PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-21-R-1300
WON 1606003, FY20 MCAF PROJECT
PAF180200 APR JET FUEL STORAGE TANKS,
ROYAL AUSTRALIAN AIR FORCE (RAAF) BASE TINDAL,
AUSTRALIA
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
RESPONSES DEFERRED FROM NOTICE NO. 8 DATED FEBRUARY 9, 2021:
83. On Drawings C-302 to C-304 you show a symbol for reinforced slab. We do not see any detail of this reinforcing on the drawings.
ANSWER: Detail added to Sheet C-610 detail C2. Callouts on Sheets C-302. C-303, and C- 304 have been revised to referend the detail added. See forthcoming Amendment No. 0005.
84. In specification Section 01 50 00, Paragraph 3.3.3, it states: “Current assessment of the output of the water treatment is that it meets the requirements for uncontaminated freshwater but does not meet the requirements for potable water and may possibly be used for tank hydrostatic testing and/or dust suppression, but not for the production of concrete. Section 33
56 21.17 SINGLE WALL ABOVEGROUND FIXED ROOF STEEL POLSTORAGE
TANK defines the water quality standard required for hydrotesting.” Unless told otherwise, we are going to assume that water supplied from the Water Treatment Plant will meet the requirements for project dust control and hydro testing water for the single-wall above ground fixed roof steel POL storage tank in Section 33 56 21.17.
ANSWER: See responses to Question 10, Question 35 and Question 37.
85. On Drawing C-101, note 4, the last sentence states: “Refer to RAAF Base Works Managing Contractor for scheduling of nearby and surrounding Projects.” Could you provide us a copy of this information or direct us to where this is located? We would like to know the award and completion dates of contracts WE07 and WE05.
ANSWER: No interference by other projects is anticipated provided that the contractor coordinates with the Contracting Officer. Note 4 has been revised. See forthcoming Amendment No. 0005.
86. Please provide the days of the week and the hours of the day that water may be taken from the Water Treatment Plant. Our work schedule may require 7 days per week as a normal shift, and if water is not available this may alter the construction schedule of the project.
ANSWER: See responses to Question 84 and Question 96. The water treatment plant will not be available 24 hours a day, 7 days a week. The contractor must make provisions in his means and methods to store water at the construction site to suit the work schedule the contractor wishes to implement. Section 01 14 00 Paragraph 1.3.2.
states that regular work hours are 0600 to 1900, Monday through Friday, excluding Northern Territory holidays. Work outside regular hours requires contractor personnel to have an Australian Defence Contractor Access Card. Paragraph 1.3.3 states the requirements for requesting approval for work outside regular working hours from the Contracting Officer.
87. Detail A4 of Drawing C-608 indicates to place HDPE Liner in 50 thick compacted sand layer for all Rigid Pavement; however, there is no HDPE Liner for Rigid Pavement as per Detail C2 of C-604. Please advise if Contractor has to place HDPE Liner in 50 thick compacted sand layer for all Rigid Pavement.
ANSWER: Detail C2 on Sheet C-604 is the Gantry Rigid Pavement Jointing Plan. The enlarged detail at the upper right corner of the drawing shows that the pavement joint extends upward and through the containment kerb. The enlarged detail also references pavement section Detail A4 on Sheet C-608. Provide HDPE liner in 50mm sand as shown on Detail A4 on Sheet C-608.
90. Per Drawing A-331 (Detail C3) and Drawing C-208 (Detail A), please provide details for the raised island slabs. Please provide the thickness of the slabs and reinforcing needed.
ANSWER: See Sheet C-601 Detail D4.
91. The overall gantry dimensions for the gantry shown on C-208 vary slightly on Drawings S-
208 and C-604. Please confirm which set of dimensions are correct.
ANSWER: Gantry length of 66300 indicated on Sheet C-208 Gantry Enlargement Plan includes the 150mm width of the containment kerb at each end. Gantry length of 66000 indicated on Sheet C-604 Gantry Rigid Jointing Plan C2 excludes the width of the containment kerbs.
92. We note that Drawing C-101 indicates over 620 meters of fence line demolition. Please confirm that this work is to be performed under this contract (not part of WE07).
ANSWER: Confirmed.
93. Please confirm that the Site Surveillance System (C-101 demolition scope) will be removed by others prior to commencement of this contract.
ANSWER: Confirmed.
94. Drawing C-101 shows what appears to be an unimproved road shown for removal following along the fence. Please confirm the removal of the road will be performed as part of WE07 (not part of this contract).
ANSWER: Remove the unimproved as indicated on Sheet C-101.
95. Please confirm that the new fence line and bike path in Drawing C-101 is expected to be completed prior to the start of work and that entire scope will therefore be a part of WE07 (not part of this contract).
ANSWER: Confirmed.
96. May a water bore be drilled and a tank farm established to harness construction water on
Tindal RAAF base adjacent to the construction footprint (outside the construction footprint)?
ANSWER: A bore for obtaining construction water is not allowed. However, storage of construction water at the site will be allowed.
97. Can the Artesian Basin water be used for dust suppression and compaction purposes in case the water supply from the RAAF Water Treatment Plant becomes available for construction purposes?
ANSWER: No.
98. Can the Government can supply all of the available water test reports and data indicating water quality on the Tindal RAAF Base?
ANSWER: No.
100. Regarding the Rolling Pit Cover steel manufacturing identified on Drawing M-207, Details
A1 and C1, the aluminum steel frame size of 100 x 75 x 8mm RHS and Aluminum Cover Material 6016 T6 6mm are not available for procurement in Australia. Will an alternate material frame size and aluminum cover type that is available in Australia be allowed? It is recommended from a local manufacturer that these sizes/types are available:
a. AUS available FRAME material: “Anything in a 75mm RHS does not go above 6mm in thickness. 102 x 76 RHS but 6mm wall thickness is as high as it goes. Would have to go with maybe 100 x 100 x 9mm RHS as that is all that is near material thickness. If 100 x 100 x 9 is to be used then bolt lengths etc. would have to be changed and engineer approved.”
b. AUS available Aluminum plate type: “Aluminum cover material in 6mm is available in 5005 H34 or 5083 H116 and comes in common sheet sizes.”
ANSWER:
a. Alternate frame member sizes would be acceptable pending engineer review during construction. For basis of bid, the rolling cover details on S-514, S-515, and S-516 have been updated to show RHS100x100x9, as well as other updates associated with the member size change. See forthcoming Amendment No. 0005.
b. 5005 H34 will be permitted and is shown on the updated schedule on S-514. See forthcoming Amendment No. 0005.
