The U.S. General Services Administration (GSA) intends to award a Firm-Fixed-Price (FFP) DB Contract for the Border Roadway Improvement & Construction for the Santa Teresa LPOE pursuant to the Federal Acquisition Regulation (FAR) and incorporating Design - Construction policies and procedures, and other requirements as described within this Statement of Work. The GSA intends to design and construct roadway repairs and/or paving replacement at the designated Land Port of Entry to improve the overall function of the Port as outlined in this SOW. Pavement sections are included to be addressed as part of the design and construction if funding allows.
A. Project Description
General Information
The Santa Teresa Land Port of Entry (LPOE) is the facility that provides controlled entry into or departure from the United States for persons and cargo arriving as commercial, non-commercial, or pedestrian traffic. The LPOE houses the U.S. Customs and Border Protection (CBP) and other federal inspection services (FIS) agencies responsible for the enforcement of federal laws pertaining to immigration, drugs, agriculture, wildlife, smuggling, and commerce. The U.S. General Services Administration (GSA) intends to award a Firm-Fixed-Price (FFP) DB Contract for the Border Roadway Improvement & Construction for the Santa Teresa LPOE. The Santa Teresa Port of Entry is the border crossing between Santa Teresa, New Mexico and San Jeronimo, Chihuahua, Mexico and has been in service since 1997 when the current facilities were completed.
The port currently operates three commercial lanes and four passenger lanes. The port processes approximately 640 vehicles per day. The purpose of the project is to replace and/or repair deteriorating pavement.
The design-build scope of work includes all management, supervision, labor, equipment, and materials required to provide architectural, engineering, construction, and other related services necessary to design and construct the new pavement. Related services include, but are not limited to, site planning, utility relocation (as needed), testing and inspection during construction.

1. OWNER’S QUALITY ASSURANCE DESIGN REVIEWERS
GSA’s responsibility to meet complex requirements of the Legislative and Executive Branch of the federal government necessitate maintaining a staff of professionals (subject matter experts (SME) experienced in quality assurance reviews of DB Contractor submissions. SMEs participate in both formal and informal design reviews to verify that standards and objectives are met. Design reviews provide GSA with the opportunity to consider and document how design decisions will affect building functionality and assure that the occupant agencies are presented with design solutions that satisfy the OPR. Comments from every design review must be addressed to the particular SME’s satisfaction before beginning the subsequent design phase.
2. U.S. CUSTOMS AND BORDER PROTECTION ROLES AND RESPONSIBILITIES
The Field Office Facilities, Program Management Office, Project Manager (FOF PMO PM) maintains project management authority. The FOF PMO PM coordinates with other CBP program representatives, including the Office of Field Operations (OFO), Office of Facilities and Asset Management (OFAM), Office of Professional Responsibility (OPR), Office of Information Technology (OIT), and other CBP stakeholders, as required. The FOF PMO PM also acts as the primary CBP liaison for GSA and other federal agencies involved in the project. No other CBP entity has the authority to approve CBP project changes or provide direction to GSA for an LPOE project. The GSA CO is then responsible for executing any relevant contract modifications and providing direction to the DB Contractor.
3. VENDORS AND INSTALLERS BY OTHER CONTRACTS
To support governmental requirements of this project that are not included in this DB contract, the Government will issue additional contracts to vendors and installers to complete the work to meet these requirements. In addition, other policies, and procedures provide detailed procedures and requirements that the DB Contractor must follow. Refer to the OPR for a listing of the Standards and Design Criteria Documents.
As a general matter, the Solicitation and Agreement, 2025 PBS Core Building Standards, Project Specific GeoTech Survey, Division 1 Specs, and standards incorporated by reference represent the overarching documents that govern the DB Contractors performance in executing the SOW. The 2025 PBS Core Building Standards, specifies performance standard minimums for the Santa Teresa LPOE project. The DB Contractor is encouraged to exceed the minimum requirements and offer “betterments” to the Government while accomplishing the programmatic, performance and functional goals for the project.
All efforts, material and work performed under this contract must comply with applicable federal codes based on the requirements of the current edition of recognized and accepted building standards, codes, and regulations, including, but not limited to documents referenced in the document list Technical Performance Criteria. The applicable version of each document must be the version current at the time of award of this contract, unless otherwise noted. Any conflicts or ambiguities within or among the referenced standards and criteria documents, or any deviations from requirements contained in the documents, must be reported to GSA’s Contracting Officer in writing, for determination as to applicability.
A. Performance Requirements Performance Requirements
In General
The Government will use the Performance Requirements to determine whether the DB Contractor’s work complies with the contract requirements. The DB Contractor must provide all services in accordance with the version of the Technical Performance Standards and Criteria and References issued at the time of contract award.
For conflicts or ambiguities within or among the contract documents the DB Contractor must refer to the Agreement.

The CBS Submittal Matrix has this project’s detailed list of design review deliverables and milestones.
2. DESIGN REVIEW - PROCESS and PROCEDURES
GSA and other occupant tenant agencies will review design submissions listed in the CBS Submittals Matrix for their iterative development towards meeting the expected outcome of the design.
Design reviews by the Government are not to be interpreted as approval of the DB Contractor’s progress toward meeting contract requirements but are intended to discover information which can be brought to the DB Contractor’s attention which might prevent costly error and misdirection. The DB Contractor must remain responsible for designing and constructing the building in full compliance with the requirements of the contract.
a. Code Reviews:
Review for compliance with all applicable codes and standards is the sole responsibility of the DB Contractor.
b. Quality Control Reviews:
Government reviews do not relieve the DB Contractor of responsibility for quality control for the design documents or compliance with contract requirements.
c. Constructability Reviews:
Constructability of the project as designed is the sole responsibility of the DB Contractor.
The DB Contractor must ensure that the design can be constructed within schedule and budget and that the sequencing of construction is planned for optimum efficiency. The Design Builder must assure that:
