About this file
This document is a Baseline Data Requirements Description (DRD) for Supply Chain Visibility (SCV) Reporting required under NASA solicitation 80GSFC26R0028. The DRD, issued December 30, 2024 and effective June 28, 2024, mandates that prime contractors submit supply chain visibility data to NASA's Supply Chain Insight Central (SCIC) platform to enable proactive supply chain risk management and informed decision-making across NASA projects and programs. The reporting requirement is categorized as Safety & Mission Assurance (S&MA) and is overseen by NASA's Office of Safety and Mission Assurance (OSMA), Supply Chain Risk Management Program.
Prime contractors must register designated primary and alternative individuals within thirty days of contract award using the SCV Reporting User Registration website (https://www.nasa.gov/visibility-scic/) and submit an initial report within ninety days after contract award. Subsequent reports must be submitted every six months for the contract duration. The SCV reporting must encompass information on the prime contractor (Tier One), all direct subcontractors (Tier Two), and all direct suppliers to subcontractors (Tier Three). Required information includes operating names, direct contractual customers, complete performance locations, contract identification codes, CAGE/NCAGE codes, product and service descriptions with part or model numbers, NASA Technology Taxonomy area classifications, contract dates, and identification of new, completed, or terminated contracts since prior reporting. Prime contractors must incorporate SCV reporting requirements into their subcontracts as necessary. The SCIC platform operates as a secure NASA/U.S. Government information system managing Controlled Unclassified Information (CUI) with access restricted to authorized users.
