This document contains a justification for a single source award and details of a related federal contract opportunity. The justification is for HVAC BAS system expansion and controls at the Clement J. Zablocki VA Medical Center in Milwaukee, WI, not to exceed $100,000. It cites the need to match the existing campus-wide Johnson Controls Metasys BAS for compatibility, to avoid interface problems and ensure familiarity for staff and maintenance personnel. The related opportunity is to renovate approximately 11,000 SF of space on the 7th floor for a GI Procedure Clinic under solicitation 36C25221B0002. The project scope includes mechanical, electrical and plumbing system updates. The NAICS code is 236220 and the size standard is $39.5 million. VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C252-20-AP-3856

1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115 South

84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Clement J.

Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee WI 53295. Purchase Request (2237) number: 695-21-1-6940-0001.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

New AHU equipment to be installed will be monitored and controlled by an extension of the facility’s existing

Johnson Controls Metasys Building Automation and HVAC Control System (BAS). The BAS currently installed at

VAMC Milwaukee cannot be expanded by other vendors or manufacturers. This system can only be expanded by the same vendor/manufacturer. Cost estimate: $100,000.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

A new panel and necessary controllers will be installed and tied into the existing system, to be monitored and controlled by VA Building 113 (Graphics). The Metasys BAS is the only product that allows for a single HVAC control system for the Milwaukee facility. It is currently installed campus wide as our BAS. An incompatible system may require installation of new “front-end” and remote workstations as well as new software and programming. Additionally, installation of components that match the existing BAS minimizes maintenance costs and bench stock requirements. It is necessary to match the existing system to ensure there are no interface problems, impacts to patient safety and familiarity of the product to the staff and maintenance personnel. This is the only way to ensure complete compatibility and that the campus will not have two HVAC control systems on the Milwaukee campus.

4. Description of market research conducted and results or statement why it was not conducted:

We have conducted research into other BASs and have found that they are not compatible with our standard.

The other products on the market would require additional cost to maintain within the facility.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
