About this file
This is a Request for Proposal (RFP) issued by NASA's Goddard Space Flight Center for the development and production of the Sounder for Microwave-Based Applications (SMBA), a microwave sensor instrument for near-earth orbit network applications. The RFP solicitation number is 80GSFC26R0028, with an electronic submission deadline of 5:00 PM local time on June 1, 2026. The contract structure includes three Contract Line Item Numbers (CLINs): CLIN 0001 is a Cost-Plus-Fixed-Fee development contract covering Flight Model 1 production through commissioning or launch plus 6 months, including engineering development and parts for Flight Models 2 and 3; CLIN 0002 is a Firm-Fixed-Price production contract for Flight Models 2 and 3 production through bench acceptance testing; and CLIN 0003 is a Time-and-Materials task order contract for post-commissioning support and special studies with a cumulative ceiling price of $52.8 million. The estimated SMBA Flight Model launch dates are October 1, 2034 (FM1), October 1, 2037 (FM2), and October 1, 2040 (FM3), with contract performance extending through the last SMBA launch plus 18 months. Proposals must be submitted in four volumes: Offer Volume, Mission Suitability Volume (105-page limit), Cost/Price Volume, and Past Performance Volume. The Contracting Officer is Bruce Tsai (Bruce.B.Tsai@nasa.gov), and proposals shall be electronically submitted via NASA's Enterprise File Sharing and Sync Box.
The RFP evaluation emphasizes mission suitability (1,000-point scale with 500 points for technical approach, 400 points for management approach, and 100 points for small business utilization), past performance, and cost/price, with mission suitability being significantly more important than cost. Offerors must meet small business subcontracting goals of 8.7% for small businesses, 0.8% for small disadvantaged businesses, 1.0% for women-owned small businesses, 0.6% for veteran-owned small businesses, and smaller percentages for HUBZone, service-disabled veteran-owned, and HBCU/MSI categories. The proposal must address technical requirements including instrument design, manufacturing and integration approaches, system performance, calibration methodology, safety and mission assurance, management approach, risk management, schedule using an Integrated Master Schedule, and subcontracting strategy. Key technical deliverables include Flight Models 1, 2, and 3; engineering models; ground support equipment; instrument simulators; calibration equipment; and comprehensive documentation. Contractors must have an adequate accounting system, comply with Cost Accounting Standards, implement an Earned Value Management System compliant with EIA-748 standards, and demonstrate financial capability. The RFP includes a Defense Priorities and Allocations System (DPAS) rating and incorporates extensive FAR and NASA FAR Supplement clauses governing contract administration, property management, safety, export control, small business requirements, and data rights.
