About this file
This is an amendment to a design-build solicitation for the Santa Teresa Land Port of Entry (LPOE) Border Roadway Improvement and Construction (BRIC) project in Santa Teresa, New Mexico. The small business set-aside contract (NAICS Code 237310) is for roadway repair and replacement of approximately 190,000 square feet of concrete pavement, including complete reconstruction, surface reconstruction, mill and overlay, joint sealing, and concrete replacement. The project involves eight construction options for various roadway sections, with a base design scope and potential construction work at the border crossing.
Key procurement details include a proposal due date of January 21, 2026, with a government-anticipated award in March/April 2026. The total period of performance is 335 calendar days from the design Notice to Proceed. The evaluation will use a best value tradeoff approach with three factors: Past Performance (40%), Experience (40%), and Technical and Management Approach (20%). Contractors must be registered in SAM, provide a bid guarantee, and potentially submit payment and performance bonds. The primary customer is U.S. Customs and Border Protection (CBP), and the project requires coordination with CBP for site access and work scheduling.
