About this file
This is a Consolidated Request for Information (RFI) Log for the Fort Bliss National Cemetery Gravesite Expansion and FCA Deficiencies Project (Project No. 886CM3026, Solicitation No. 36C78626B0028), compiled on October 5, 2026. The document compiles duplicate questions from multiple bidder sources and provides government responses to clarify solicitation requirements.
The project involves gravesite expansion work and facility condition assessment (FCA) deficiencies correction at Fort Bliss National Cemetery. The solicitation is a sealed-bid Invitation for Bids with four Contract Line Items (CLINs): Base work, Base crypts (6,632 units), Option 1 work, and Option 1 crypts (2,652 units). The contract includes a 540-calendar-day completion period governed by standard prevailing wage rates. The government anticipates issuing the Notice to Proceed within 60 days of award. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS 237990 with a $45 million size standard; only eligible SDVOSB concerns certified by the Small Business Administration may bid. Key scope elements include crypt installation, site preparation, earthwork, retaining walls, irrigation system upgrades, building restoration work (stucco, roofing, metal coatings), environmental compliance (SWPPP, TPDES permit), and security/technology system installation. The contractor must obtain the TPDES permit and prepare a complete construction SWPPP; existing controller and pump equipment will be retained for irrigation work. Performance and payment bonds are due within 10 calendar days after award. The RFI addresses over 150 clarifications across contract administration, staffing, site logistics, permits, earthwork, crypts, buildings, structural work, mechanical systems, IT/security, and document coordination, with the government providing specific direction on numerous technical and procedural matters through referenced amendments and addenda.

No. Reference Question Government Response
B-1
01 45 00;
01 35 26, 1.9.A–C
Confirm one qualified person may serve as both Superintendent and CQC System Manager. Can the Superintendent be dual-hatted as QC Manager/Representative?
The superintendent and QC manager need to be 2 separate people.
B-2
01 45 00;
01 35 26
Confirm whether a separate SSHO is required, or whether the Superintendent may be triple-hatted as Superintendent, QC Manager, and SSHO. Can the CQC System Manager and SSHO (or CQC Manager and Superintendent) be dual-hatted?
SSHO and Superintendent can be performed by one person as long as they meet the criteria for both.
B-3
01 45 00, 3.2.B.1, 3.4.A–C;
CO101
Can one team cover concurrent expansion and FCA work within the cemetery, or is separate full-time coverage required for individual work areas?
A single team may cover concurrent expansion and FCA work only where permitted by the contract requirements and where required supervision, quality control, and safety coverage can be maintained at each active work area. Shared staffing is not approved by this response.
Submit a staffing and coordination plan identifying personnel, responsibilities, work locations, and coverage during concurrent operations for review by the Owner/Contracting Officer. Provide additional personnel where simultaneous activities or contract requirements require dedicated coverage. For bidding purposes, do not assume approval of shared staffing; include personnel sufficient to meet the requirements for both scopes of work.
B-4
01 45 00 (QC Org, Alt CQC)
Can the Superintendent or SSHO be listed as the Alternate CQC System Manager if qualifications are met?
No. The Superintendent and QC Manager need to be two separate people.
B-5
01 45 00
Confirm OSHA 30 and current CPR/First Aid are the only certifications required for the SSHO.
OSHA 30 and current CPR/First Aid certifications alone do not establish compliance with all SSHO qualification requirements. The proposed SSHO must also meet the experience, training, and any additional credential requirements specified in the contract documents and referenced safety standards.
B-6
01 00 02, 1.1.G; 01 00 02 §G Training
Spec requires OSHA 30 for all employees. Confirm OSHA 10 is acceptable for workers other than supervisors/competent persons, with OSHA 30 for supervisors and the competent person. The two sections give different minimums.
OSHA 10 is acceptable for workers other than competent persons and supervisors.
B-7
1.1.G
OSHA does not "certify" a competent person per 29 CFR 1926.20(b)(2). Confirm an OSHA 30 is acceptable for the competent-person requirement.
An OSHA 30 course completion card alone does not establish competent-person qualification. OSHA does not issue a general competent-person certification. The designated individual must be capable of identifying existing and predictable hazards and have authority to take prompt corrective measures, with qualifications appropriate to the assigned work.
Submit the proposed individual’s relevant training, experience, and written designation of corrective authority for review against the contract requirements. OSHA 30 may be included as supporting training documentation but is not, by itself, sufficient to satisfy the competent-person requirement.
B-8 01 35 26, 1.18D
Confirm whether a full Arc Flash Hazard Analysis must be included in pricing. Not required but strongly encouraged

If not, confirm all surplus is hauled off federal property at Contractor expense. If surplus exists, can material be left on-site at a designated location?
A Government-designated area for permanent placement of surplus soil on cemetery or Fort Bliss property has not been confirmed. Accordingly, no placement location, haul distance, or finish-grading requirements are available.
For bidding purposes, include loading, hauling, and lawful disposal of surplus soil off federal property at the Contractor’s expense, subject to the contract requirements.
Temporary stockpile areas do not constitute approval for permanent placement.
Surplus material may remain on-site only with prior written Government approval identifying the placement limits, acceptable material, and final grading requirements. Do not assume an on-site disposal area will be provided.
E-4
31 20 00, 2.1.B, 2.1.G–I; BJ101;
CB501/CB502
Fill must have PI ≤ 15, LL ≤ 40, but most BJ101 samples are clayey sand (PI 17–20). May on-site excavated soil be used as compacted general fill
The Fill Materials Type table on Page 15 of our geotechnical report dated January 21, 2026 provides the soil types and classification characteristics of suitable fill soil materials, over/between crypts and in irrigation aisles, or must fill be imported? Is there a known borrow source with the required archaeological clearance?
and general locations of suitable use and placement (PI note exceeding 15). Note that the geotechnical engineer recommends LL values of suitable fill material not exceed
35. The earthwork contractor controls where fill material is obtained from and its intended use(s) and location(s) and should therefore request the appropriate soil classification and plasticity testing on each material it intends to use at this site to assess whether the onsite or imported fill material meets our geotechnical recommendations for fill material.
Considerations for archaeological clearance of potential material borrow areas was not part of the geotechnical scope of work.
E-5
BJ101; 31 20 00,
1.4.C, 1.5, 1.6.C;
CB502
Borings show calcareous material ~3–15 ft (N=62 at 10 ft in B-1); crypt subgrade ~7 ft. Should bidders price unclassified excavation with no rock? Will rock/cemented caliche be paid as a differing site condition? Is cemented caliche classified as rock?
As stated in Geotechnical Characterization (page 6) and Earthwork Construction Considerations (page 18) of our geotechnical report dated January 21, 2026, soils are anticipated to consist of sands with varying amounts of silt, clay, gravel and calcareous material), and excavations are anticipated to be completed using conventional equipment.
Although some soil layers showed relatively dense to very dense conditions at some locations (N values exceeding 50 blows/foot below a depth of approximately 10 feet below existing grades), Terracon did not observe conditions that would indicate the presence of bedrock material in our borings, but the contractor should prepare for and procure the appropriate excavation equipment to penetrate dense to very dense soil strata.
E-6
31 23 19
Advise whether dewatering is anticipated on this project.
The available information does not establish whether dewatering will be required or its extent. Refer to the geotechnical report for groundwater observations;
conditions may vary with rainfall, season, and excavation depth
E-7
CU501 Detail 14
Detail shows HDPE pipe bedding for good and poor soils. Clarify which locations have good vs. poor soils.
The bedding detail provides alternatives for suitable and unsuitable trench foundation conditions; it does not designate specific locations as having good or poor soils.
Refer to the geotechnical report for available subsurface information. Actual conditions shall be evaluated by the geotechnical engineer at the exposed trench bottom.
Use the good-soil bedding detail where suitable foundation conditions are verified. Where unsuitable conditions are encountered, notify the Owner/design team before proceeding and obtain direction on the limits of removal, stabilization, and use of the poor-soil bedding detail. Any associated cost or time adjustment shall be evaluated under the applicable contract provisions.
E-8

Provide the governing soil and surcharge criteria. Detail 9 calls for excavation ≥5 ft behind the wall — confirm available working limits along existing burial areas/utilities and identify any required shoring or restrictions on entering adjoining cemetery areas.
The retaining wall and Detail 9 are conceptual and provided for bidding purposes only. Retaining wall engineering is not included in our design scope.
Governing soil parameters and surcharge loads are to be established by the geotechnical engineer and incorporated into the final design by the engineer responsible for the retaining wall.
The excavation dimension of ≥5 feet behind the wall represents a conceptual allowance; it does not confirm available working limits or authorize encroachment into adjoining cemetery areas. Available limits must be verified against existing burial locations, utilities, property boundaries, and access restrictions in coordination with the Owner/cemetery operator.
Required shoring, excavation support, and protection measures must be determined based on verified site conditions and the final wall design. Entry into adjoining cemetery areas requires authorization from the Owner/cemetery operator. Where the indicated excavation cannot be accommodated, the wall design and construction approach must be revised accordingly.

05 03 85 calls for chemical removal — which governs?
The VA is not aware of any paint coatings that contain lead; however, for the metal handrails and guardrails at the Rostrum and Administration Building, the Contractor shall assume they could and shall follow specification requirements in 05 03 85 to include scope for TCLP testing for paint/coatings on the metal handrails and guardrails. There is no scope requirement for TCLP testing for painted Rostrum cornice or outlookers. Specifications govern, provide paint removal via chemical means.

Drawings call for removing all stucco and applying new 3-coat direct-applied stucco (2,500 SF), but 09 24 00 is a lath-based system. What is the existing substrate? Are lath, WRB, weep screed, or control joints required? How should substrate repair be priced? Does 2,500 SF include chimneys, entrance canopy, site walls (DP9), and ramp/stair walls?
The base bid quantity of stucco to be removed and replaced is 2,500 SF and includes all sides of both chimneys, all sides of the entrance canopy (except ceiling finish of canopy to remain), all sides of the ramp/stair walls and all other walls shown for demo and replacement on the exterior elevations. 3-coat direct applied is the correct stucco system to be installed.
Based on the original asbuilts, the existing substrate on the full height walls is structural clay tile with terra cotta lintels and stone sills. The substrate on the partial height ramp and stair walls is 12” CMU. Cost to repair substrate damaged as a result of demolition and construction work is the responsibility of the Contractor under the base bid. A revised 09 24 00 specification will be provided as part of Addendum to properly capture the correct system.

Reroof sheathing/underlayment: 2.1.C/D says add plywood "as required" (no qty) — provide a common bid basis (SF/building or unit price) for deck and nailable-insulation repairs, and clarify how concealed deterioration beyond that basis is handled. 2.1.C describes 3004 substrate as "composite nailable rigid board insulation," but 3004 demo says "existing wood sheathing to remain" — which is it, and is the insulation removed or overlaid? 3.5.A requires two layers self-adhering underlayment but 3.5.A.5.a calls for felt — which governs?
The Administration roof surface is no more than 2,700 SF as noted in keynote R01 on sheet 2101-AE191. The PIC building roof surface is no more than 1,400 SF as noted in keynote R01 on sheet 3004-AE191.
Concealed deterioration beyond the insulation and sheathing is handled as unforeseen conditions.
In building 3004 there is BOTH plywood roof decking AND nailable rigid insulation, with the nailable rigid insulation laid over the plywood roof decking. Nailable insulation is to remain. The thickness of the nailable portion of the rigid insulation system is unknown and needs to be field verified during demolition. If the clay roof tile manufacturer requires a thicker substrate or different material substrate than what is existing, the base bid shall accommodate new sheathing to be installed over the nailable insulation system to meet manufacturer requirements.
Specification 07 32 13 is being revised as part of Addendum 1 to clarify design intent is for new roofing underlayment to be self-adhering underlayment or approved equal, not felt.

Keynote RO2
Note requires replacing up to 10 additional cracked/chipped clay tiles identified by the VA COR during construction.
Provide locations/conditions so bidders can evaluate access, adjacent removal, and matching on a common basis; if locations cannot be identified prior to award, confirm the pricing basis. Confirm quantities above 10 are treated as an unforeseen condition.
Location for 10 cracked/chipped tiles is hatched on the roof plan and noted could be elsewhere on building 3W01 Irrigation Pump House roof where deemed necessary to replace by the VA. Due to the small scale of the roof and the noted roof height in the drawings, base bid shall assume most costliest location for the additional repairs up to and including 10 tiles. All new tiles for this roof are to match existing. Quantities above 10 are to be treated as an unforeseen condition.
L-7
07 32 13;
3W01-AE111
May the 300–400 salvaged tiles be used for the 3W01 repairs?
No, the 300-400 salvaged tiles have been requested to be additional stock for the VA’s own use. At the approval of the VA ONLY, if there are additional tiles in like-new condition above and beyond the 300-400 salvaged tiles from Building 2101 that are an exact match to those needing to be replaced on 3W01, those may be used rather than discarded. This shall not be assumed to be approved until the VA is able to confirm the removed tiles are an acceptable replacement/match.
L-8
07 32 13 Does the new tile color need Section 106 / SHPO approval before ordering? If so, how long should bidders allow?
Color, style, and size of all new and/or replacement tiles must match the color of existing being replaced. Section 106/SHPO approval is not required prior to ordering.

AE111 (demo)
Confirm whether only the specifically depicted roof/demo work is required and no concealed/additional FCA corrective work is implied by "incidental work."
No additional FCA corrective work is expected other than what is shown, noted, keynoted and specified.
Where a system is shown for replacement, the entire system is included in scope. For example, fasteners or other attachment devices necessary to attach clay roof tiles to a roof substrate is included in the base bid and incidental. Keynotes specifically address items included or not included, such as underlayment and sheathing.
