Section 09 24 00 – Portland Cement Plastering (Stucco) Specification

This is a technical specification section for portland cement plastering (stucco) work at Fort Bliss National Cemetery in El Paso, Texas, part of VA Project 886CM3026 (Gravesite Expansion). The specification addresses removal of existing stucco finish systems, substrate preparation, and application of a three-coat direct-applied Portland cement exterior plaster system (scratch coat, brown coat, and finish coat).

The work involves treating concrete masonry unit walls, structural clay tile walls, and clay tile/concrete lintels. Metal plastering bases (lath) shall be installed at material transitions (CMU to structural clay tile or cast-in-place concrete), at areas with extensive substrate defects, and at distinct locations including base of wall casing beads, door/window perimeters, corner beads, and control joints. The contractor must submit a written demolition and clean plan, manufacturer's literature for all accessories, physical finish coat samples (152 to 305 mm) to match existing stucco, installer qualifications demonstrating minimum three years' experience, and mockups on existing substrate. Mockups must include at least three 8-square-foot panels representing each substrate type (concrete masonry unit, unglazed structural clay tile, and cast-in-place concrete or other substrate). A minimum 4-foot by 4-foot test field on each substrate must undergo field adhesion testing per ASTM C1583 to confirm minimum 150 psi tensile bond strength. Materials specified include ASTM C150 Type I Portland cement, ASTM C207 Type S lime, ASTM C897 aggregates, galvanized steel accessories (control joints, corner beads, casing beads, cornerite), and factory-prepared integrally colored finish coats with lime-proof mineral oxide pigments. Application must follow ASTM C926 requirements; ambient temperatures must remain at least 40°F with no temperature drop below 40°F expected within 24 hours of application, and plaster coats must be protected against freezing for 24 hours post-application. Surface preparation requires complete removal of existing stucco assembly down to bare substrate, heavy pre-wetting with potable water, and application of either a cementitious dash-bond coat (default approach) or a water-resistant, visually-tinted chemical bonding agent per ASTM C932 only when field conditions warrant (smooth/non-porous substrate or bonded paint/glaze residue). The finish coat must match existing stucco color and dash texture on the building.

1. As control joints, where there are wall transitions between different materials (from CMU to Structural Clay tile or cast-in-place concrete.

2. Where the masonry substrate has extensive surface defects, large repairs or severe irregularities that prevent a direct bond. As the condition of the substrate is not known, base bid shall include cost to install a metal lath backed system, mechanically attached to the substrate, should field tests and/or field conditions indicate the substrate is not sound.

El Paso, TX 79906 Addendum 1

09 24 00 - 8

3. Damage caused to the existing substrate due to Contractor’s method of existing stucco assembly removal, substrate cleaning and prep work shall be remediated by the Contractor at no additional cost to the VA and in a method approved by the VA, even if that means the stucco system assembly changes to a different type with additional/different required system components and accessories.

4. In distinct locations such as base of wall (casing bead), around the perimeter of doors, windows and other terminations (casing bead/plaster stops), corner beads, striplath at corners of wall openings, and control joints.

B. Re-stucco work not required on entrance canopy soffit unless patching is required caused by damage during demolition or construction processes. Patch to match existing condition.

C. Additionally, the cost for metal lath over all substrates and all associated necessary fasteners, prep work and accessories, shall be included in the base bid as the exact condition of the substrate is not known.

3.2 APPLYING METAL PLASTERING BASES

A. In accordance with ASTM C1063, except as otherwise specified or indicated on construction documents.

B. Form true surfaces, straight, without sags or buckles and with long dimension of lath at right angles to direction of supports.

Clean all extents of wall surface, removing all existing stucco assembly materials all the way down to soil and/or paved grade surface. Substrate shall be bare, untreated, unpainted, and porous without the use of a surface-applied chemical bonding agent, provided the substrate exhibits adequate suction.

D. Pre-wetting: Immediately prior to the application of the plaster scratch coat, heavily saturate the masonry wall thoroughly and uniformly with clean, potable water. Plaster shall be applied while the substrate is damp but free of standing or pooling water.

E. In lieu of mechanical fastening of metal wire lath or application of a chemical bonding agent, apply a cementitious dash-bond coat onto the bare substrate, prior to plastering over the substrate unless a bonding agent is determined necessary as described elsewhere in this specification. Application of a cementitious dash-bond coat and a chemical bonding agent are not to be applied together in the same location on the same substrate. Application of a dash bond coat is the default surface preparation approach and only to be replaced by a bonding agent if field conditions exist as described in the following paragraphs.

F. Bonding Agent application, in accordance with ASTM C932. A surface-applied chemical bonding agent shall be specified and applied in lieu of a dash-bond coat only when one or more of the following field

El Paso, TX 79906 Addendum 1

09 24 00 - 11 conditions exist on structural clay tile or concrete masonry unit substrate:
