About this file
This is a Davis-Bacon Act Wage Determination document (WD# TX20260035, Modification 1) published by the U.S. Department of Labor on May 18, 2026. The determination applies to heavy construction work in El Paso County, Texas and establishes prevailing wage rates that contractors must pay workers on federally-funded construction projects in this jurisdiction.
The wage determination covers multiple construction labor classifications including electricians for heavy construction (including water/sewer lines), truck drivers, power equipment operators (grader, front end loader, backhoe), laborers (pipelayer and common), cement masons/concrete finishers, and carpenters with form work. Rate identifiers reference union collective bargaining agreements (indicated by prefixes such as "SU," "UAVG," "SA," or "SC") that establish the prevailing wage rates for each classification. The document includes notes regarding Executive Order 13706, which requires contractors to provide employees with paid sick leave (1 hour per 30 hours worked, up to 56 hours annually) for contracts awarded on or after January 1, 2015. Additionally, Executive Order 13658 applies to certain Davis-Bacon contracts, establishing a minimum wage of $13.65 per hour (or applicable prevailing wage rate if higher) from May 11, 2026 through December 31, 2026. The wage determination also outlines procedures for appeals and disputes, with inquiries directed to the Department of Labor's Branch of Construction Wage Determinations.
