exhaust, one paint booth exhaust vent, a fall-arrest system, and lightning protection system all of which typically have galvanized finishes. There is no requirement in the drawings to require anything other than standard galvanized finish for these items. Will the Government confirm that standard finished for these items will be acceptable and there is no need to include these in the SID package?

These items should be the standard finish and do not need to be included in the SID package.

20 Section 09 60 00 “Schedule for Finishes”, PARA 2.2.3 “Exterior Roofs” lists mechanical units, pipes, conduits and electrical appurtenances as required samples in the SID. The roof only has vent pipes, one hooded gravity exhaust, one paint booth exhaust vent, a fall-arrest system, and lightning protection system all of which typically have galvanized finishes. There is no requirement in the drawings to require anything other than standard galvanized finish for these items. If the Government is expecting anything more than standard galvanized finishes on these items, it will be a cost premium. If required, please provide desired finishes on these items if other than standard galvanized finishes.

Per Section 09 60 00 para. 2.2.3 Apply roof color to exterior roof surfaces including sheet metal flashings and copings, snow guards, mechanical units, mechanical penthouses, roof trim, pipes, conduits, electrical appurtenances, and similar items. Preferred color should be the JBSA standards.

21 Section 09 60 00, PARA 2.3.7.14 “Electrical Panels” indicates that color is to “match adjacent surface.” Does the Government require the electrical panel to be painted to match the adjacent wall surface, or can it remain the standard color as manufactured?

Yes, per the Specifications need to match adjacent surface as is stated on the contract documents. If the panel is inside the electrical closet, shops or hangar, there is no need to paint it. If the panel is within the administrative space or public corridor, paint it to match the adjacent wall color.

22 Section 09 60 00, PARA 2.3.1.6 “Transition Strips” states “1. Resilient: Dolphin or equal” while Sheet A-602 “Transition Schedule” indicates “32 PEBBLE” for finish/color of resilient transition. Please clarify what color is desired.

Dolphin or equal.

23 Section 09 06 00, PARA 1.2 indicates that the “DOR must review and approve the color boards.” Will the Government be retaining the services of the original Designer of Record (Frankfurt-Short-Bruza Associates) to perform this review in addition to Construction Administration duties (submittal reviews, responses to RFIs, etc.)?

No

24 Section 09 06 00, PARA 1.1 infers that the PARA 1.2 “Contractor Color Boards” will be reviewed for color and pattern only and will not take the place of the product submittals required for each material as noted in their respective section and in the 01 33 00 Submittal Register. Since it is much more likely for a product to be rejected due to technical requirements rather than lack of color choices, it appears clear that the Contractor should first submit the products for Government technical review and acceptance, then prepare the Contractor Color Boards from the available color/texture selections of that product. Section 01 33 00 PARA 1.9 indicates that the Government review of submittals will be completed within 14 days after the date of submission. If the Contractor was able to gather and submit every technical submittal required for 09 60 00 items on the NTP date, and the Government then approved them all in 14 days, this would leave the Contractor only 16 days to create the Contractor Color Boards; however, Section 09 60 00, PARA 1.2.1 states the Contractor must submit the Contractor Color Boards 30 days after NTP. Will the Government acknowledge the process should be to first submit the required 09 60 00 product submittals for Government technical review and acceptance per their specification requirements then, once all respective submittals are approved submit the Contractor Color Boards per 09 06 00 for approval?

Contract shall follow guidance as stated on Section 09 06 00

25 Sheet C-501 “Grading Plan” and C-405 “Staking Plan” indicate new grades around new building that vary from

676.4 to 679.0; however, there are no existing grades indicted anywhere in the drawings. Without existing grades, it is not possible to quantify the required cut and fill on the site that will result from the required grading.

Will the Government provide the existing grade survey?

Existing Topo sheet is attached.

26 Sheet C-501 “Grading Plan” and C-405 “Staking Plan” indicate new grades around new building that vary from

676.4 to 679.0; however, neither the Civil, Structural, or Architectural plans indicate the required Finish Floor Elevation of the new building. Without this elevation, it is not possible to quantify the required fill nor set the finish floor of the building. Will the Government provide the required Finish Floor Elevation?

Per sheet C-501, 100’-0” = 679.00. This conversion may be used to determine FFE throughout the building.

27 Sheet SB101 Foundation Plan indicates section A4/SB506 at the hangar door. This section indicates a 1/8” per foot slope required in the concrete at the door; however, there is no indication in this section or on the plan where this slope starts and stops. It is also unclear how to accommodate this slope in the adjacent door pockets. Will the Government provide clarity in the required top of concrete elevations at the hangar door and door pockets that corresponds to the spot elevations indicated on C-405 “Staking Plan”?

Hangar slab slopes toward trench drain (down-page / South on SB102). 10” structural slab generally left of grid E in section A4/SB506 slopes at 1/8” per foot away from the building (down-page / South on SB102). Between these points, entire slab on grade between trench drain and 10” exterior slab, included in the door pocket is flat with no slope as shown on slab plan SB102 and foundation sections.

28 The Civil, Structural, and Architectural drawings do not indicate a finish floor elevation that corresponds to the actual civil elevations. The structural foundation sections around the perimeter of the building appear to indicate that final grade will be below the finish floor elevation except at doorways and at section G5/SB501;

however, there is no indication to the minimum distance required from finish grade to the finish floor nor why G5/SB501 shows grade to be equal with finish floor. Will the Government provide the minimum distance from finish floor elevation to exterior grade and confirm the exterior grades shown on C-501 and C-405 meet this?

Section G5/SB501 is not intended to dimension the grade. Refer civil for all grading. At stoops, mandoors, etc. ensure that civil grading does match concrete at these very specific locations.

29 Civil plans and Section 31 00 00 do not indicate any minimum required soil properties for fill to achieve the grades indicated on Sheets C-501 and C-405. The intent is to use onsite soil under the building footprint, pavements, flatwork, landscaping areas, and trench backfill (where other materials are not specifically called out). Will the Government clarify fill requirements?

Fill soils under structures and pavement shall meet the requirements of section 2.1.1 and the compaction requirements.

30 Section 31 00 00 paragraph 3.1.3 indicates that the Contractor is required to submit an “Excavation and Trenching Plan” for excavations to include “drawings and calculations, certified by a registered professional engineer.” We presume this is only required when a) an excavation is might undermine a structure or b) a straight-sided (not benched) excavation exceeds 4’-0” depth and will need personnel access into it. Will the Government confirm that this plan is not required unless one of these conditions exists?

Confirmed. This is correct.

31 Sheet C-401 indicates a new storm drain line to connect into an existing manhole in Frank Andrews Road.

Please confirm that the Contractor is not required to bore/tunnel this new line in accordance with Section 31 00 00 PARA 3.4.3 and will be allowed to trench and repair road to install this line.

Contractor may trench or bore/tunnel to connect to existing manhole. Trenching and in-kind replacement of pavement will be allowed.

32 Sheet C-301 indicates the removal of 139 LF of 8” sanitary sewer line and an existing sanitary sewer manhole located in Frank Andrews Road northwest of the project site. This existing line appears to be far away from the extents of the project and not related to the new facility. Will the Government confirm if this scope of work is required under this contract?

Yes, Contractor Should follow guidance of all contract documents (Drawing & Specifications)

33 Section 31 00 00, PARA 3.1 states to “place a capillary water barrier under concrete floor.” This is not shown in the drawings. Furthermore, the floor structure is suspended on carton forms, so a capillary barrier serves no purpose. Will the Government confirm that this paragraph can be omitted from the requirements?

Capillary water barrier under concrete slab is not required.

34 The project specifications contain Section 31 32 19.13 “Geogrid Soil Stabilization.” The drawings do not indicate the installation of geogrid anywhere. Will the Government confirm that this specification can be omitted from the requirements?

No, This is indicated on C-402 as Geogrid, Tensar TX-5 or approved equal.

35 Section 01 14 00, PARA 1.3.2 “Working Hours” indicates regular working hours to be between 6:30am and 5:00 pm Tuesday through Friday and between 7:00am and 11:00pm on Saturday. Does this mean the Contractor will not be able to work outside of these hours?

Contractor may work on outside of the hours with at least 15 calendar days notification. Working hours will be Tuesday through Friday 6:30am and 5:00 pm. No work on Saturdays. (This is stated in para. a.)

36 The Solicitation Documents include Attachment 5 Industrial Security SOW. This document does not appear to apply to the construction of this project, but it is imperative that this be verified as the security requirements contained herein would add substantial cost to the contract for both the General Contractor and Subcontractors.

Specifically, Paragraph 3 states that the contractor must possess or obtain an appropriate facility security clearance (Top Secret, Secret, Confidential) prior to performing work on a classified government contractor.

Please confirm that this contract is not considered a classified government contract, and that this attachment does not apply. Security Clearance requirements were not reviewed at the site visit and as this would have been a major element of the project, we assume that this does not apply. The only training indicated was Anti- Terrorism training. If it does apply, please indicate the required security clearance required as it if does apply it will significantly reduce the number of contractors and subcontractors eligible to bid on this contract.

a. No, this contract doesn’t require a security clearance (Top Secret, Secret, Confidential). Contractors must be favorable fitness determination to gain access to base.

b. The following list includes examples of disqualifying information (NOT ALL INCLUSIVE) and the associated period of denial:

44 Will the government please clarify the onsite supervision requirements for this project. Superintendent, QCM, SSHO? According to the specifications (section1.7.2) a qualified Superintendent may also hold the QCM.

Please follow Section 01 30 00 and all contract documents. "For projects where the superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section 01 45 00 QUALITY CONTROL, the superintendent must have qualifications in accordance with that section."

45 I am with a general contractor. I just had a quick question, I see that there was a pre-bid site meeting on this project. Were those mandatory and we are no longer able to send in our bids or can we still go along in our bidding process?

The Pre-Bid Site Visit and meeting are not mandatory to attend; contractors my bid this project regardless of attendance at the Pre-Bid Visit and meeting.

46 I am a general contractor and I am highly interested in the Corrosion facility project. Is my company still able to bid on this since I was not able to make it to any of per bid meetings or site visits?

The Pre-Bid Site Visit and meeting are not mandatory to attend; contractors my bid this project regardless of attendance at the Pre-Bid Visit and meeting.

47 Due to current proposal workload and suppliers working this proposal/pricing effort we would like to request the submission due date be extended until Sept.16 or September 17. Currently we have many suppliers who are not able to meet the current proposal date and a small extension should provide better pricing/value to the

Addtional bid opening extention has been considered, and will be extended to 17 September. See amendment 04.

48 Section 01 45 00; 1.5.1 Quality Control (QC) Manager

1.5.1.1 Duties- Provide a QC Manager at the work site to implement and manage the QC program, and to serve as the Site Safety and Health Officer (SSHO): Will the Government confirm that the intent is for a QC Manager/SSHO will be a “double hat” and a separate Superintendent is the expectation for site management who is dedicated to the project during all days' work is performed at the site.

This is a decision based on the contractor as QC manager can be the SSHO or Superintended can be the QC manager. Please follow section 01 35 26 and 01 30 00

49 Given the amount of questions on this project and the need to get the answers to the bidding subcontractors in a timely manner, will the Government provide an extension of at least 2 weeks after receipt of question responses? This will result in more competitive pricing for the Government and mitigate the possibility of contractor no-bids.

Addtional bid opening extention has been considered, and will be extended to 17 September. See amendment 04.

50 Section 09 60 00, PARA 1.2.1 states the Contractor must submit the Contractor Color Boards 30 days after NTP. It would make sense for the Contractor to first submit the technical product submittals related to the color board samples for Government review and acceptance before choosing colors and textures from product manufacturers that the Government could interpret not meeting the technical requirements. The process of getting technical acceptance of these products then color board acceptance will take more than 30 days.

Please confirm that the Contractor does not have a contractual period of performance (POP) related to the color boards, and it is the Contractor’s responsibility to schedule the submission and Government review of products and the Color Board as necessary to meet the overall project POP.

Contractor must submit the Contractor Color Boards 30 days after Notice to Proceed.

51 Section 01 30 00, PARA 1.3 “COLOR BOARDS” describes requirements that conflict with Attachment 4 “STRUCTURAL INTERIOR DESIGN”. For example, 01 30 00 requires the contractor to submit 5 sets while Attachment 4 requires 3 sets. Please clarify the conflicting requirements between 01 30 00 and Attachment 4.

The requirement is 5 sets. See addendum 3 for update.

52 Section 01 30 00, PARA 1.4 and 1.5 have extensive jobsite photography requirements including aerial photography to be performed by the Contractor weekly and sent to the Government monthly throughout the construction duration. Is this required?

Aerial Photography is not required.

Weekly progress photos of the job is required however viewports must be taken not facing the flightline.

53 Section 01 30 00, PARA 1.5 states project aerial jobsite photography is required. Will the Government even allow this adjacent to the airfield?

Aerial Photography is not required.

Weekly progress photos of the job is required however viewports must be taken not facing the flightline.

54 Section 01 30 00, PARA 1.5 states project aerial jobsite photography is required. Will the Government clarify the minimum required frequency and quantity of aerial jobsite photographs?

Monthly, aerial Photography not required only viewports and construction progression

55 Section 01 30 00, PARA 1.5 states project aerial jobsite photography is required. Will the Government allow the Contractor to use drone photography and, if so, are there any special requirements to meet to do so?

Aerial Photography is not required

56 Section 01 33 29 “SUSTAINABILITY REQUIREMENTS AND REPORTING” is included in the project specifications which requires relatively extensive documentation of building to meet the 2016 Guiding Principles for Sustainable Federal Buildings and UFC 1-200-01 including but not limited to: the preparation and submission of a Sustainability Action Plan, HPSB Checklist (prelim, final, amended final), Sustainability Notebook (prelim, final, amended final), 3rd Party Certifications, all material / product / equipment documentation necessary to achieve, and (per para 1.4.3.6) “all costs associated with constructing, demonstrating, and documenting that project complies with approved TPC requirements.” This is an extensive amount of documentation. Will the Government require all of these noted specification 01 33 29 tasks to be completed or can this be minimized?

Yes, all of requirements in specification 01 33 29 tasks shall be completed

57 Section 01 33 29, PARA 1.4.3.1 says “refer to TPC Checklist at the end of this specification section”; however, no checklist has been provided. Will the Government provide this checklist?

61 Section 01 33 29 makes numerous references to a Third Party Certification (TPC) agency that the Contractor will have to hire and pay to perform numerous tasks and activities. PARA 1.4.3 says the project is already registered with a TPC. The bidding Contractors do not know who this TPC is nor how much they are going to charge us for all of the 01 33 29 and UFC 1-200-01 requirements. Will the Government provide an allowance for bidding contractors to account for this so that it is apples to apples?

Project has been registered with GBCI and design review is in progress. Contractor will not be required to obtain design compliance, simply construction compliance

62 Section 01 33 29 makes numerous references to a Third Party Certification (TPC) agency that the Contractor will have to hire and pay to perform numerous tasks and activities. PARA 1.4.3 says the project is already registered with a TPC. The bidding Contractors do not know who this TPC is nor how much they are going to charge us for all of the 01 33 29 and UFC 1-200-01 requirements. Will the Government provide a contact for the TPC already chosen and all documentation submitted up to date related to this project?

Yes, design review process is currently in progress; but upon completion, the design compliance reports will be available as well as all design sustainability documentation requested and contact information for direct reviewer

63 Section 01 78 00 PARA 1.1.2 and 1.2 refer to the Record Drawings (CAD of the redline as-builts). Will the Contractor be required to prepare and submit CAD Record Drawings since a) this is a design-bid-build project and b) the original DOR has been retained for Construction Administration for this project? We assume we will maintain and submit redline As-Builts and the DOR will create the Record Drawings.

Yes, the contractor is required to maintain and submit red-lines and the DOR will create record Drawings

64 Section 01 78 00 refers to Record Drawings. This is not a Design-Build project; therefore, the Contractor does not possess the original CAD files to produce Record Drawings from. Please confirm that the Contractor is not responsible for Record Drawings.

Confirming the contractor is responsible for the red-lines, not the record drawings.

65 Section 01 45 35 “SPECIAL INSPECTIONS” PARA 1.2, 1.3.11, and 1.3.12 state that a Statement of Special Inspections and Schedule of Special Inspections are included as an attachment to this specification. The statement and schedule are not included in the RFP documents. Will the Government provide?

Yes this will be provided, see Addendum 03 drawings that now list the inspections

66 Section 01 45 35 “SPECIAL INSPECTIONS” PARA 1.2 states to perform special inspections in accordance with Chapter 17 of ICC IBC. PARA 1.3.4 states that a Special Inspector must be retained by the Contractor. IBC Chapter 17 PARA 1703.1.1 “INDEPENDENCE” and PARA 1704.2 make it clear that the special inspector must be independent of the Contractor and retained by the owner. Will the Government clarify that the special inspector is contracted by the Government and not the Contractor?

The Contractor is required to contract a third party inspector.

67 Section 01 45 35 PARA 1.3.7 appears to redefine the IBC required “Registered Design Professional in Responsible Charge (RDPiRC) as a “Special Inspector of Record (SIOR).” This PARA requires the Contractor to hire the RDPiRC/SIOR. This position is typically filled by the Designer of Record which, in this case, is FSB Federal Design Group. Will the Government clarify if this position will be filled by the Government contracted

DOR?

Contractor is required to provide their own RDPiRC/SIOR; DOR will not fill this position

68 Section 01 45 35 PARA 2.1 and 05 12 00 PARA 1.3 indicates that the steel fabricator and erector must be AISC certified. This is an expensive certification process that is not regularly retained by steel fabricators in the area.

Will the Government waive this requirement?

If the fabricator is AISC certified, then the Fabricator Special Inspections can be waived. If they are not, then Fabricator Special Inspections will be required per Section 01 45 35, paragraph 2.1. Erector must be AISC certified per 05 12 00 paragraph 1.3

69 Section 01 50 00 PARA 3.7.1 “Resident Engineer’s Office” indicates that the Contractor is required to provide the Government Engineer with an office onsite. Is this required on this project?

No, the Government will not waive this requirement

Yes, the intent is to reduce waste during the project by means of, but not limited to, recycling or being responsible to minimize waste/scrap materials. Section 1.4.5 identifies some common areas to control waste.

71 Sheet A-101 keynote 14 indicates “CLEARANCE LINE.” Is this intended to be a concrete marking/striping and, if so, will the Government provide requirement?

No, that clearance line indicates no obstructions within that space. See Addendum 03 for updates

72 Section 32 17 23 PARA 3.1.3 through 3.1.6 define protocol for installing a test striping “not less than 50 feet long” and testing with a Retroreflectometer. The required striping on this project is not much more than this distance; therefore, this requirement seems unnecessary. Will the Government remove this requirement?

A test strip of 15’ is acceptable

73 Sheet A-101, keynote 7, “4 inch WIDE PAINTED YELLOW STRIPE” is not called out anywhere on the drawing.

Can the Government clarify where this stripe is to be installed?

See Addendum 03 for updates

74 D4/A-101 grounding striping detail does not match A5/EG502. AG502 says yellow area extends to 24” diameter while A-101 says yellow extends to 18” diameter with a 2” red stripe outside that. Please clarify the striping requirements of this detail.

See Addendum 03 for updates

75 Section 32 92 19 “SEEDING” PARA 3.1.1 “Extent of Work” indicates that the Contractor must prepare the existing soil, topdress, fertilize, and seed all areas disturbed by the Contractor’s operations. The current area is a relatively barren field of bare soil with some grasses and weeds. Does the Government expect the Contractor to apply this specification to this project?

Yes, this is a valid requirement in accordance with the project Specifications.

76 Section 32 92 19 “SEEDING” PARA 3.1.1.1 “Topsoil” requires “4 inches of topsoil to meet indicated finish grade.” The current area is a relatively barren field of bare soil with some grasses and weeds. Will the Government require this to be installed over all Contractor disturbed areas or can the hydromulch be applied directly on the exposed earth?

Yes is require this to be installed over all Contractor disturbed area. Please refer to PARA 3.2 Seeding method must be hydroseeding.

77 Section 32 92 19 “SEEDING” and 31 00 00 “EARTHWORK” include specific requirements for topsoil. Prior to bid we cannot test the existing soils to determine if they are adequate to use as topsoil. Are the existing soils adequate to use as topsoil or must topsoil be imported?

The existing surface soils were classified as “fat clay” or CH in the geotechnical report. Please assume that topsoil will need to be imported.

78 Sheet P-100 shows a new 10” sewer line out to the new oil-water separator and a new 4” branch line from building to exterior. Sheet C-601 shows a new sanitary sewer line from the outlet of the new oil/water separator to an existing manhole, but there is no indication as to the size or material of this new line. Will the Government clarify the required sizes and materials of the exterior sanitary sewer lines on C-601?

Sizes are indicated in the table on C-605 for sanitary piping outside the building

79 Drilled Pier Detail B5/Sheet S-004 indicates that “for estimating purposes, bottom of pier assumed to be 17 feet below finish floor elevation.” The Geotech Report (pg 9 of 21) states “pier should be founded at a minimum depth of 17-feet below the existing grades.” The drawings appear to show the finish floor elevation to be possibly 1-3 feet above the existing grades, but it is not clear without a finish floor elevation and existing elevation contours – neither of which were provided. Will the Government provide the finish floor elevation, the existing contours, and clarify that the estimated pier depth should be 17-feet below existing grades per the geotech report?

100’-0” = CIVIL 679’ per C-501. For estimating, pier depth can be taken as 17 FT below existing grades per Geotech report

80 C-401, C-402, and C-403 indicate the Taxi/Apron pavement is to be 8” PCC reinforced with 12x12-W5xW5 WWF underlain by 6” aggregate base and Tensar TX-5 geogrid or equal over compacted subgrade. The geotech report (pg 15 of 21) states Apron Concrete Pavement should be 12” reinforced concrete over 6” crushed limestone base over compacted subgrade. Please clarify if the Contractor should follow the Civil drawings, the geotech recommendations, or are either of these sufficient?

Contractor Should follow civil drawings. This pavement section was designed based on the anticipated aircraft operations.

81 Sheet S-001 “Soils/Foundation Note” #3 states “floor slabs shall be constructed on 12” wire basket void forms.”

This terminology for a void form is not familiar, and there is no specification for this “wire basket void form.”

Section 03 00 00 para 2.1.2 describes carton forms that meet industry standard. Will the Government clarify that 03 30 00 para 2.1.2 is the specification to be followed in lieu of “wire basket void form” or provide a specification for what is being described?

03 00 00 paragraph 2.1.2 is the specification to follow
