IV. The following Questions and Answers / Clarifications are the result of bidders request(s) for information received to date:

1. The 117300-specification project calls for a ceiling lift motor with an integrated CLASS III scale that allows users to read weights off the hand control. Can the scale on the proposed motor be of a more standard classification in accuracy? If not, could the level of precision be defined? Also, if it’s found the scales must be CLASS III, do we need to provide pricing for the annual calibration necessary for weight read outs on this level of precision? Industry norms for patient lift scales are set at a notch below this requirement because in most care settings a scale of which to dose medication from (which is often what CLASS III scales are used for in medical practice), aren’t practical and that is the case in this project as well the CLASS III scale, as well as needing to read the weights off the hand control as opposed to anywhere else on the system, seem arbitrary to some extent for salient features. If there is justified reasoning for these, may this information be made available to bidders and vendors as to solidify that this specification is actually open to substitute products and nota a “disguised sole source” if so to speak?

Scales are not required for new ceiling lift equipment in 7AN. The specification has been modified and will be included as part of the Amendment.

2. Could you please tell me if the Presolicitation posted as solicitation number 36C25221B0002 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?

This is not a follow-on requirement; there is no recent contract or task order number.

3. Did you get all the bidders for Moving or furniture/finishes you need?

No bids have been received. See block 11 on the SF30 and information above for bid opening information.

4. Should we figure 2/AE501 or wall type F3A.Gi as the typical exterior wall detail? Please advise.

Wall type F3A.Gi will be the typical exterior wall detail. Detail 1/AE501 depicts the deeper exterior wall cavity condition underneath each window. The condition shown on 2/AE501 no longer exists and will be modified by amendment. F3A.Gi will align the finish side of the exterior wall furring with 1/AE501.

5. Please see attached substitution request [Record 8100 Series Door Operators; re: specification section 087113.11]. We are requesting your assistance in gaining approval for this project. Should this need to go elsewhere, please forward. Thank you. We can offer an equivalent operators with our record – USA 8100 Automatic Swing Operators. Along with our Doors being equivalent, we can offer a cost saving bid for all involved parties. We also offer a two-year warranty. We install and service our operators with AAADM certified technicians. Please let me know if you would like anything else for substitution acceptance. Thank you for your time and consideration.).

Equal product must include brushless AC motors and weight capacity of 500 lbs. Please refer to updated Specification 08 71 13.11 in the Amendment. See FAR 52.211-6 BRAND NAME OR EQUAL for submission of equal products.

6. Please provide a Physicist’s Report and Radiation Protection Specifications.

Reports are included. There are no “Radiation Protection Specifications”.

7. Page AE102 general note G defines the unless noted otherwise wall type as S3A.Gi. Page AE002 defines the unless noted otherwise wall type as S3C.G. Please clarify.

Sheet AE002 is incorrect and will be modified by amendment. All wall types to be S3A.Gi UNO as noted on AE102.

8. The loop for the addressable fire alarm devices needs to originate at the fire alarm closet 8B07 on the 8th floor, B-wing. There is no capacity in the existing space.

Agreed. The SLC circuit originating on the 8th floor is addressed in Keynote #4 on Sheet ET102.

9. Could you provide specification information for the nurse call "staff terminals" as identified on drawing ET000 legend and shown on drawing ET101 for rooms 7207, 7230, 7236, and 7244?

The staff terminal is intended to be equal to Jeron model 7927.

10. Are code blue buttons required in Procedure rooms 7236 and 7244?

Yes. Refer to updated drawings, Sheet ET101, reflecting this change.

11. The new Nurse Call cabinet, NCT, in room 7228 requires connection to the Nurse Call Network in room 7128. Are the (3) CAT6 connections to that room part of this project?

Yes, the CAT 6 connection to room 7128 shall be provided as part of this project.

12. Are any Nurse Call devices required in Family toilet room 7204?

No.

13. There is a dome light shown on the outside wall of room 7205 in corridor C7A02 without any call devices attached to it. Is it required?

Yes. Refer to updated drawings, Sheet ET101, reflecting this change.

14. The telecom closet was not available at the time of the walkthrough. Please provide photos of the telecom room including racks, wall fields, ceiling, ladder racking, penetrations & grounding equipment.

VA will no longer be providing pictures of our data/telecom closets to ensure operational security measures are met. Be advised space is available and new infrastructure – if required – will fit.

15. Spec section 270533 lists paging and nurse call as full raceway. Detail ET501/3 depicts J-hooks for paging and nurse call. Please confirm pathway type required.

Full pathway shall be provided to meet specifications. Detail 3 Sheet ET501 to be revised.

16. Spec section 274132 1.1.B describes using existing CATV backbone. 1.1.C describes reusing the existing CATV amplifier. 1.1.D describes new antennas, head-end equipment, etc. New splitting equipment between the amplifier and wall outlet is inherent to scope. Please define any required new antennas or head-end equipment or lightning protection required for this project.

Existing CATV backbone shall be reused and splitting equipment to be expanded as needed to accommodate new outlet quantities.

17. Spec section 274132 3.4.D describes 8 hours of MATC training for operations and performance and 8 hours for preventative maintenance. Please confirm that 16 hours of training is needed for this project.

Provide training in the amount stated in the specification.

18. Spec section 275116 & ET101 Detail Note D describes the speaker equipment as being an extension from an existing system. 255116 4.3.B.1 asks for (4) 1-hour training sessions of the paging system. Since the equipment and methods of paging are all existing, is 1-hour of training required on 4 separate occasions (closer to 8 hours of labor involved)?

Provide training in the amount stated in the specification.

19. Drawing EP300 Siemens drawing note 'A' states "The Electrical contractor shall include all costs associated with the installation of the electrical equipment and raceways indicated on the documents developed by Siemens dated 07/16/2020." Can you provide these drawings?

Siemens drawings are included in the Bid Set; sheet #s 95 through 101.

20. Is it acceptable to utilize Hospital Grade MC Cable for normal power in-wall rough-in where acceptable by NEC?

Per spec, Hospital Grade MC cable is only authorized in these three locations: ceiling whips for lighting (less than 6ft in length); custom furniture or millwork (power/lighting); and for desk lighting/ illumination for built-in, wall-mount furniture. MC cable is not allowed for branch circuits fed from an emergency source.

21. If panel origination matches, is it acceptable to utilize and extend existing circuits/conduit/wiring other than what is shown on the drawings?

No. Intent is to provide new branch circuiting to all new electrical devices in 7AN.

22. Drawing EP102, Note 2 states "Lighting Control Panel Furnished by VA Project 695-19-131. Provide all the necessary components as an expansion to the new system.” Can you provide a manufacturer/model # or cut sheet for this lighting control panel?

No. That project is now just starting construction. VA can provide an approved submittal as soon as it becomes available.

23. Please clarify drawing EP401, Note 8. Do we need to install this equipment as part of this project 695-19-107, or will this equipment be installed by project 695-19-131 electrical contractor?

Note 8 on Sheet EP401 has been revised. Note 8 refers to equipment installed as part of project 695-19-131 (Dialysis). The 7AN/Endoscopy electrical scope of work includes, however, additional components to this equipment.

24. Based on the walk thru, Panel LH-71-1 does not have all spare breakers shown on drawing EP601. There are enough existing breakers to cover the required circuits. Are we to include the correct amount of spare breakers to match the panel schedule shown on EP601?

No. These breakers are shown as existing because they will be provided as part of project 695-19-131 (Dialysis).

25. Drawing EP401, Note 8 shows panels EUL-Q-71-1 and EPH-Q-71-1 to be provided by project 695-19-131. It is more cost effective to order the required breakers with the panels. Will the new circuit breakers 'NCB' shown on drawing EP601 for these panels be provided under project 695-19-131, or should we provide these NCB breakers separately as a part of this project 695-19-017 (Contractor means 695-19-107)?

The new breakers indicated are to be provided as part of project 695-19-107.

26. Drawing EP602 Equipment Schedule shows a weatherproof disconnect for chilled water pump CWP-7240. Since this will be located indoors, is a NEMA 1 disconnect acceptable similar to the hot water pump disconnects?

Disconnect for equipment CWP-7240 can be rated with a NEMA 1 enclosure; Sheet EP602 will be revised in the Amendment.

27. Drawing EP300 shows special purpose outlets SC1 and PU1. These special purpose outlets are not listed in the equipment schedule shown on drawing EP602. Please confirm voltage, load, and type of connection or receptacle.

Special purpose outlets are dedicated to the Siemens equipment. These connections are shown on sheet EP401 and contain voltage, wire, & conduit information needed for equipment connection. Contractor is to confirm final connection requirements with Siemens final site-specific drawings.

28. Ref spec 01 35 26 part 1.7- A full time dedicated superintendent is required to be assigned to the project in addition to a SSHO and QC manager. Per 1.7,F the SSHO and QC manager must remain onsite during construction. Nowhere does the spec require the SSHO or QC manager to be designated only to the project. The spec as written puts the general contractor that is not onsite performing other contracts at a disadvantage due to increase cost for the SSHO and a QC manager which become full time direct costs only on the 7AN project. Other contractors onsite performing other contracts can share the expense which is unfair to other SDVOSB GCs who would like to earn an award for new contracted projects. Can the SSHO and QC manager duties be accomplished by the site superintendent? If not can the full time on site requirement be removed? If not is it possible to change the spec requiring the SSHO /QC manager designated to this specific project full time?

No – Superintendent may NOT perform roles of SSHO and QCM. Supt/QCM can be same person, or SSHO/QCM can be the same person.

No – Requirement for full-time onsite Superintendent will not be removed.

Yes – SSHO and/or QCM can be assigned to other projects (but cannot be assigned as a Superintendent on other projects), however this SSHO must be onsite during construction activities.

29. Ref specification 01 32 16.15 part 1.2- Can the contractor generate and maintain the CPM schedule with their own in house staff or is the contractor required to hire a 3rd party consultant to generate and maintain the schedule for the duration of the project?

Meet specification requirements – that means a 3rd party independent scheduling consultant.

30. Ref spec 09 05 16 part 3.2- Is it the intent to grind and level the entire floor space? Demolition general note L on drawing AD101 requires floor slabs to be filled and leveled. What thickness of floor leveling is required and is it required throughout the space? Will concrete floor infills be required at old clay tile walls?

Yes, the General Contractor is responsible for floor leveling throughout the entire project site (7AN). Note that the project site to the south (7AS/Dialysis) will also be floor leveled (prior to the 7AN/Endoscopy project). Both halves of the 7th floor A-wing, where they meet, should match. Because of significant mortar bed removals (refer to Note 15 AD101) and imperfections in the existing floor, leveling may be 0-inches in some areas and up to two (2) inches in other places. The VA is not aware of any “old clay tile walls”.

31. Ref drawing AD101- Based on site visit various rooms contain stored furniture & furnishings not shown on the drawing. Will the VA remove all stored items prior to project start?

Contractor should expect that loose items will be removed by VA prior to project start.

32. Ref drawing QH101 Eq Schedule- Mark A1001 is shown in room 7249. Similar symbols appear in other prep/recovery rooms. Are there other rooms that require item A1001?

All Prep/Recovery rooms will receive A1001. Details 4/AI204, 9/AI204, and 7/AI205 show the typical location for mounting A1001. Contractor to account for an A1001 in each Prep/Recovery room and coordinate and verify final mounting location with COR.

33. Ref drawing QH101 Eq Schedule and Drawing AI204- Detail 2 on drawingAI204 illustrates a symbol which appears as a clock but not identified with the item #A4015. How many clocks are required?

This symbol is a clock. Coordinate equipment item #A4015 with clock outlets on ET101. There are 22 clocks in this project.

34. Project includes demolition and renovation work in an existing building. Regardless of whether asbestos is present, or whether the scope of work includes asbestos removal, State and Federal law requires a survey for Asbestos Containing Materials (ACM) and Presumed Asbestos Containing Materials (PACM) be completed in accordance with DNR and OSHA requirements. A completed survey report number must be listed on the permit application submitted to the DNR (DNR Notification Form # 4500-113) prior to any demolition. This report can take (30) days or longer to complete and as such may impact the project schedule. Please clarify if this survey has been completed. If not, please indicate whether the Owner will commission said survey or if the bidding contractors will be required to provide by including costs in their bids.

7A is same construction at the same time (original building construction) as identical ward 8A which was renovated 18 months ago. A full hazardous materials survey was conducted on 8A prior to construction/renovation activities. This historical document, use of homogenous materials since constructed at the same time and other internal records for hazardous materials present in Building 111 were utilized to create HA101 and the list/quantities of hazardous materials for this project. There will not be another survey. Bidding contractors will not be required to provide survey cost in their bid.

35. Is detail 2/AE501 is the typical exterior wall detail (with dens) or should it be wall type F3A.Gi?

Wall type F3A.Gi is the typical exterior wall detail. Detail 2/AE501 will be removed.

36. Can we use galvanized sheet metal strapping in lieu of wood blocking and backing?

No. VA prefers fire-treated wood blocking and backing.

37. I have attached product data for an alternate manufacturer for the patient lifts. May these products be substituted?

Equal product must include two specific features: 1) The emergency manual lowering cord needs to be operated in such a way that users can apply continuous pull/downward force to the cord, and it will allow the patient to slowly descend. Additional steps or access to the motor during emergency manual lowering are not equal. 2) The lift motor and hanger bar must be approved for use with Guldmann Repositioning, High Back, Twin Turner and Limb Lifter loop slings. Please refer to updated Specification 11 73 00 in the Amendment. See FAR 52.211-6 BRAND NAME OR EQUAL for submission of equal products.

38. Is the general contractor responsible for the in-wall blocking and backing for the OF/OI furniture systems?

Yes. The GC is in the best position to install blocking for all items, including VA furnished and installed. Coordinate with the COR and review Sheet QH101 as well as items in the 12 59 00 specification.

39. Please confirm contractor is responsible for floor leveling is required for the entire floor surface that is getting demolished.

Because of significant mortar bed removals and imperfections in the existing floor, leveling may be 0-inches in some areas and up to two (2) inches in other places.

40. Plan page AE111 notes for ‘ceiling mounted booms’. Are these to be provided by contractor? Can they be supported with a typical non-structural frame, or is structural steel required to be tied into the building? Will engineered calculations and drawings be required?

Booms (by Skytron) will be provided by a separate VA contract. General Contractor’s responsibility lies with only structural installation. Installation instructions are provided in the Bid Set per Skytron sheet A1.1. General Contractor is also required to get power, data and medical gasses to the booms per these drawings.

41. Please confirm that items labeled “flurio table” , “tech carts”, etc. on plan page AI202, will be furnished and installed by the VA. No items or labor is required from prime contractors.

Confirmed. Loose items in plan views for all four procedure rooms (7207, 7244, 7230 and 7236) are VA provided and installed. Wall-mount items (receptacles, sinks, desks, millwork, hangers, med gas outlets), including necessary blocking, are the responsibility of the General Contractor.

42. Is prime contractor responsible for furnishing and installing furniture as shown on IF101 and IF102?

Yes. Contact local Herman-Miller furniture representative BSI for a 7AN/Endoscopy bid proposal. It is the responsibility of the General Contractor to have this furniture installed. BSI may provide an installation cost as well. 262-955-6400; W222 N630 Cheaney Rd, Waukesha, WI 53186.

43. Please confirm if the work on 6th floor is going to be off hours due to it being an occupied space?

Work on the 6th floor – in each sub-phase – can be during regular working hours once COR approves workplan and infection control plan. In each of the General Contractor’s seven sub-phases (refer to Note B Sheet AD101), the VA will vacate and move personnel out so that Contractor has complete access for above ceiling work. This is addressed in the DEMOLITION GENERAL NOTES on Sheet AD101 and REFLECTED CEILING DEMOLITION PLAN GENERAL NOTES on Sheet AD102. Note F on GC101 has also been revised. The only work that must be off shift is work associated with outages.

44. There are ‘Skytron’ drawings included on the contract documents. Are these for reference only? Or is prime contractor to furnish and install the equipment according to these plans? What are the structural steel requirements for this equipment?

The General Contractor will be installing the structural portion only of Skytron boom equipment. This includes structural work to the concrete deck above. VA will provide and install booms via separate contract method. Refer to Skytron sheet A1.1 for structural installation instructions.

45. There are ‘guldmann’ drawings provided in the contract documents. Are these for reference only? Or is prime contractor to furnish and install the equipment according to these plans? Is this sole sourced?
