About this file
This is a Question and Answer document clarifying contract requirements for the Sounder for Microwave-Based Applications (SMBA) Request for Proposal 80GSFC26R0028, issued by NASA's Goddard Space Flight Center.
The document addresses contractor responsibilities regarding SI traceability and calibration maintenance of a Government Furnished Property Black Body Calibration Target. The government clarified that offerors are not required to develop hardware, methodology, or capabilities to achieve SI traceability. Instead, contractors must assume the blackbody characteristics provided by the Contracting Officer when addressing calibration or intercalibration activities. NASA assumes full responsibility for periodic calibration and maintenance of the calibration standard through NIST, and contractors bear no responsibility for NIST calibration efforts. The document notes that in any discrepancy between this Q&A and RFP provisions or contract terms, the RFP and contract terms take precedence.

Request for Proposal 80GSFC26R0028
Question and Answer 12 Below is a question and answer related to the Sounder for Microwave-Based Applications (SMBA) Request for Proposal (RFP) 80GSFC26R0028. In the event of any discrepancy, the RFP provisions and contract terms (including all amendments) will take precedence.
12. Within SMBA Final RFP, Attachment I, Government Furnished Property List, there is a note indicating “the design of the Black Body Calibration Target is available upon request from the Contracting Officer.” Can the government please provide information related to SI traceable calibration and maintenance of this standard? Will the contractor be responsible for the periodic calibration of the target through NIST, or will NASA perform and manage this calibration standard? If periodic calibration is required of the contractor, are there guidelines for the frequency of this effort to be performed with
NIST?
Government Response: Offerors are not required to develop hardware, methodology, and/or capabilities to achieve SI traceability. However, Offerors should assume the Government Furnished Property Blackbody characteristics provided by the Contracting Officer when addressing related calibration or intercalibration.
Will the contractor be responsible for the periodic calibration of the target through NIST?
No.
Will NASA perform and manage this calibration standard? Yes.
