About this file
This document contains a justification for a single source award and details of a related federal contract opportunity. The justification is for firestop system products from Hilti for an estimated $39,000 to prevent fire spread through penetrations at the Clement J. Zablocki VA Medical Center in Milwaukee. It cites the need to use approved assemblies that match existing systems and are UL rated for safety and accreditation compliance. The related opportunity is a pre-solicitation notice for project 695-19-107 to renovate 11,000 square feet on the 7th floor for a GI procedure clinic. The project budget is $2-5 million and work must be completed within 515 days. The solicitation targeting SDVOSBs in NAICS 236220 is to post on SAM.gov by October 15th with bid opening on November 16th. A pre-bid site walkthrough will also be conducted.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252-20-AP-3856
1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115 South
84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Clement J.
Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee WI 53295. Purchase Request (2237) number: 695-21-1-6940-0001.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The HILTI Firestop System products are an integration of materials, assemblies and components to provide firestopping to prevent fire from spreading through penetrations in walls, ceiling and floors throughout the medical center. Cost estimate: $39,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Firestopping is achieved through assemblies, not just materials and it is imperative approved assemblies are used and the assemblies are the same throughout the hospital to allow for inspections and adequate compliance when The Joint Commission and VA inspect for accreditation of the hospital and the safety of patients and staff. It is necessary to match existing systems to ensure there are no interface problems, approved assemblies are used in lieu just materials and all systems are UL approved.
4. Description of market research conducted and results or statement why it was not conducted:
We established HILTI as our standard. The other Firestop systems on the market are not compatible with
HILTI. The products cannot be mixed together in a penetration because this would void the UL rating required. Were to switch systems we would not be able to maintain the existing firestop in the hospital and would be forced to remove and replace entire systems.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
