About this file
This is a Specifications Full Book document for the Fort Bliss National Cemetery Gravesite Expansion & Improvements project (VA Project #886CM3026, Task Order #36C78623D0020) located in El Paso, Texas. The document serves as the technical specifications and requirements guide for the construction contract work.
The project encompasses two primary components: Base Bid (CLIN 1) and Option No. 1. The Base Bid includes grading and development of gravesite expansion areas with general construction, site preparation, mass excavation, earthwork, roads, walks, drainage, utility relocation, irrigation, and landscaping. It requires demolition of associated infrastructure, construction of precast concrete crypt sections (TT, UU, VV, QQ, WW), in-ground cremation sections (W, Y), and supporting infrastructure repairs and upgrades. Additionally, the Base Bid includes IT communications improvements to administrative and maintenance buildings and correction of facility condition assessment discrepancies related to utilities, signage, site furnishings, and support infrastructure. Option No. 1 involves grading and development of gravesite expansion areas XX and YY, including construction of precast concrete crypt sections and supporting infrastructure repairs. The specifications establish comprehensive requirements for contractor responsibilities including security procedures, site operations, protective measures for existing structures and vegetation, fire safety protocols, testing and quality control, temporary utilities, waste management, scheduling through resource-loaded Network Analysis System plans, and coordination with ongoing cemetery operations. The contractor must comply with OSHA requirements, employ a competent person on-site, and submit detailed project schedules within 7 days of Notice to Proceed. The document emphasizes coordination with cemetery personnel to minimize disruption to burial activities and visitation, with specific restrictions on work near active services and requirements for cleanup before major holidays.
