About this file
This document is a Quality Assurance & Quality Control Requirements specification for the Santa Teresa Land Port of Entry (LPOE) Border Roadway Improvement & Construction (BRIC) project. The specification details comprehensive quality control procedures for the design-build construction project, requiring the contractor to develop and implement a rigorous Quality Control Plan that ensures all work meets or exceeds contract document requirements. Key requirements include maintaining detailed testing and inspection reports, utilizing qualified independent testing agencies, conducting three-phase quality control (preparatory, initial, and follow-up phases), and providing continuous quality monitoring.
The document outlines specific responsibilities for the contractor, including submitting a detailed Quality Control Plan to the Contracting Officer, employing a dedicated on-site Quality Control Manager, coordinating inspections, and tracking construction deficiencies. The testing and inspection process must involve nationally recognized testing laboratories, cover source and field quality control testing, and include manufacturer's technical representative field reports. The specification is part of a small business set-aside project for the U.S. General Services Administration (GSA) Public Buildings Service, focused on pavement repair and replacement at the Santa Teresa Land Port of Entry, involving approximately 202,455 square feet of pavement reconstruction and rehabilitation.

E. Mock-ups: Full-size physical assemblies that are constructed on-site unless otherwise directed by GSA. Mock-ups are constructed to verify selections made under Sample submittals; to demonstrate aesthetic effects as well as qualities of materials and execution; to review sequencing, coordination, testing, or operation; to show interface between dissimilar materials; and to demonstrate compliance with specified installation tolerances. Mock-ups may be done on the interior or exterior. Mock-ups are not Samples. Approved mock-ups establish the standard by which the Work will be judged.
