About this file
This is a Contract Work Breakdown Structure (CWBS) document for RFP 80GSFC26R0028, issued by NASA Goddard Space Flight Center in February 2026, for the Near Earth Orbit Network Sounder for Microwave-Based Applications program.
The CWBS establishes a product-oriented hierarchical framework for reporting program cost, schedule, and technical performance. Level 1 encompasses CLIN 0001, which includes all non-recurring engineering, the engineering development program, Flight Model 1 fabrication through launch plus 6 months, and all parts for Flight Models 1, 2, and 3. Level 2 divides work into two major contract activities: Non-Recurring Activities/Engineering Development Program (covering design, development, risk reduction, software development, and ground support equipment) and Flight Model 1 (covering fabrication, assembly, integration, test, and launch operations through on-orbit commissioning). Level 3 further delineates nine work categories: Program Management (X.01), Systems Engineering (X.02), Mission Assurance (X.03), Hardware (X.04), Software (X.05), Integration and Test (X.06), Ground Support Equipment (X.07), Post Delivery Support (X.08), and Launch and Post Launch Testing (X.09). Each Level 3 element encompasses specific activities such as leadership roles, resource management, interface management, quality engineering, subsystem development, environmental testing, and commissioning support. Contractors are required to define Level 4 work breakdown elements within each Level 3 category with corresponding work content descriptions.

Contractor Work Breakdown Structure
February 2026
RFP 80GSFC26R0028
1. DESCRIPTION / PURPOSE
The Contract Work Breakdown Structure (CWBS) establishes a product-oriented framework for reporting program cost, schedule, and technical performance and provides a basis for uniform planning, reporting status, program visibility, and assignment of responsibilities.
Additionally, the CWBS provides a product-oriented logical subdivision of hardware, software, services, facilities, etc., that contribute to and/or make up the total project scope of effort and work. The CWBS dictionary provides a narrative description of the work tasks and effort to be performed in each CWBS element.
2. PREPARATION INFORMATION
Contents:
The CWBS and CWBS dictionary are two distinct project documents used for defining the approved project scope of work. The contents of each document are detailed in the following paragraphs:
CWBS – A logical, hierarchical display of the subdivision of all project work to be completed.
The CWBS shall include the approved element title and element number.
CWBS dictionary – The CWBS dictionary shall briefly describe and document the work content of every CWBS element and relevant efforts associated with each element (e.g., design, development, and manufacturing).
The CWBS levels shall be governed by the following. The actual letter and number designations can be adapted to meet the needs of the Contractor’s systems.
Level 1 – CLIN 0001 which includes all non-recurring engineering; engineering development program; flight model 1 fabrication, assembly, integration, and test through launch + 6 months, and all parts for flight models 1, 2, and 3.
Level 2 Definitions: Major contract activity as described below
A. Non-Recurring Activities / Engineering Development Program – All effort to plan and manage the design of the instruments including detailed design activities, design reviews, risk reduction (engineering models, etc), software development, ground support equipment (GSE) development, verification planning, etc. This WBS includes all parts for flight models 1, 2, and 3.
B. Flight Model (FM) -1 – All effort related to fabrication, assembly, integration, test, and launch operations through on-orbit commissioning (i.e., L+6 months)
Level 3 Definitions (Note: X denotes the Level 2 Contract Activity) – the work content as described is not necessarily all inclusive but limited to CLIN 001 scope.
X.01 Program Management – Including program leadership, resource management, program planning (e.g., resources, Earned Value Management System, schedule, etc.), data management, configuration management, risk management, management support for major design reviews, etc..
X.02 Systems Engineering - Including system engineering leadership, interface management (e.g., instrument, satellite, launch vehicle, mission operations, ground processing, etc.), system specification definition and flow-down, verification planning, system level analysis and modeling
X.03 Mission Assurance - Including mission assurance leadership, quality engineering, subcontract surveillance, safety, reliability, parts and materials management
X.04 Hardware– All subsystem hardware effort including parts and materials for Flight Models 1, 2, and 3. This should be further delineated by flight model in the next level of WBS detail. Level 2 WBS will include all parts for flight models 1, 2, and 3. Level 3 should delineate the costs by flight model.
X.05 Software – All subsystem software effort. This should be further delineated by flight model in the next level of WBS detail. Level 2 WBS will include all parts for flight models 1, 2, and 3. Level 3 should delineate the costs by flight model.
X.06 Integration and Test – This WBS captures all assembly, integration and test of the flight model beginning at Mission Readiness Review (MRR). It includes instrument baseline testing, environmental testing and post environment test activities including instrument packing and shipping. Set up, use, and test execution costs for Ground Support Equipment (GSE) will be under this WBS.
X.07 GSE – design, fabrication, procurement, assembly, test and maintenance of electrical, mechanical GSE, simulator development and sustainment, and any GSE software
X.08 Post Delivery Support (PDS) – Any support required after the FM1 Pre-Ship Review/Pre- Storage Review including satellite integration and testing and if needed storage costs or testing during storage prior to shipping to spacecraft vendor. It includes all FM1 post-delivery support through shipment to the launch processing facility (e.g., satellite I&T).
X.09 Launch and Post Launch Testing– Support for pre-launch planning, launch site, mission unique or special launch services, launch-vehicle integration (spacecraft portion), and the first 6 months of post-launch testing (e.g., commissioning).
Level 4 – The Contractor shall define WBS level within each level 3 and provide a brief description of the work content.
