About this file
This document is Attachment K to RFP 80GSFC26R0028, which establishes the Time and Materials Rate Matrices for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with NASA Goddard Space Flight Center. The attachment is a pricing template that requires offerors to propose fully-loaded labor rates, cost estimating relationships, indirect rates, and profit percentages for task order pricing.
The document specifies that contractors must establish not-to-exceed hourly rates for all labor categories across Government Fiscal Years 2027 through 2042. Prime contractor rates must be clearly differentiated between onsite (at contractor's facility) and offsite work. Contractors must also define fully-loaded subcontractor labor rates using the same fiscal year structure. Additionally, offerors must propose Cost Estimating Relationships (CERs) for deriving Other Direct Costs (ODCs), indirect rates applied against ODCs, and profit percentages applied against ODCs, with all bases of application clearly delineated. Section 4 requires offerors to provide Position Qualifications for all prime and subcontractor labor categories, though the specific qualifications are marked "TBP" (To Be Provided). The rates and factors established in this attachment will serve as the ceiling for all task order pricing throughout the contract period.
