About this file

This document is a Substitution Procedures specification section for the Santa Teresa Land Port of Entry (LPOE) Border Roadway Improvement & Construction (BRIC) project. The section outlines administrative and procedural requirements for product substitutions during the contract, defining two types of substitutions: those for cause (due to changed project conditions) and those for convenience. Contractors must submit detailed substitution requests electronically through PMIS (Kahua), including comprehensive documentation such as coordination information, product comparisons, technical data, samples, test reports, and cost implications.

Key procedural requirements include submitting substitution requests within 15 days prior to related submittal preparation for substitutions for cause, and within 30 days of contract award for substitutions for convenience. The Government (GSA) will evaluate substitution requests based on specific conditions, including consistency with contract documents, compatibility with other work, warranty provisions, and potential advantages in cost, time, or energy conservation. The document is part of a small business set-aside project involving pavement repair and replacement at the Santa Teresa Land Port of Entry in New Mexico.
